Britt Small Scale Amendment (2023226) – A request to change the Future Land Use designation of one parcel totaling 1-acre from Agriculture 2 (AG2) to Commercial (COM) located on the east side of Hwy 231 approximately 0.37 miles southeast of New Bethel Road in unincorporated Jackson County.
Darby Small Scale Amendment (2023229) – A request to change the Future Land Use designation of one parcel totaling 9.05-acres from Agriculture 2 (AG2) to Mixed Use Urban Transitional (MUUT) located on the south side of Old Spanish Trail approximately 1 mile east of the intersection of Hwy 90 and Old Spanish Trail in unincorporated Jackson County.
CD RV Park (2023218) – A request for a General Development Order to construct a 6-unit recreational vehicle park totaling 12,363.1 square feet of impervious surface area. The project will be located on the north side of Carter Loop approximately 230 feet east of the intersection of Rocky Creek Road and the northern ingress/egress of Carter Loop in unincorporated Jackson County.
The public hearing will be held July 17, 2023 at 6:00 p.m. in the Board of County Commission Meeting Room of the Jackson County Administration Building at 2864 Madison Street, Marianna, Florida. the 100-Year Floodplain and Wetland

This is to give notice that the City of Cottondale has determined that the following proposed action under the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program and Grant #M0042 will impact areas mapped in the 100-year floodplain. The City of Cottondale will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management.
Grant #M0042 will assist the City of Cottondale in acquiring and demolishing several buildings damaged beyond reasonable repair by Hurricane Michael in 2018. As these structures still stand and pose a threat to public safety and degrade the visual aspect of downtown Cottondale, they are to be removed to grade, stabilized, and restored to a development-ready state. One of these parcels lies in areas mapped by FEMA as being in the 100-yr floodplain. The approximate area of impact is 0.52 acres. Existing structures in this flood plain area are to be totally removed. The proposed project is located at 3165 Main Street, Cottondale, FL.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

STATE HOUSING INITIATIVES PARTNERSHIP (SHIP)
A Pre-Bid Conference for stick-built homes will be held on Friday, July 14th, 2023, at 9:30AM CST / 10:30AM EST at the Jackson County Administration Office, Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on-time. All contractors will be pre-qualified with all license/ insurance requirements at the pre-bid conference before walk-throughs of the properties. All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the BID package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.
After a brief meeting at the Jackson County Administration Office, group mandatory walk-throughs for the properties will be held. Any contractor not remaining with the group and failing to be present at each property within a reasonable amount of time will not be permitted to bid. No contractor is permitted to view the property after the walk-through or contact the property owner individually unless otherwise given permission by SHIP Administrators.
Sealed bids for the properties will be opened at the Jackson County Administration Office, Conference Room located at 2864 Madison Street, Marianna, Florida, on Friday, August 4th, 2023 at 12:30PM CST / 1:30PM EST. Bids will be publicly opened and read aloud starting promptly at 12:30PM CST / 1:30PM EST. Plan to arrive early; no bids will be accepted after starting time on August 4th, 2023. If you are unable to attend the bid opening and would like to submit your bid early to be considered at opening, they can be turned in starting July 15th, 2023 at 12:00PM CST until August 4th, 2023 at 12:29 PM CST. REQUEST FOR RELEASE OF FUNDS
On or about July 26, 2023, the City of Marianna will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to construct and provide a Resiliency Hub within the City of Marianna to serve as a shelter, point of distribution, and recovery operations staging ground before, during, and after disasters and other crisis events. The location of the HUB will be the MERE Complex, 3625 Caverns Road. The estimated total cost of the project is $6,167,000.00 with $5,207,000.00 in HUD funds, $950,000.00 in Legislative Appropriation, and $10,000 from local funds for permitting fees; DEO agreement #MT137.
FINDING OF NO SIGNIFICANT IMPACT
The City of Marianna has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Marianna City Hall, 2895 Jefferson Street and may be examined or copied weekdays 9:00 A.M to3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Marianna. All comments must be received July 25, 2023. Comments will be considered prior to the City of Marianna requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Marianna certifies to the Florida Department of Economic Opportunity and HUD that William Long in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Marianna to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
DEO will accept objections to its release of funds and the City of Marianna certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Marianna; (b) the City of Marianna has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508.
