NOTICE OF PERMIT ISSUANCE
The Department of Environmental Protection gives notice of issuance of an individual permit to Florida Gas Transmission Company, LLC, 2301 Lucien Way, Suite 200, Maitland, FL, 32751 to perform monitoring and maintenance activities of the FGT natural gas pipeline system throughout the State of Florida. Authorized activities include custodial, regular, irregular, and emergency maintenance of over 5,000 miles of natural gas pipeline within Florida as required for continued safe operation, including authorization to conduct operation and maintenance work within existing sovereign submerged lands easements.
The application has been fully scanned and is available for public inspection via the Department’s Information Portal: https://prodenv.dep.state.fl.us/DepNexus/public/electronic-documents/ERP_411954/facility!search. This action is final and effective on the date filed with the Clerk of the Department unless a timely petition for an administrative proceeding is filed pursuant to the provisions of Sections 120.569 and 120.57, F.S. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application.
A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rule 28-106.201, F.A.C., a petition for an administrative hearing must contain the following information:
(a) The name and address of each agency affected and each agency’s file or identification number, if known;
(b) The name, address, any email address, any facsimile number, and telephone number of the petitioner; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests are or will be affected by the agency determination;
(c) A statement of when and how the petitioner received notice of the agency decision;
(d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate;
(e) A concise statement of the ultimate facts alleged, including the specific facts that the petitioner contends warrant reversal or modification of the agency’s proposed action;
(f) A statement of the specific rules or statutes that the petitioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and
(g) A statement of the relief sought by the petitioner, stating precisely the action that the petitioner wishes the agency to take with respect to the agency’s proposed action.
The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing.
In accordance with Rule 62-110.106(3), F.A.C., petitions for an administrative hearing by the applicant must be filed within 21 days of receipt of this written notice. Petitions filed by any persons other than the applicant, and other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 21 days of publication of the notice or within 21 days of receipt of the written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who has asked the Department for notice of agency action may file a petition within 21 days of receipt of such notice, regardless of the date of publication. The failure to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C.
Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, before the applicable deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon.
Mediation is not available in this proceeding.
The applicant, or any party within the meaning of Section 373.114(1)(a) or 373.4275, F.S., may also seek appellate review of this order before the Land and Water Adjudicatory Commission under Section 373.114(1) or 373.4275, F.S. Requests for review before the Land and Water Adjudicatory Commission must be filed with the Secretary of the Commission and served on the Department within 20 days from the date when this order is filed with the Clerk of the Department.

REQUEST FOR BIDS

The Town of Grand Ridge, Florida (the “Town”), seeks sealed bids from private businesses, individuals or non-profit organizations interested in leasing approximately 105 +/- acres out of 454.44 +/- acres of vacant land located in Jackson County, Florida at 1716 Hwy 69 and being identified as a portion of Parcel ID# 03-3N-08-0000-0030-0000 and commonly known as the Town of Grand Ridge, Florida wastewater spray field. The property includes approximately 105 +/- acres of land that is currently planted in grass and used as a hay field and shall remain cultivated during the term of any lease. The property also includes approximately 10 +/- acres that is utilized by the Town as a wastewater treatment plant and that portion of the property that constitutes the Town’s wastewater treatment plant shall be excluded from any lease. Additionally, the property also includes approximately 130 +/- acres of vacant/cutover timber and the balance of the property that is planted pines or other timberland which shall also be excluded from any lease.
The Town is seeking bids for an initial five-year lease agreement, which may be renewable for additional 5-year terms at the option of the Town. The proposed lease shall include the right to grow, harvest, cut, bail and haul away hay growing upon the property, plant crops upon any cleared lands not currently established for hay operations and graze livestock upon the property. All hunting rights will be excluded from any lease. In addition, the proposed lease shall require compliance by the bidder with all FDEP requirements/conditions pertaining to the property as well as additional requirements and conditions deemed advisable to protect the Town’s interest in its property and to maintain any operating permits required by FDEP or other applicable governing agencies pertaining to the use of such property. The lease shall require the bidder to maintain the pH and nitrogen levels of the soil within the allowable limits of the Town’s operating permits and shall require the planting of a cover crop by means of a no till drill during that portion of the year when grass becomes dormant. The Town will retain any and all rights to timber growing upon the property including the right to enter upon the property, and to re-plant timber, or cut and harvest any and all timber. The Town will maintain the perimeter fencing around the property during the term of the lease excluding any damage caused by tenant. Any installation of interior fencing and maintenance thereof shall be the sole responsibility of the successful bidder. Any equipment required for the operation of the property by the bidder shall be supplied by the bidder and all equipment owned by the Town shall remain solely with the Town and are specifically excluded from the proposed lease. All hunting rights shall be excluded from any lease. Proposed bidders shall be required to maintain general liability insurance during the term of the lease with minimum liability limits of $500,000 for each bodily injury, $500,000 per occurrence and $500,000 for property damage. Upon awarding of the bid, the successful bidder shall be required to execute a written lease upon terms deemed advisable to the Town in the Town’s sole and absolute discretion.
Interested bidders may pickup information pertaining to the FDEP requirements for operation of the property from the Town Clerk’s office located at 2086 Porter Avenue, Grand Ridge, Florida, during normal business hours.
Persons interested in submitting a bid must provide the following information:

  1. Name, physical address, mailing address, home telephone number and cellular phone number;
  2. Proposed total annual rent that the bidder is willing to pay for the lease rights.
    Failure to provide the above information will result in disqualification of your bid.

    All bids must be sealed in an envelope with “BID FOR SPRAYFIELD LEASE” on the front of the envelope, and received in the above mentioned office, or at the Grand Ridge Town Hall, Grand Ridge, Florida, no later than 2:00 P.M., Central Standard Time, on the 12th day of May, 2022. Bids will be reviewed by the Town Council at its regularly scheduled meeting on May 12, 2022, at 6:05 P. M., and ranked according to the highest bid for such lease rights. The Town will negotiate with the highest ranked bidder and if unable to negotiate a lease satisfactory to the Town and such highest ranked bidder, the Town reserves the right to negotiate with the next highest bidder. REQUEST FOR QUALIFICATIONS FOR CDBG ADMINISTRATIVE SERVICES FOR THE CITY OF COTTONDALE FOR A HURRUICANE MICHAEL COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY (CDBG-DR) PROJECT
The City of Cottondale hereby is soliciting for a “Request for Qualifications” from qualified individuals or firms to provide administrative services for a Hurricane Michael Community Development Block Grant Disaster Recovery (CDBG-DR) project.
The project involves stormwater drainage improvements within and draining from the Caney Pond stormwater drainage basin within the City of Cottondale.
The City has been awarded a Hurricane Michael CDBG-DR grant number M0019 in the amount of $4,347,351.00, therefore, procurement and contracting will follow CDBG regulations.

Administration services will include complete management and reporting for the project.
The evaluation criteria that will be utilized in the selection of a grant administrator are as follows:

  1. The years of experience of the consultant’s staff with administering CDBG grant projects funded through the State of Florida Department of Community Affairs and/or the Florida Department of Economic Opportunity. 20 points
  2. The number of years of experience of the firm’s management group with the State of Florida Community Development Block Grant Program. 20 points
  3. The firm’s approach to meeting local municipality project needs including an outline of the tasks to be performed and the thoroughness of the approach presented. 20 points
  4. Number of favorable client reference letters dated calendar year 2011 or later provided from other communities. Please note, only one (1) letter per community will be accepted. 20 points
  5. The quality of the response from the client references provided from other communities. 15 points
  6. Fee or proposed fee basis. 10 points
    During this RFP process, any intentional omissions, alterations, or false representations will be grounds for rejection of any proposal.

The City of Cottondale hereby is soliciting for a “Request for Qualifications” from qualified individuals or firms to provide engineering services for a Hurricane Michael Community Development Block Grant Disaster Recovery (CDBG-DR) project.
The project involves stormwater drainage improvements within and draining from the Caney Pond stormwater drainage basin within the City of Cottondale.
The City has been awarded a Hurricane Michael CDBG-DR grant number M0019 in the amount of $4,347,351.00, therefore, procurement and contracting will follow CDBG regulations.
Contracts funded in whole or in part through other funding sources such as the Florida Rural Infrastructure Fund may be entered into from this solicitation.
Engineering Services for this project will include but not be limited to topographical surveying, testing, engineering design, permitting, bidding, construction administration and resident observation services.
Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.

The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations governing the CDBG Program as well as other grant programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts.
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts.
  6. Ability to become Quickly Familiar with Local
    Conditions; 10 pts.
  7. References: All CDBG projects for last three (3) years for which you are responsible; 10 pts.

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.
Negotiation will begin with the firm ranked highest based upon the final rankings.
Respondents are required to submit an original and five (5) copies in a sealed envelope marked “SEALED PROPOSAL FOR CDBG M0019 ENGINEERING SERVICES” plus a digital copy on flash drive.
