These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Alford.

REQUEST FOR RELEASE OF FUNDS

On or after February 02, 2022, the Town of Alford will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to improve the existing water system which serves the entire town population. Approximately 5,300 LF of new 10” waterline, valves, 10 fire hydrants, and other appurtenant components necessary.  Approximately less than 1 acre of wetlands will be disturbed.  The proposed project is located on the north side of Park Avenue.

FINDING OF NO SIGNIFICANT IMPACT

The Town of Alford has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Alford Town Hall, 1768 Georgia Street, Alford, FL 32420 and may be examined or copied weekdays 9:00 A.M. to 3:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Town of Alford Town Hall. All comments must be received by January 31, 2022.  Comments will be considered prior to the Town of Alford requesting a release of funds.  Comments should specify which notice they are addressing.

RELEASE OF FUNDS

The Town of Alford certifies to the Florida Department of Economic Opportunity and HUD that George Gay in his capacity as mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Alford to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

DEO will accept objections to its release of funds and the Town of Alford certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Alford; (b) the Town of Alford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400 107 East Madison Street, Tallahassee, FL 32399-6508.  Potential objectors should contact the Town of Alford to verify the actual last day of the objection period.

   Mr. Warren Madison age 88 of the Saint Peter Community North of Graceville, Florida  went home to be with the Lord on Thursday January 13th at his residence with his family at his bedside.

Funeral arrangements are incomplete at this time but will be announced later by Christian Memorial Chapel of Graceville, Florida.

CMSGT. (RET.) George A. O’Neal, age 86 of Bryant, completed his final flight, ending his earthly journey on January 12, 2022. He was born to Edwin and Ruth Reynolds O’Neal on October 25, 1935 in Marianna, Florida. He graduated from Marianna High School where he was a superb athlete in football and basketball. He was a member of First Southern Baptist Church in Bryant, Arkansas.

Having enlisted in the United States Air Force, at the age of 18, he traveled by train to Lackland AFB, San Antonio, TX for basic training. He spent the next 53 years of his life serving his country; 30 years of active duty before retiring in 1984 at the age of 48 and an additional 23 years in Civil Service retiring a second time in 2007.

During his tenure of military service, he was part of the 10th anniversary raising of the flag on Mount Suribachi in Iwo Jima, Japan in 1954. His many other assignments include Florida, Alaska, Turkey, North Dakota, Thailand, Georgia, Vietnam, Japan and LRAFB in Jacksonville, AR. He experienced a typhoon in Iwo Jima and an earth quake in Alaska. He served in the Korean War from May, 1954 to January 31, 1955 and was instrumental in keeping up with demands during the Vietnam War era.

From his first title as Airman 3rd Class and receiving his first stripe in 1954, he achieved each challenge in the line of promotional steps to earn his Chief Master Sergeant title in 1981. He has been recognized with the Bronze Star Medal, Meritorious Service Medal with 1 Oak Leaf Cluster, Joint Service Commendation Medal, AF Commendation Medal with 1 Oak Leaf Luster, AF Good Conduct Medal with 1 Silver & 1 Bronze Oak Leaf Cluster, Good Conduct Medal with 2 Bronze Loops, National Defense Service Medal with 1 Bronze Service Star, Vietnam Service Medal, AF Longevity Service Award Ribbon with 1 Silver & 1 Bronze Oak Leaf Cluster, NCO Professional Military Education Graduate Ribbon, Small Arms Expert Marksmanship Ribbon and Republic of Vietnam Campaign Medal. While in Civil Service he worked as Chief Management Systems Flight prior to his retirement in 2007 and was recognized for Civilian of the Quarter, Junior Supply Manager of the Year and Supply Supervisor of the Year.

His greatest joys include being with family, watching his grandsons play baseball and listening to his wife and daughters sing.

Besides his parents, George is preceded in death by one son, Terry L. O’Neal, two brothers and two sisters all of Marianna, Florida.

He is survived by his wife, Linda Nalley O’Neal: four daughters; Jennifer Wake of Bryant, Tamara (Chuck) Lunsford of Rogers, Cheryl (Eddie) Jones of Bauxite, and Vanessa (Ronny) Windsor of Marianna, Florida: one son; Tim O’Neal of Spokane, Washington: ten grandchildren; Carson & Connor Wake, Brad (Piper) Lunsford, Layne Lunsford, Derek (Amanda) Jones, Dustin (Amanda) Jones, Gale Williams , Lee (Becka) Windsor, Tate O’Neal & Brittany O’Neal: twelve great grandchildren: one sister; Joyce (Sanders) Shoupe of Deatsville, Alabama: one brother-in-law; Mike (Joyce) Nalley of Benton and one sister-in-law; Margaret O’Neal of Marianna, Florida along with numerous nieces and nephews.

A memorial service with full military honors provided by the United States Air Force Honor Guard from the Little Rock Air Force Base is scheduled for 2:00 PM Saturday graveside at Sharon Cemetery; 402 Shenandoah Drive, Benton, Arkansas. Officiating will be grandson, Bro. Lee Windsor and Bro. Peter Cunningham.

Shirley “Joyce” Davidson Pooser

Shirley “Joyce” Davidson Pooser, 87, finished her race on January 12, 2022 at 11:46 a.m.

Joyce was a woman of many talents and used her gifts & graces serving the Lord by serving others. One way she served was as a volunteer at A Women’s Pregnancy Center. She was a firm believer that no matter the circumstances life is precious.

She loved children and spent many years ministering to kids in her home, taught Good News Bible Clubs, Bible School & Elementary School. She also co-owned a Day Care-Christian School. She loved to teach children to read, knowing that once they could read, they could do anything.

From an early age she loved the elderly. Throughout her life she seemed drawn to them and even in her 70’s she was a caregiver to those in their 80’s and 90’s.

Joyce was an artist. While in Alaska she loved to paint the majestic mountains and scenic landscapes.

For over 65 years, Joyce was a military and pastor’s wife. She was a mom to three, grandmother to six and great grandmother to eight. She was a sister, an aunt, mentor, and friend to many.

Shirley Joyce was preceded in death by her loving husband, Lucius “Cap” Pooser; and mother, Florence Evelyn Davidson.

She is survived by two brothers, James “Jimmy” Earl Davidson and Robert “Bobby” Eugene Davidson; two sons, Timothy I. “Tim” Pooser, Thomas L “Tom” Pooser (Julie); and one daughter, Teresa “Terri” Pooser Alexander (Don); grandchildren, Tamra Pfingston (Cliff), Travis Pooser (Ginny), Jacob Pooser (Ashley), Olivia Wyles (Jeff), Seth Pooser (Aleea), and Christopher Daniel Pooser; great-grandchildren, Caleb, Grace, Quinn, Summer, Abby, Katie, Colin, Evie; and numerous nieces, nephews, and cousins.

The Celebration of Life will be at 2:00 PM Friday, January 14, 2022 at New Hope Baptist Church in Marianna with Rev. Brandon Griffin officiating. Interment will follow at Pope Cemetery in Sneads, Florida with James and Sikes Funeral Home Maddox Chapel directing.

The family will receive friends at New Hope Baptist Church one hour prior to the Celebration of Life service.
