PRE-QUALIFICATION OF BIDDERS:

  1. Only General Contractors who are pre-qualified to provide general construction contracting to the Jackson County School Board or submit and meet all JCSB required prequalification requirements before the pre-bid meeting will be eligible to submit contracting bids for this project. The prequalified contractor application and requirements are along with the bid advertisement under the notices section of the JCSB website.
  2. Contractors pre-qualified by Jackson County School Board shall be deemed responsible contractors qualified by registration, licenses, experience, and financial position to do the work specified in the contract documents.
  3. Pre-qualifications of general contractors by the Jackson County School Board does not negate the requirement of bidders to comply with all other requirements outlined in the bid documents.
    Each bid must be accompanied by a bid bond or a cashier’s check, made payable to the Jackson County School Board, Marianna, Florida, in the sum of 5% of the base bid as a guarantee and with an agreement that the bidder will not revoke or cancel his bid or withdraw from the competition for a period of thirty (30) days after the opening
    of bids, and that in the event the contract is awarded to the bidder, he will within ten (10) consecutive days after it is submitted, enter into a
    written contract with the Jackson County School Board in accordance with the accepted bid. The bond cost will be included in the bidder’s base-bid proposal.
    The Owner reserves the right to waive informalities in any bid, to reject any or all bids, or to accept any bid and any combination of alternates or separate bid prices that, in their judgment, will be in the best interest of Jackson County School Board.

COMMUNITY DEVELOPMENT BLOCK GRANT
2ND PUBLIC HEARING NOTICE
The City of Marianna (City) is applying to the Florida Department of Commerce (FC) for a grant under the Economic Development category in the amount of $1,500,000.00 from the Small Cities Community Development Block Grant (CDBG) Program FFY 2022/2023. If for any reason the project is not funded under this specified year’s funding, the application will be reapplied under the FFY2024 funding, or previous years funding may be applied. For each activity that is proposed, at least 51% of the funds must benefit low- and moderate-income persons (LMI). The activities, dollar amounts, and estimated percentage benefit to low and moderate income (LMI) persons for which the City is applying are:

The City of Marianna proposes to utilize CDBG funding to design, permit, inspect and construct various infrastructure improvements to serve Project LAVA. Project LAVA will make use of the infrastructure improvements through the development of a Convenience Store, Gas Station, Quick Service Restaurant, and Full-Service Truck Wash that will provide a minimum of 74 Full Time Equivalent positions, which at least 51% will be LMI.
The project entails construction of the following infrastructure in support of Project LAVA:
Construction of an approximately 5,650sf commercial facility by the company. CDBG grant funds will be used to construct the supporting public infrastructure including a stormwater pond which includes 700 LF of stormwater piping, stormwater inlets, and an outlet control structure as well as street improvements including the construction of a new 40ft wide x 1,000ft long paved access road along HWY 276 and the realignment of a 34ft wide x 600ft long portion of Pooser Road. Quantities are approximate and may be revised based upon final design.
The City plans not to displace any persons as a result of the planned CDBG funded activities.
The public hearing to receive citizen’s views concerning the community’s economic and community development needs will be at the Marianna City Meeting Room (Old City Hall), 2898 Green Street, Marianna, Florida on Tuesday, April 2nd, 2024 at 6:00PM local time or soon thereafter. INVITATION FOR BID
Bids for furnishing all labor, materials, equipment, and services required for the Work known as Window Replacement @ Two Site’s, FL 15-1 A, FL 15-1 B, 36 Dwelling Units & 1 Non-Dwelling Building located in Graceville Florida will be received until 9:00 AM local time on 10 April 2024 at the office of the Housing Authority (PHA) indicated below. At this time and place all bids received will be publicly opened and read aloud.
Without force and effect on the Bidding Documents and the proposed Contract Documents, the work required is briefly described as, The work consists of, but is not limited to, removal of existing windows, window screens, ceramic interior window trim, tenant applied window treatment, providing new windows, wooden window trim, patching as needed, painting and new window screens and tenants window treatments and associated work.
Each prospective bidder shall provide evidence he, she, they have meet all licensing requirements of the state of Florida at the time of Bid Opening.
The work required is fully described in the Bidding Documents consisting of the Project Manual and the Drawings.
Proposed Contract forms, Drawings and Project Manual are on file in the office of the Consultant, Mr. Randall O’Barr, Post Office Box 357, Baldwin, Georgia 30511, telephone (706) 206-1725 or email [email protected]. Bidding Documents may be obtained by providing a NONREFUNDABLE payment of $35.00 per set of Documents to the Consultant, do not contact the PHA. No partial sets will be issued. Checks should be made payable to Mr. Randall O’Barr and mailed to the above address. Information regarding this Project, including a list of the Plan Holders will be provided upon request.
Each bid shall include Bid Guarantee in an amount equal to five percent of the Bid. Provide as a certified check or bank draft payable to the PHA; U.S. Government Bonds, or as a properly executed Bid Bond with surety acceptable to the PHA. A Surety Company executing the Bid Bond must be authorized to transact business in the Project State, and must appear on the most current U.S. Treasury Department’s Circular No. 570. The successful bidder is required to provide satisfactory Performance and Payment Bonds prior to execution of the Agreement.
Refer to provisions for equal employment opportunities and payment of not less than minimum salaries and wages indicated in the Project Manual.
Each bid shall include THE SIGNED ORIGINAL AND TWO CONFORMED COPIES of the following:

  1. A properly executed Bid Form.
  2. A properly executed Bid Guarantee.
  3. A properly executed Non-Collusive Affidavit.
  4. A fully completed Form HUD-5369-A, “Representations, Certifications and Other Statements of Bidders”.
  5. Florida Contracting License.
  6. EPA, Lead Safety for Renovation Repair and Painting Certification.
    Small businesses and minority firms and section three businesses are urged to submit proposals. Certification as a Minority-business Enterprise (or number of partners, shareholders, employees who are members of minority classification or are women) and section three businesses should be included in the Bid proposal.
