REQUEST FOR PROPOSALS FOR CDBG-DR ENGINEERING SERVICES FOR THE CITY OF GRACEVILLE FOR A FFY 2022
COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY PROJECT DEO AGREEMENT #M0174

The City of Graceville hereby requests proposals from qualified individuals or firms to provide engineering services for a Florida Community Development Block Grant-DR (CDBG-DR) project in the Disaster category.

The City has been awarded Florida CDBG-DR DEO agreement #M0174 in the amount of $4,41,751, therefore, procurement, and contracting will follow CDBG regulations.
The funding has been approved to harden the sanitary sewer system throughout the city. The city was awarded $4,441,751.00 in CDBG DR funding infiltration and inflow of storm water in the City’s Sanitary Sewer System. During the events of Hurricane Michael, the increase in stormwater overwhelmed the City’s Sanitary Sewer System. In the days immediately following the storm the City experienced a 42.6% increase in effluent passing through the System which caused the City to exceed its allowable permitted inflow and treatment capacity. The excessive increase in effluent strained the already aging system. The inundation of stormwater caused pipe joints to destabilize and inflow and infiltration entering the system through the unstable joints, detached lateral piping, leaking manholes, and failing street pavement. When the stormwater overwhelmed the system the City experienced raw sewage backup and further damage to the sewer lines.
This project will make point repairs or seal 200 deficient Sanitary Sewer laterals, and line or replace 100 deficient manholes. The city identified these laterals and manholes as breaches in the system using smoke testing and CCTV review. These repairs will increase the City’s resiliency in future storm events by reducing the increase of effluent and reducing the risk of system failure.
This project will benefit 2,429 residents of the City of Graceville 1,781 of these residents are considered low and moderate income according to collected survey data. Construction will begin approximately 12 months after contract execution and be completed in approximately 12 months thereafter.
DEO Agreement number M0174 does not include any leverage funds. However, the city also includes in this RFP additional funds through Legislative Appropriation sources directly addressing inflow and infiltration scope estimated at an additional $1,200,000.
With a low to moderate (LMI) of over 73% this project qualified as a LMI national objective and has no leverage funds. This project will take place at various sites throughout the city and is considered a city-wide project.
Engineering Services for this project will include bidding, construction administration, and resident observation services.

Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.
The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations
    governing the CDBG Program as well as other
    grant programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts.
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts.
  6. Ability to become Quickly Familiar with
    Local Conditions; 10 pts.
  7. References: All CDBG projects for last three (3)
    years for which you are responsible; 10 pts.
    In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.

Negotiation will begin with the firm ranked highest based upon the final rankings.

PRE-QUALIFICATION OF BIDDERS:

  2. Contractors pre-qualified by Jackson County School Board shall be deemed responsible contractors qualified by registration, licenses, experience, and financial position to do the work specified in the contract documents.
  3. Pre-qualifications of general contractors by the Jackson County School Board does not negate the requirement of bidders to comply with all other requirements outlined in the bid documents.
    Each bid must be accompanied by a bid bond or a cashier’s check, made payable to the Jackson County School Board, Marianna, Florida, in the sum of 5% of the base bid as a guarantee and with an agreement that the bidder will not revoke or cancel his bid or withdraw from the competition for a period of thirty (30) days after the opening of bids, and that in the event the contract is awarded to the bidder, he will within ten (10) consecutive days after it is submitted, enter into a written contract with the Jackson County School Board in accordance with the accepted bid. The bond cost will be included in the bidder’s base-bid proposal.
    The Owner reserves the right to waive informalities in any bid, to reject any or all bids, or to accept any bid and any combination of alternates or separate bid prices that, in their judgment, will be in the best interest of Jackson County School Board.

    projects through the State of Florida Community Development Block Grant-Disaster Recovery
    (CDBG-DR) program. 20 pts.
  2. The number of years of experience of the firm’s management group with the State of Florida Community
    Development Block Grant-Disaster Recovery
    (CDBG-DR) program. 20 pts.
  3. Proposed approach to administration of the grant (requires
    an outline of the proposed tasks to be performed). 20 pts.
  4. Number of favorable client reference letters dated 2011 or
    later provided from other communities. Please note, only
    one (1) letter per community will be accepted. 20 pts.
  5. The quality of the response from the client references
    provided from other communities. 15 pts.
  6. Fee or proposed fee basis. 5 pts.

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie.

TOWN OF ALFORD
PUBLIC HEARING NOTICE
On Monday, October 2, 2023, at 6:00 p.m. or shortly thereafter, the Town of Alford will hold a public hearing at Town Hall, 1768 Georgia Street, Alford, FL to provide citizens an opportunity to express their view on a modification request for the CDBG-NR grant 22DB-OP-02-41-02-N01. This grant was originally awarded on July 12, 2021, in the amount of $600,000. Activities included replacement of 5,300 LF of waterline, valves, and other components for installation, as well as installation of 10 fire hydrants. If approved, this modification request will decrease the activities to replacement of 3,866 LF of water line with valves and installation of seven (7) fire hydrants.
Interested citizens are invited to provide comments regarding this modification at the public hearing or by prior written statement.

Applicant: The applicant for this project is Enviva Pellets Cottondale (Enviva), LLC. The applicant’s authorized representative and mailing address is: Mr. Joe Gable, Plant Manager, Enviva Pellets Cottondale, LLC, Cottondale Wood Pellet Plant, 2500 Green Circle Parkway, Cottondale, Florida and 32431.
Facility Location: Enviva operates the existing Cottondale Wood Pellet Plant, which is in Jackson County at 2500 Green Circle Parkway in Cottondale Florida.
Project: The facility is comprised of a wood fiber receiving and storage area, two dryer lines, three pelletizing lines and a pellet load-out area. Wood fiber (round wood logs, dry wood chips or sawmill residuals) is unloaded and stored. Logs are debarked and stored; bark is hammer-milled, screened, and stored. All stored piles are conveyed for raw material and/or fuel. A Dry Wood Truck Dump allows “as-delivered” dry wood chips to be fed directly into the dry hammermill feed bin, bypassing the Dryer Lines, and allowing for production flexibility. The ground wood is compressed into wood pellets. The finished pellets are loaded into railcars for shipment to customers.
Enviva is requesting authorization for certain changes to current permit requirements and for modifications to the equipment and operations at the Cottondale Wood Pellet Plant as part of a proposed Pelletizing Line Expansion Project. The proposed changes include an overall increase in pellet production from 821,833 to 900,000 oven dried tons (ODT) per rolling 12-months and 121 to 140 ODT per hour. These increases will be accomplished by the installation of two new Dry Hammermills and one new Pellet Mill. Emission increases associated with the project are: 46.53 tons per year (TPY) of carbon monoxide (CO); 35.94 TPY of nitrogen oxides (NOX); 15.26 TPY of particulate matter (PM); 13.50 TPY of PM with a mean diameter of 10 microns or less (PM10); 8.09 TPY of PM with a mean diameter of 2.50 microns or less (PM2.5); and 2.03 TPY of sulfur dioxide (SO2). A netting analysis for volatile organic compounds (VOC) show a decrease of 147 TPY. These increases in pollutant emissions are below significant levels, thereby a review under the Prevention of Significant Deterioration (PSD) in Rule 62-212.400 of the Florida Administrative Code (F.A.C.) was not required. However, the increases of NOX, PM10, and PM2.5 were close to significant levels which are 40 TPY for NOX, 15 TPY for PM10; and 10 TPY for PM2.5. Consequently, emission reporting for these pollutants for a period of 10 years after completion of the project will be required by the permit to ensure that a PSD review is not triggered.
Permitting Authority: Applications for air construction permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the F.A.C. The proposed project is not exempt from air permitting requirements and an air permit is required to perform the proposed work. The Permitting Authority responsible for making a permit determination for this project is the Permit Review Section in the Department of Environmental Protection’s Division of Air Resource Management. Notice of Intent to Issue Air Permit: The Permitting Authority gives notice of its intent to issue an air construction permit to the applicant for the project described above. The applicant has provided reasonable assurance that operation of proposed equipment will not adversely impact air quality and that the project will comply with all applicable provisions of Chapters 62-4, 62-204, 62-210, 62-212, 62-296 and 62-297, F.A.C. The Permitting Authority will issue a Final Permit in accordance with the conditions of the proposed Draft Permit unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S. or unless public comment received in accordance with this notice results in a different decision or a significant change of terms or conditions.
Comments: The Permitting Authority will accept written comments concerning the proposed Draft Permit for a period of 14 days from the date of publication of the Public Notice. Written comments must be received by the Permitting Authority by close of business (5:00 p.m.) on or before the end of this 14-day period to the above address and electronically to David Read at [email protected]. If written comments received result in a significant change to the Draft Permit, the Permitting Authority shall revise the Draft Permit and require, if applicable, another Public Notice. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C.
Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this Public Notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above.
Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. REQUEST FOR
RELEASE OF FUNDS
On or about October 9, 2023 the Florida Housing Finance Corporation (FHFC) will submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of the HOME Investment Partnerships Program funds for HOME Financing for the Construction of Small, Rural Developments, under 24 CFR Part 92 under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA), in accordance with Section 288 (42 U.S.C. 12838) to undertake a project known as the Tranquility at Hope School Phase II project, a proposed affordable housing rental development that will be constructed on approximately four acres of vacant land located at 2031 Hope School Drive, Marianna, Jackson County, FL 32448. The project will consist of a total of 32 three-bedroom/two-bath units located within two residential buildings. The Tranquility at Hope School Phase II project will share the existing amenities that were constructed as part of the Tranquility at Hope School Phase I project, located immediately to the east of Phase II, which include a clubhouse with community room, gym, and a computer room. The demographic commitment for this project is family. Construction costs are estimated at $7,398,103. The HOME Rental Program funds of up to $5,500,000 will partially fund project construction. As stipulated by HUD, an Environmental Review is required of the subject property according to 24 CFR Part 58.
FINDING OF NO
SIGNIFICANT IMPACT
FHFC has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Florida Housing Finance Corporation, 227 N Bronough St, Suite 5000, Tallahassee, FL 32301, ATTN: Ms. Angeliki G. All comments received by October 6, 2023, will be considered by the Florida Housing Finance Corporation prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION
The FHFC certifies to U.S. Department of Housing and Urban Development (HUD) that Ms. Angeliki G. Sellers in her capacity as Acting Executive Director of the Florida Housing Finance Corporation, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorizes and allows Florida Housing Finance Corporation to use Program funds.

HUD will accept objections to its release of fund and the FHFC’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Housing Finance Corporation; (b) the Florida Housing Finance Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grand recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
