The sealed bid submittal shall include 1 original, 2 copies, and one electronic copy on a USB flash drive. Additionally, the Prime Contractor or Subcontractor shall be qualified in Grassing, Seeding and Sodding. This is to give notice that the Town of Campbellton under Part 58 has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Commerce (FloridaCommerce) Community Development Block Grant-Neighborhood Revitalization (CDBG-NR) program under Part 58 (Gant Agreement #23DB-N24 for $600,000).
The purpose of the proposed project is to make improvements to the Saint Paul Memorial Park and Recreation Complex (Service Area 1) and the Campbellton Crossroads Park (Service Area 2), a new park to be constructed. Proposed improvements to Service Area 1 will include installation of a new fitness area, new playground equipment with canopy shading, safety surfacing and borders, shaded benches, new dugouts, spectator bleachers, and basketball court. Proposed improvements to Service Area 2 will include installation of a splash pad, covered pavilion with lighting and electrical, sign wall, shaded benches, pavers, landscaping, and ADA compliant sidewalk. Less than 0.5 acre of floodplains/wetlands may be impacted at the Saint Paul Memorial Park and Recreation Complex. No floodplains/wetlands will be impacted at the Campbellton Crossroads Park.
The Town of Campbellton has considered the following alternatives and mitigation measures at the Saint Paul Memorial Park and Recreation Complex to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) The proposed location of the improvements should be constructed in the floodplains/wetlands because it is the most advantageous locations and are within already disturbed areas, (ii) Alternatives considered are to (1) Reduce the number of replacement playground equipment but then other dilapidated equipment would not benefit the public, (2) Not installing canopy shading, but the equipment would be exposed to the elements causing unnecessary damage, and (3) not improving the basketball court but that would hinder continued use of the court. The Town has also considered the No Action alternative and determined that no action on the project would result in a shortfall in meeting the Town’s adopted Comprehensive Plan recreation Level of Service due to dilapidated and worn playground equipment.
Town of Campbellton has reevaluated the alternatives to building in the floodplain/wetland and has determined that the only and best alternative is to continue with the project as presently planned and located. As much as practicable, project plans will be designed to reduce the number of floodplains and/or wetlands disturbed. During the construction phase, all activity relevant installation of the new equipment will be mitigated by erecting silt fencing around the project areas to mitigate erosion and contamination. All permits from environmental regulatory agencies will be obtained for the project. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request Monday through Thursday, from 9:00 A.M. to 3:00 P.M. at Town Hall, 2345 Highway 2, Campbellton, FL 32426.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

REQUEST FOR RELEASE OF FUNDS
On or about December 28, 2023, the City of Cottondale will submit a request to the Florida Commerce Department (COM) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to make the following improvements:
Activities:
Service Area (SA) 1 – Cottondale Community Center for Citizens’ Covid Health Services
03P Medical Facility: During the COVID-19 pandemic, residents of Cottondale, Jackson County, the State of Florida, and the United States have been forced to shift how they see their doctors, work, play, exercise, shop, travel, and move through their communities. Many residents in rural communities have chronic health conditions. This, coupled with limited access to healthcare, has placed limitations on these residents’ ability to safely receive COVID-19 vaccines and testing locally. Providing these medical opportunities locally is a key factor in slowing the spread of the virus by providing deterring vaccines and identifying those who do test positive, so they can quarantine and prevent the spread to family members, co-workers, and friends.
The City of Cottondale was awarded $1,426,659 in CDBG-CV assistance to rehabilitate the City’s Community Center for use as a local COVID-19 testing and vaccination site, which will contribute to the City’s ongoing efforts to reduce the spread of the Coronavirus. The rehabilitation will include expansion of the west side of the building to provide additional space for these activities, installation of necessary handicap accessibility, renovation of the restrooms and ensuring they are handicap accessible, replacing the existing roof and installation of a new HVAC system. The CDBG-CV assistance will additionally be utilized to acquire a small parcel of property adjacent to the Community Center on the west side of the center to allow for the expansion and to accommodate the development of a handicap accessible parking lot to serve the facility.
The Community Center is located at 2666 Front Street within the city limits of Cottondale, Florida. The City proposes to acquire the parcel of property to the immediate west of Community Center (2662 Front Street), which is not in a wetland or the 100-year floodplain. The adjoining property to the immediate east of the Community Center is a telephone service property that is located in part in the 100-year floodplain. Because the 100-year floodplain extends to the western most boundary of the telephone company property and may potentially exceed the boundary on to the Community Center property, this Final Floodplain Notice is being published.
The beneficiaries for the Community Center construction activity in SA #1 are the 852 persons residing in the 378 households within the City of Cottondale. A portion of the activities in Service Area #1 may be carried out within a floodplain. Approximately .01 acres of land located within a 100-year floodplain may be affected by the construction area.

RELEASE OF FUNDS
The City of Cottondale certifies to the Florida Commerce Department (COM) and HUD that James Elmore in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Cottondale to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
COM will accept objections to its release of funds and the City of Cottondale certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Cottondale; (b) the City of Cottondale has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
