The Town of Grand Ridge hereby request proposals from qualified individuals or firms to provide Administration services for a Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) in the Disaster Recovery category. The Town has been awarded CDBG-DR DEO Agreement No. M0117 in the amount of $7,508,451.00 for the FFY 2022 funding cycle; therefore, procurement and contracting will follow CDBG regulations.
Administration services will include complete management and reporting for the project with separate tracking for each funding source. A scope of work outlining the tasks to be performed and a proposed cost must be included in the proposal.
The evaluation criteria that will be utilized in the selection of a grant administrator are as follows:

  1. The staff’s number of years of experience with administering
    projects through the State of Florida Community Development
    Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  2. The number of years of experience of the firm’s management group with the State of Florida Community Development
    Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  3. Proposed approach to administration of the grant (requires an outline of the proposed tasks to be performed). 20 pts.
  4. Number of favorable client reference letters dated 2011 or
    later provided from other communities. Please note, only
    one (1) letter per community will be accepted. 20 pts.
  5. The quality of the response from the client references
    provided from other communities. 15 pts.
  6. Fee or proposed fee basis. 5 pts.
    In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie.
    Proposals for CDBG-DR Administration Services should include a fee for the services and an explanation or a basis for the fees proposed. Fees shall be lump sum for CDBG-DR services.
    Respondents are required to submit one (1) original and three (3) copies in a sealed envelope marked “SEALED PROPOSAL FOR CDBG-DR ADMINISTRATION SERVICES”. REQUEST FOR PROPOSALS FOR CDBG-DR ENGINEERING SERVICES FOR THE TOWN OF GRAND RIDGE FOR A FFY 2022 COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY PROJECT DEO AGREEMENT #M0117
BID REQUEST 2022-M0117ENG
The Town of Grand Ridge hereby requests proposals from qualified individuals or firms to provide engineering services for a Florida Community Development Block Grant-DR (CDBG-DR) project in the Disaster Recovery category.
This project will install 19 by-pass pumps/emergency electrical generators, and accessories. The project will also include associated acquisition of property or easements where needed to allow for the installation of concrete pads at the 18 sanitary sewer lift stations as well as one at the lift station at the WWTP to place the emergency generators on. The Rehabilitation of all 18 lift stations as well as some needed rehabilitation at the WWTP. Additionally, the installation of a SCADA telemetry system at each of the same 18 lift stations and at the WWTP is included in the project.
The Town has been awarded a Florida CDBG-DR DEO agreement #M0117 in the amount of $7,508,451.00, therefore, procurement, and contracting will follow CDBG regulations.
Contracts funded in whole or in part through other funding sources such as the Florida Rural Infrastructure Fund may be entered into from this solicitation.
Engineering Services for this project will include bidding, construction administration, and resident observation services.
Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.

The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations governing
    the CDBG Program as well as other grant
    programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts.
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts.
  6. Ability to become Quickly Familiar with
    Local Conditions; 10 pts.
  7. References: All CDBG projects for last three (3)
    years for which you are responsible; 10 pts.

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.
Negotiation will begin with the firm ranked highest based upon the final rankings.
Respondents are required to submit one (1) original and three (3) copies in a sealed envelope marked “SEALED PROPOSAL FOR CDBG-DR ENGINEERING SERVICES”. Final Notice and Public Explanation of a Proposed Activity in a 100-Year/500-Year Floodplain
To: All interested Agencies, Groups, and Individuals
This is to give notice that Jackson County, under 24 CFR Part 58, has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection and determined that the proposed project does not take place within a Flood Plain or Wetland. The activity is funded under the CDBG-DR Rebuild Florida General Infrastructure Repair Program under Agreement Number M0024. The proposed project is located 2737 Penn Ave., Marianna, Jackson County. The roof of the Jackson County Correctional Facility (approximately 57,000 square feet) was significantly compromised during Hurricane Michael. The roof is over 30 years old and needs to be completely replaced to address ongoing leaks and hardened to ensure that this facility can withstand the impacts of future storms. Jackson County has received funding through the Florida Department of Economic Opportunity CDBG-DR Rebuild Florida General Infrastructure Repair Program to replace the roof of the existing facility that sits on approximately 29.2 acres.
Jackson County has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values:
(i) All of the reasons the action must take place: This is a reroofing project for an existing facility. Without the replacement of the roof, the health and safety of staff and inmates is compromised.
(ii) Alternatives considered and reasons for non-selection: There are no practical alternatives to this project as it is reroofing an existing facility. Taking no action will allow for further deterioration of the building and compromise the integrity of the building and the health and safety of the staff and inmates.
(iii) All mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial functions: In addition to local codes, all state, federal, and local requirements will be followed in the course of the work performed. As this activity does not take place in a floodplain, impact is minimal due to the proposed activities occurring on previously disturbed/developed land.
Jackson County has reevaluated the alternatives to building in the floodplain and has determined that the proposed project does not take place in a floodplain or wetland. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 are available for public inspection, review, and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
