BID NOTICE

STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) and HURRICANE HOUSING RECOVERY PROGRAM (HHRP)

A Pre-Bid Conference for the rehabilitation of stick-built homes will be held on Friday, February 9th, 2024, at 9:30AM CST / 10:30AM EST at the Jackson County Administration Office’s Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on-time. Contractors shall be pre-qualified with all license/insurance requirements before pre-bid conference (walk-through). All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the bid package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.

After a brief meeting at the Jackson County Administration Office, group mandatory walk-throughs for the properties will be held. Any contractor not remaining with the group and failing to be present at each property within a reasonable amount of time will not be permitted to bid. No contractor is permitted to view the property after the walk-through or contact the property owner individually unless otherwise given permission by SHIP/HHRP Administrators.

Sealed bids for the properties will be opened at the Jackson County Administration Office’s Conference Room located at 2864 Madison Street, Marianna, Florida, on Friday, March 1st, 2024 at 12:30PM CST / 1:30PM EST. Bids will be publicly opened and read aloud starting promptly at 12:30PM CST / 1:30PM EST. Plan to arrive early; no bids will be accepted after starting time. If you are unable to attend the bid opening and would like to submit your bid early to be considered at opening, they can be submitted in-person by March 1st, 2024 Jackson County Board of County Commissioners Administration Office.

Bids must be in a sealed envelope marked for SHIP/HHRP and identified by the name of the firm and the date of the bid opening. For bids to be considered, all forms required in the bid packet must be signed in ink and submitted legibly, which includes all itemized costs and total bid cost for each designated property address. ARPC and/or Jackson County reserves the right to reject any and all bids and to waive any informality. The signing of the contract is contingent upon the approval of and/or release of funds by the Florida Housing Finance Corporation.

A Pre-Bid Conference for both new construction of stick-built homes and placement of new manufactured homes will be held on Friday, February 16th, 2024, at 9:30AM CST / 10:30AM EST at the Jackson County Administration Office, Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on-time. All contractors will be pre-qualified with all license/ insurance requirements at the pre-bid conference before walk-throughs of the properties. All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the BID package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.

After a brief meeting at the Jackson County Administration Office, group mandatory walk-throughs for the properties will be held. Any contractor not remaining with the group and failing to be present at each property within a reasonable amount of time will not be permitted to bid. No contractor is permitted to view the property after the walk-through or contact the property owner individually unless otherwise given permission by SHIP/HHRP Administrators.

Sealed bids for the properties will be opened at the Jackson County Administration Office, Conference Room located at 2864 Madison Street, Marianna, Florida, on Friday, March 8th, 2024 at 12:30PM CST / 1:30PM EST. Bids will be publicly opened and read aloud starting promptly at 12:30PM CST / 1:30PM EST. Plan to arrive early; no bids will be accepted after starting time. If you are unable to attend the bid opening and would like to submit your bid early to be considered at opening, they can be submitted in-person by March 8th, 2024 to the Jackson County Board of County Commissioners Administration Office.

The Plaintiff WILLIAM BARNES, III, sues the Defendants and alleges:

  1. This is an action in equity to quiet title on real property in Jackson County, Florida, described as:

Lot number Two (2) in Block Three (3) in the subdivision of the South ½ of the North West ¼ or the South West ¼.of section 4 Township 4,-North, Range 10 West, known as Merritt Addition to the City of Marianna, Fla.

All the South east quarter of North east Quarter North of Public Road between Marianna and Blue Springs and North east Quarter of North east Quarter of Section 31, Township 5, Range 9, Containing fifty nine acres upon which is situated our home in Jackson County Florida.

  1. The ownership interest of the respective parties to the above property is as follows:

  10. Plaintiff deranges a title on Parcel ID#04-4N-10-0289-0030-0020 as follows in Official Records Book 324 Page 287 in Jackson County, Florida.
  11. Plaintiff deranges a title on Parcel ID#31-5N-09-0000-0010-0000 as follows in official Records Book 279 Page 135 in Jackson County, Florida.

WHEREFORE, Plaintiff demands judgment quieting the title in the Plaintiff and Defendants.

COUNT 11- PARTITION
The Plaintiff WILLIAM BARNES, III., sues Defendants and alleges:

  1. This is a partition for real property located in Jackson County; Florida, described as:

Parcel ID#04-4N-l 0-0289-0030-0020
Lot number Two (2) in Block Three (3) in the subdivision of the South½ of the North West¼ or the South West¼ of section 4 Township 4,-North, Range 10 West, known as
Merritt Addition to the City of Marianna, Fla.

And

Parcel ID#3 l-5N-09-0000-0010-0000
All the South east quarter of North east Quarter North of Public Road between Marianna and Blue Springs and North east Quarter of North east Quarter of Section 31, Township S, Range 9, Containing fifty nine acres
upon which is situated our home in Jackson County Florida.

  1. Plaintiff and Defendants are tenants in common with their respective interest more particularly set forth in Count I.
  2. The land is not divisible without prejudice to the parties.

WHEREFORE the Plaintiff WILLIAM BARNES, III., prays this Honorable Court will

  1. Pursuant to Florida Statutes 64.206, the parties may agree to a fair market value of the properties. Alternatively, the Ceurt may determine the fair market value of the properties by ordering an appraisal pursuant to subsection (4).
  2. Pursuant to Florida Statutes 64.207, there may be a co-tenant buy out.
  3. Alternatively, there may be partition alternatives pursuant to Florida Statutes 64.208 or open market sale pursuant to Florida Statutes 64.210 and 64.211.
  4. Pursuant to Florida Statutes 64.081 Plaintiff is entitled to attorney fees and Court cost.
