REQUEST FOR RELEASE OF FUNDS
On or about March 27, 2024, the Town of Alford will submit a request to the Florida Department of Commerce for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to implement improvements to the Alford Community Center. Funding was awarded under the CDBG-CV Program (Agreement #22CV-S24) in the amount of $250,262 and will be used for engineering/design and renovation of this facility.
FINDING OF NO SIGNIFICANT IMPACT
The Town of Alford has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Alford Town Hall – 1768 Georgia St. – Alford, FL 32420 and may be examined or copied weekdays 9:00 A.M to 3:00 P.M. PUBLIC COMMENTS

Florida Department of Commerce approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Alford to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Florida Department of Commerce will accept objections to its release of funds and the Town of Alford certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the Town of Alford; (b) the Town of Alford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Commerce, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. On or about March 27, 2024 the City of Marianna will submit a request to the Florida Department of Commerce (FC) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to make improvements to two of their existing water tanks. The first water tank is located near the intersection of US 90 and Penn Avenue, south of US 90 and west of Penn Avenue. The second tank is centrally located between Franklin, Bertram, Jackson, and Davey Streets, south of US 90. Improvements shall include cleaning, painting, metal replacement, piping repair, repair or replacement of electrical and control systems, repair or replacement of high service pump systems, repairs to control building, repair to the Supervisory Control and Data Acquisition (SCADA) system, and other needs identified during design, possibly including additional connecter piping if failing pipes are identified during construction. The estimated funding includes $30,000 in city funds and $700,000 in HUD funds through the CDBG-Neighborhood Revitalization program.

The Town of Malone (Owner) is requesting Bids for the supply and delivery of water meters and related components and fittings for their Water Meter Replacement Project. PRE-QUALIFICATION OF BIDDERS:

  1. Only General Contractors who are pre-qualified to provide general construction contracting to the Jackson County School Board or submit and meet all JCSB required prequalification requirements before the pre-bid meeting will be eligible to submit contracting bids for this project.   3. Pre-qualifications of general contractors by the Jackson County School Board does not negate the requirement of bidders to comply with all other requirements outlined in the bid documents.

    written contract with the Jackson County School Board in accordance with the accepted bid. The bond cost will be included in the bidder’s base-bid proposal.
    The Owner reserves the right to waive informalities in any bid, to reject any or all bids, or to accept any bid and any combination of alternates or separate bid prices that, in their judgment, will be in the best interest of Jackson County School Board.
    NOTE: There will be a Mandatory Pre-Bid Conference held on
    Monday, March 25, 2024, at 9:00 a.m. CT at Malone School located
    at 5361 9th Street, Malone, Florida 32445.
