Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Applicant:

City of Cottondale

Project Title:

4399-(099), City of Cottondale, 5 Lift Stations, Generators

Location of Proposed Work:

The area affected by this project consists of homes in the following locations:

City of Cottondale

Site 2: 30.795785, -85.381279

Site 5: 30.796276, -85.368944

Proposed Work and Purpose:

The City of Cottondale intends to purchase five (5) generators to operate five (5) critical needs lift stations within the city limits to prevent sanitary sewer overflow in the event of a disaster with power outages. The sizing of the generators will match the electrical needs of each lift station and be sufficient to power the pump station and all the supporting equipment. Following construction, the contractor will inspect and test all components of the emergency generator to ensure it is functioning properly. These damages will be restored to pre- disaster design, function, and capacity within the existing footprint.

Project Alternatives:

The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) One alternative to equipping these five lift stations with generators would be to purchase a portable trailer mounted generator. If the City were to purchase this as an alternative, it would require them to transport this generator during power outages during a disaster. In cases like Hurricane Michael, this would be extremely dangerous for staff to operate and navigate roadways and debris to gain access to all nine lift stations that service the City of Cottondale. The use of permanent generators on critical lift stations within the City, would keep staff and residents safe during and immediately after disaster.

These alternatives to the proposed project are not viable because under Alternative 1)

If no action is taken with this proposed project, the impact on the City of Cottondale could be devastating. The results would be similar to the impact this had on the city during Hurricane Michael. The city would be risking the safety of their staff, as well as the health and well-being of the residents within the city of Cottondale. The removal of sewer waste material during a power outage is costly for a fiscally constrained county and could be detrimental to the environment and public health & safety. Without action, the city would need to rely on force account, contractors, and rental equipment to keep the system operational.

These alternatives to the proposed project are not viable because under Alternative 2)

None.

Comment Period:

Comments are solicited from the public; local, state, or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project.  The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Recovery and Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100.  These are due within 15 days of this notice.
