STATE HOUSING INITIATIVES PARTNERSHIP (SHIP)

A Pre-Bid Conference for stick-built homes will be held on Wednesday, January 12th, 2022, at 10:00AM CST / 11:00AM EST at the Jackson County Administration Office, Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on-time. All contractors will be pre-qualified with all license/ insurance requirements at the pre-bid conference before walk-throughs of the properties. All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the BID package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.

After a brief meeting at the Jackson County Administration Office, group mandatory walk-throughs for the properties will be held. Any contractor not remaining with the group and failing to be present at each property within a reasonable amount of time will not be permitted to bid. No contractor is permitted to view the property after the walk-through or contact the property owner individually unless otherwise given permission by SHIP Administrators.

DESCRIPTION: The Jackson County Board of County Commissioners is seeking to award a contract for Annual Asphalt Paving & Asphalt Pavement Repairs of County owned and maintained roads. The project consists of following items: (1) Installation of asphalt pavement on County prepared roadways. (2) Roadway repairs to include base and shoulder repairs, milling, and the installation of asphalt. The size of these repairs will vary from a minimum of 10 square yards (SY) to as large as 6,000 square yards (SY) and will take place on County maintained roads and related facilities throughout the County.

Velma Marie Gilley, age 75, of Altha, FL, passed away Wednesday, January 5, 2022 at Jackson Hospital with her loving family by her side.

Velma was born on January 23, 1946 to the late Herbert Burke and Evelyn Blankenship Burke. She enjoyed fishing, crafting, and spending time with her family.

She was preceded in death by her parents and her son, John Goodwin; sisters, Ginny Burke and Mable Flach; brother, Herb Burke; and nephews: Tim Lobb, Jimmy Cook, and Joe Burke.

Velma is survived by her children, Kimberly Cook (Eddy) and Robert Blackwell. She has four grandchildren: Amber Stokes (Matthew), Autumn Pitts (Lonnie), Trinity Blackwell, and Jessica Blackwell; great granddaughters: Abigail and Danielle Stokes and Kimber Pitts; her sisters: Judy Lobb, Janice Williams, Becky Winn (Bill), and Margie Bolton; sister in law, Pat Burke; her brothers: Larry Burke and Fred Burke, as well as many nieces and nephews.

A service of remembrance will be 6 p.m. Friday, January 7, 2022 at the Altha Church of God with Reverend Allan Nichols officiating and Marianna Chapel Funeral Home directing.

The family will receive friends for a time of visitation from 5 p.m. until the time of service at the Church.

Quinton Jerome Beckwith

Quinton Jerome Beckwith entered into rest on December 31st in Malone, Florida at the age of 33.


He leaves many memories with his father, David Lee Beckwith, Jr. and wife Princess; his mother, Valerie Bryant and husband Fuggie; four children, Tremon Beckwith, LaQuinton Beckwith, Mazariah Beckwith and Amari Beckwith; grandmother, Ethel Mae Ferguson; one brother, David Lee Beckwith, III; five sisters, Aisha Dawson and husband Davontae, Latoya Manning, Valencia Hanna and husband Elvin, Lashonda Beckwith and Diondria Beckwith; and a host of aunts, uncles, nieces, nephews, cousins, other relatives and friends.


A gathering of family and friends will be held on Saturday, January 8, 2022 at 11:00a.m. at Peoples Funeral Home Chapel with Rev. Adrian McClendon officiating. Memorialization by cremation will follow with arrangements entrusted to the Caring Staff at Peoples Funeral Home of Marianna.

Marcelle McKinnie McDaniel, 76, a lifelong resident of Sneads, Florida was born on April 6, 1945, to Shuler Bryant McKinnie and Eva Mae Richards McKinnie. She took the hand of her Lord and Savior on January 2, 2022. Marcelle was a founding member of Sneads Assembly of God Church and served her Lord in many ways during her 53 years there. She was a Sunday School teacher, a Women’s Bible Study leader, church secretary, and sponsored a child through a church mission program. She loved and lived God’s word and was a powerful prayer warrior. Marcelle was a sensitive giving soul who loved big and brought great beauty and kindness into the world. She loved everyone, but most of all she loved Jesus and her family. Marcelle was the biggest fan of her children, grandchildren, nieces and nephews. Her husband of 55 years, Johnney Earl McDaniel, was the love of her life. Marcelle loved animals, but her two most special were her dogs Cotton and Tater. She enjoyed entertaining people as a representative for Home Interior and Southern Living at Home. Helping in her church and collecting antiques brought her much joy. Marcelle graduated top of her nursing class from Chipola Junior College. She served the State of Florida as a nurse at Florida State Hospital for thirty-four and a half years where she exhibited compassion, love, and care for her patients. Marcelle also delighted in being a wedding director, planner, and caterer. Marcelle was a person of great faith and lived life to serve others.

Marcelle is survived by her daughter, Cathy McDaniel Davis of Franklin, TN; one granddaughter, V. Taylor Davis of Murfreesboro, TN; two grandsons, Trent Davis of Murfreesboro, TN and Jance Jarvis of Marianna, FL; one brother, John T. McKinnie and his wife Nancy of Grand Ridge, FL; two sisters-in-law, Margie May and her husband Junior of Cypress, FL and Louise Johnson of Sneads, FL as well as a host of nieces, nephews, great-nieces, great-nephews, and great-great nieces and great-great nephews; along with two very special nephews and nieces, Bryant and Tammy McKinnie of Grand Ridge, FL and Judy and Jerry Hostetter of Mount Pleasant, FL.

Marcelle was preceded in death by her parents, Shuler and Eva McKinnie; her husband of 55 years, Johnney Earl McDaniel; and one daughter, Tonnia McDaniel Jarvis.

The family would like to give a special thanks to Jackson Hospital (third floor), Marianna Health and Rehab, Dr. Krishna, and Phyllis Baxter for the wonderful care given to Ms. Marcelle.

A time of visitation will take place at McAlpin Funeral Home on Saturday, January 8, 2022, from 4:00 PM until 6:00 PM CST. A Celebration of Life Service will take place at Sneads Assembly of God Church with Dr. Juno Douglas officiating on Sunday, January 9, 2022, at 2:00 PM CST followed by interment in Waldorff Cemetery in Grand Ridge, FL.
