Darby Gun Shop & Shooting Range (2024006) – A request for a General Development Order to develop a gun shop and shooting range. The request is to use an existing 3,330 square foot metal building for a shooting range, an existing 4,380 square foot building for a gun shop, with approximately 41,484 square feet of an existing gravel lot for parking and vehicular use. First Public Hearing Notice

The City of Marianna (City) is considering applying to the Florida Department of Commerce for a FFY 2022 and/or 2023 Small Cities Community Development Block Grant (CDBG). The city is eligible to apply for up to $700,000 in the Neighborhood Revitalization, Commercial Revitalization, and Housing Rehabilitation categories and up to $1,500,000.00 in the Economic Development category. Construction activities funded through the CDBG Program must meet one of the following National Objectives:

• Benefit to low- and moderate-income (LMI) persons;
• Prevent or eliminate slum or blight conditions; or
• Meet a need of recent origin having a particular urgency.

The types of activities for which CDBG funds may be used for include; constructing stormwater ponds, paving roads and sidewalks, installing sewer and water lines, building a community center or park, making improvements to a sewage treatment plant, and rehabilitating low-income homes. Additional information regarding the range of activities that could be funded will be provided at the public hearing.

In developing a CDBG application, the City must plan to minimize displacement of persons as a result of the activities. In addition, the City is required to develop a plan to assist displaced persons.

A public hearing to obtain citizen comment concerning the city’s economic and community development needs will be held at the (Old City Hall) Marianna City Meeting Room, 2898 Green Street, Marianna, Florida on Tuesday, February 27, 2024 at 5 p.m. CST or soon thereafter. For information concerning the public hearing, contact the Office of the City Manager at (850) 482-4353 or by e-mail at [email protected].

The public hearing is being conducted in a handicapped accessible location. STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) and HURRICANE HOUSING RECOVERY PROGRAM (HHRP)

A Pre-Bid Conference for both new construction of stick-built homes and placement of new manufactured homes will be held on Friday, February 16th, 2024, at 9:30AM CST / 10:30AM EST at the Jackson County Administration Office, Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on-time. All contractors will be pre-qualified with all license/ insurance requirements at the pre-bid conference before walk-throughs of the properties. All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the BID package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.

After a brief meeting at the Jackson County Administration Office, group mandatory walk-throughs for the properties will be held. Any contractor not remaining with the group and failing to be present at each property within a reasonable amount of time will not be permitted to bid. No contractor is permitted to view the property after the walk-through or contact the property owner individually unless otherwise given permission by SHIP/HHRP Administrators.

REQUEST FOR RELEASE OF FUNDS
On or about March 5, 2024, the City of Cottondale will submit a request to the Florida Commerce Department (COM) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to make the following improvements:

Activities:

During Hurricane Michael, the City’s sanitary sewer collection system’s sewer lines and manholes suffered direct damage and in combination with their age, resulted in severe inflow and infiltration into the sanitary sewer collection system. The large amount of rainfall resulting from Hurricane Michael saturated the ground surrounding these sanitary sewer lines resulting in joint damage and line degradation, causing sand and debris to leak into the system and wastewater/sewage to leak out into the surrounding soil. One lift station in the area was forced to far exceed its pumping capacity, due to the excessive rainfall and presence of sand and other debris, and now has been prematurely worn out.

The City of Cottondale intends to replace 2,250 linear feet of sanitary sewer collection system lines, replace ten (10) sanitary sewer collection system manholes, carry out a full rehabilitation of the damaged sanitary sewer lift station, including adding an emergency electrical generator at the lift station and replace 3,750 square yards of paving in the Southeast Sanitary Sewer Collection System Service Area. The project will result in the hardening of the sanitary sewer collection system in the Southeast Cottondale Sanitary Sewer Collection System service area. The Southeast Cottondale Sanitary Sewer System Service Area is 70% low-moderate income, so the project will provide benefit to a low-and moderate-income population.

RELEASE OF FUNDS
The City of Cottondale certifies to the Florida Commerce Department (COM) and HUD that James Elmore in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Cottondale to use the CDBG funds.
