Announces the Second Five-Year Review for the Sapp Battery Salvage Superfund Site, Cottondale, Jackson County, Florida

Purpose/Objective: The EPA is conducting a Five-Year Review of the remedy for the Sapp Battery Salvage Superfund site (the Site) in Cottondale, Florida. The purpose of the Five-Year Review is to make sure the selected cleanup actions protect human health and the environment effectively.

Site Background: The 45-acre area is in Jackson County, about 5 miles south of Cottondale and 2 miles north of Alford, near the intersection of State Route 231 and County Road 280. From the early 1970s to 1980, Sapp Battery Service, Inc. recovered lead from spent automotive batteries on site. The battery recycling operations involved cracking open the lead-acid batteries, removing the lead for recycling, and dumping battery acid and plastic battery casings in an on-site holding pond and surrounding swamps. Facility operations contaminated soil, surface water, sediment and groundwater. The major contaminant at the Site is lead. The EPA added the Site to the Superfund program’s National Priorities List (NPL) in 1982. Cows and horses graze on site.

Cleanup Actions: From 1980 to 1985, the EPA and the Florida Department of Environmental Regulation led several emergency cleanup activities. The EPA selected the Site’s long-term remedy in the Site’s 1986 Record of Decision (ROD). The EPA updated it with Explanations of Significant Differences (ESDs) in 1996, 1997, 1998, 1999, 2000 and 2007, and a 2011 Amendment to the Record of Decision (AROD). The final remedy included digging up, solidifying and stabilizing contaminated soil and sediment, and putting it in a landfill on site; using a pump-and-treat system to address contamination in groundwater and surface water from the on-site swamp and the off-site Steel City Bay area; monitoring wells in a mile’s radius of the Site; and monitoring and maintaining the on-site landfill.

In the early 1900s, the EPA divided the Site into three operable units (OUs) to manage the cleanup. OU1 is soil and source material. OU2 is groundwater contamination. OU3 is contaminated sediments in the nearby wetlands. From 1999 to 2001, the Site’s responsible parties led the soil cleanup (OU1). The EPA led the cleanup of groundwater (OU2) and sediments (OU3). Cleanup of sediments and wetlands took place in 2007 and 2008. In 2011, the EPA modified the groundwater cleanup to monitored natural attenuation with institutional controls. Groundwater monitoring is ongoing.

Five-Year Review Schedule: The National Contingency Plan requires review of remedial actions that result in any hazardous substances, pollutants or contaminants remaining at the Site above levels that allow for unlimited use and unrestricted exposure every five years to ensure the protection of human health and the environment. The second of the Five-Year Reviews for the Site will be completed by September 2020. When the Five-Year Review is completed, it will be available online at: www.epa.gov/superfund/search-superfund-five-year-reviews.

The EPA Invites Community Participation in the Five-Year Review Process: The EPA is conducting this Five-Year Review to evaluate the effectiveness of the Site’s remedy and to ensure that the remedy remains protective of human health and the environment. Community members who have questions about the Site or the Five-Year Review process, or who would like to participate in a community interview, are asked to contact:
