2021-2022 Marianna Lift Stations Rehabilitation
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the “Sunland Main LS”, ”Sunland LS1”, ”Chipola College LS 3” and “FCI LS” lift stations will be received by the City of Marianna at the Marianna Clerk’s Office, located at 2895 Jefferson Street, Marianna, FL, until 2:00 p.m. local time on Thursday, June 23, 2022, at which time the Bids received will be “publicly” opened and read. The Project consists of replacing the existing ductile iron pipes from the top of the pumps in the wet well to just outside of the wet wells, replacing the ductile iron pipes and valves located in the valve box with new ductile iron, construction of by-pass pumping suction and discharge line for the “Sunland Main and LS1” and “Chipola College LS 3”, spray lining of the “FCI LS”, and disposal of the removed materials.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Florida Housing Finance Corporation.
REQUEST FOR RELEASE OF FUNDS
On or about June 25, 2022 the Florida Housing Finance Corporation will submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of the HOME Investment Partnerships Program funds for HOME Financing for the Construction of Small, Rural Developments, under 24 CFR Part 92 under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA), in accordance with Section 288 (42 U.S.C. 12838) to undertake a project known as the Thomas Pines project, a proposed affordable multifamily rental development that will be constructed on 4.25 acres of vacant, wooded land located at 4520 Gator Hole Lane, Marianna, Jackson County, FL 32448. It will consist of 15 residential buildings consisting of a total of 35 units. The unit breakdown will be 10 one bedroom/one bath, 17 two bedroom/one bath, and 8 three bedroom/two bath apartments. The demographic commitment is family serving the general population. The estimated HOME Rental Program funds committed to this project is up to $6,681,051.00. As stipulated by HUD, an Environmental Review is required of the subject property according to 24 CFR Part 58.
FINDING OF NO SIGNIFICANT IMPACT
The Florida Housing Finance Corporation has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Florida Housing Finance Corporation, 227 N Bronough St, Suite 5000, Tallahassee, FL 32301, ATTN: Mr. Harold L. Price, III, or via e-mail at [email protected]. All comments received by June 24, 2022 will be considered by the Florida Housing Finance Corporation prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Florida Housing Finance Corporation certifies to U.S. Department of Housing and Urban Development (HUD) that Mr. Harold L. Price, in his capacity as Executive Director of the Florida Housing Finance Corporation, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorizes and allows Florida Housing Finance Corporation to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the Florida Housing Finance Corporation’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Housing Finance Corporation; (b) the Florida Housing Finance Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grand recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Mr. Kenneth M. Pinnix, Program Environmental Specialist at [email protected].
