REQUEST FOR QUALIFICATIONS
The City of Marianna requests qualifications (RFQ) from engineering firms for engineering services for “City of Marianna Water Meter Replacement and Water Distribution Line Replacement Projects.”
The “City of Marianna Water Meter Replacement and Water Distribution Line Replacement Project” is outlined in the Facilities Plan Dated June 2023. Engineering services include data acquisition, analysis, surveying, testing, design, resident inspection, study, planning, permitting, construction procurement and other incidental services as necessary during construction required to implement the project. The project is to be funded through the Florida Department of Environment Protection , State Revolving Fund (FDEP-SRF), and therefore will require the consulting engineer and their sub-contractor(s) to comply with all applicable requirements thereof. The engineering fee will be negotiated after ranking.
Proposals for engineering services will be evaluated based on qualifications, using the following criteria:
1.) Firm’s qualifications necessary for performance of required services;
2.) Understanding of Marianna’s infrastructure;
3.) Project understanding and approach;
4.) Project Team Organization Chart;
5.) Successful similar experience;
6.) Familiarity with local conditions;

ESCAMBIA COUNTY HOUSING FINANCE AUTHORITY
2023 SINGLE FAMILY MORTGAGE CREDIT CERTIFICATE PROGRAM
The Escambia County Housing Finance Authority (the “Authority”), hereby announces its intention to sponsor a program to reduce home loan financing costs within Escambia County, Florida (the “County”) and several other Counties, including Jackson County (each a “Participating County”, and collectively with the County, the “Participating Counties”). The Authority intends to establish a 2023 mortgage credit certificate program which will entitle first-time homebuyers to a federal income tax credit (the “Program”). A tax credit is a direct reduction of taxes due. Under the Program a homebuyer would receive a mortgage credit certificate entitling homebuyers to reduce their taxes by ten percent (10%) to fifty percent (50%) of the amount of interest paid on their home loan (not to exceed $2,000 per year if the credit percentage exceeds 20%). The tax credit is available each year that the borrower continues to live in the home financed under the Program.
In order to qualify for the Program, federal law requires that a homebuyer satisfy each of the following guidelines:

  1. Principal Residence. The homebuyer must occupy the home financed under the Program as his/her principal residence within a reasonable period, not to exceed 60 days, after the financing is provided. A principal residence is a home occupied primarily for residential purposes. A principal residence does not include a home used as an investment property, as a recreation home or a home 15 percent or more of the total area of which is used in a trade or business.
  2. First-Time Homebuyer. Each homebuyer must be a first-time homebuyer. Any person who has not owned his/her principal residence at any time during the three years prior to closing a loan financed in connection with the Program is considered a first-time homebuyer. This requirement does not apply to loans in certain areas designated as targeted areas (collectively, the “Targeted Areas”).
  3. Purchase Price. Under the Program, the purchase price for residences may not exceed 90 percent (110 percent with respect to residences located in Targeted Areas) of the average area purchase price applicable to the residence. For this purpose, the “average area purchase price” is based upon the average purchase price of single family residences determined pursuant to applicable federal law with respect to both new and existing one unit residences. The current maximum purchase prices for homes under the Program in each of the Participating Counties is as follows:

    These limitations are subject to adjustment periodically.
  4. New Mortgage. The mortgage loan financed in connection with the Program is required to be a new mortgage loan and may not replace a prior mortgage loan on the home (whether or not previously repaid). The mortgage credit certificates are available in connection with any not to exceed 30 year, fixed rate mortgage loan which is (i) a government loan eligible for purchase by GNMA, (ii) a conventional loan eligible for purchase by Fannie Mae or Freddie Mac, or (iii) a special loan offered by lending institutions and approved by the Authority. Any lending institution is eligible to provide mortgage loans in connection with the Program as long as they are willing to follow Program requirements. A list of lenders that has agreed to follow Program requirements can be found at www.ehousingplus.com.
  5. Income. Under the Program, the maximum family income for households of 3 or more persons may not exceed 115 percent (140 percent with respect to residences located in Targeted Areas) of the applicable median family income, subject to adjustment for high housing cost areas. For a family of 2 or fewer persons, the maximum family income may not exceed 100 percent (120 percent with respect to residences located in Targeted Areas) of the applicable median family income, subject to adjustment for high housing cost areas. The current limits on annual gross income for households under the Program in each Participating County (after adjustment for high housing cost areas) are as follows:

These limitations are subject to adjustment periodically. Gross income includes salary and wages, including overtime, as well as dividends, alimony, public assistance, social security, unemployment compensation and investment income.

  1. One Family Home. The residence financed in connection with the Program must be a one family residence. A one-family residence includes a detached home, one unit of a duplex, a townhouse or a condominium unit. Land adjoining the home is considered part of the home only if it maintains the home’s livability and is not, other than incidentally, a source of income to the owner.
  2. Program Area. In order to be eligible for a certificate, the home financed in connection with the Program must be located in a Participating County.
  3. Homebuyer Education Class. Each Homebuyer must agree to participate in a Homebuyer Education Class approved by the Authority prior to being eligible to receive a mortgage credit certificate.
    Under the Program, mortgage credit certificates will be issued to eligible borrowers on a first-come, first-served basis. The certificates are available in connection with only those types of new mortgages as discussed in paragraph 4 above. Any lending institution that signs a Participation Agreement or which otherwise confirms to the satisfaction of the Authority its agreement to follow Program requirements is eligible to provide mortgage loans in connection with the Program.

REQUEST FOR PROPOSALS FOR CDBG-DR ENGINEERING SERVICES FOR THE CITY OF GRACEVILLE FOR A FFY 2022
COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY PROJECT DEO AGREEMENT #M0174

The City of Graceville hereby requests proposals from qualified individuals or firms to provide engineering services for a Florida Community Development Block Grant-DR (CDBG-DR) project in the Disaster category.

The City has been awarded Florida CDBG-DR DEO agreement #M0174 in the amount of $4,41,751, therefore, procurement, and contracting will follow CDBG regulations.
The funding has been approved to harden the sanitary sewer system throughout the city. The city was awarded $4,441,751.00 in CDBG DR funding infiltration and inflow of storm water in the City’s Sanitary Sewer System. During the events of Hurricane Michael, the increase in stormwater overwhelmed the City’s Sanitary Sewer System. In the days immediately following the storm the City experienced a 42.6% increase in effluent passing through the System which caused the City to exceed its allowable permitted inflow and treatment capacity. The excessive increase in effluent strained the already aging system. The inundation of stormwater caused pipe joints to destabilize and inflow and infiltration entering the system through the unstable joints, detached lateral piping, leaking manholes, and failing street pavement. When the stormwater overwhelmed the system the City experienced raw sewage backup and further damage to the sewer lines.
This project will make point repairs or seal 200 deficient Sanitary Sewer laterals, and line or replace 100 deficient manholes. The city identified these laterals and manholes as breaches in the system using smoke testing and CCTV review. These repairs will increase the City’s resiliency in future storm events by reducing the increase of effluent and reducing the risk of system failure.
This project will benefit 2,429 residents of the City of Graceville 1,781 of these residents are considered low and moderate income according to collected survey data. Construction will begin approximately 12 months after contract execution and be completed in approximately 12 months thereafter.
DEO Agreement number M0174 does not include any leverage funds. However, the city also includes in this RFP additional funds through Legislative Appropriation sources directly addressing inflow and infiltration scope estimated at an additional $1,200,000.
With a low to moderate (LMI) of over 73% this project qualified as a LMI national objective and has no leverage funds. This project will take place at various sites throughout the city and is considered a city-wide project.
Engineering Services for this project will include bidding, construction administration, and resident observation services.

Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.
The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations
    governing the CDBG Program as well as other
    grant programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts.
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts.
  6. Ability to become Quickly Familiar with
    Local Conditions; 10 pts.
  7. References: All CDBG projects for last three (3)
    years for which you are responsible; 10 pts.
    In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.

Negotiation will begin with the firm ranked highest based upon the final rankings.
