CITY OF COTTONDALE REQUESTED FOR BIDS FOR
FOR APPRAISALS AND REVIEW APPRAISALS SERVICES REQUIRED TO CARRY OUT THE CDBG-CV PROGRAM GRANT #22CV-S15 REQUEST FOR BIDS 2024-02
The City of Cottondale, Florida invites qualified firms to submit a bid for Appraisal and a bid for Review Appraisal Services related to a Corona Virus Community Development Block Grant (CDBG-CV) Project Number 22CV-S15 for the renovation and expansion of the City of Cottondale Community Center.
The CITY OF COTTONDALE, FLORIDA anticipates the acquisition of a parcel of vacant property identified by the Jackson County Property Appraiser as parcel #31-5N-11-0089-00R0-0050 with a street address of 2662 Front Street, Cottondale, Florida. The property the City anticipates acquiring will be utilized as additional off-street parking for the City of Cottondale Community Center located at 2666 Front Street, Cottondale, Florida. The City of Cottondale, Florida is requesting bids for appraisal and review appraisal services required for the acquisition of the property funded by the City of Cottondale’s Community Development Block Grant Corona Virus (CDBG-CV) Project (#22CV-S15), awarded by the FloridaCommerce Department.
The acquisition process requires that an appraisal and a separate review appraisal of the above referenced parcel of land be completed. All work shall be in conformance with the requirements of the CDBG-CV grant program. Bidders must meet all CDBG/COM requirements. Additionally, the appraisal and review appraisal of the property planned for acquisition must adhere to the requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and (42 U.S.C. 4201-4655) and implementing regulations at 49 CFR part 24.
Bids are invited upon the items and quantities of work as follows:
The Jackson County Property Appraiser’s parcel number, and property address, are outlined in the scope of work above and bid spreadsheet.
The City of Cottondale reserves the right to reject any or all bids or to waive any informality in the review of bids received.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Malone.
REQUEST FOR RELEASE OF FUNDS
On or about May 7, 2024, the Town of Malone will submit a request to the Florida Department of Commerce (FC) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to build a Critical Protection Facility for Town Public Works operations to replace the damaged, substandard pole barn structure currently being used. The building will withstand hurricane force winds and possess enough storage space to sufficiently house heavy equipment, tools, and other essential resources vital for emergency operations and response. The estimated total cost of the project is $1,700,000.00 with $1,700,000.00 in HUD funds; FC agreement #MT142.
FINDING OF NO SIGNIFICANT IMPACT
The Town of Malone has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Malone Town Hall, 5182 9th Avenue, and may be examined or copied weekdays 9:00 A.M to 3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Malone. All comments must be received May 6, 2024. Comments will be considered prior to the Town of Malone requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The Town of Malone certifies to the Florida Department of Commerce and HUD that Linda Wilson in her capacity as Town Clerk consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Malone to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
FC will accept objections to its release of funds and the Town of Malone certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Malone; (b) the Town of Malone has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Commerce, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the Town of Malone to verify the actual last day of the objection period.
