NOTICE OF PUBLIC HEARING IS HEREBY GIVEN BY THE JACKSON COUNTY HOUSING GRANTS OFFICE OF ITS INTENT TO CONDUCT A PUBLIC HEARING ON THE AFFORDABLE HOUSING ADVISORY COMMITTEE’S 2022 INCENTIVE STRATEGIES RECOMMENDATION REPORT.
The Public hearing will be held Wednesday, November 16, 2022, at 4:00 p.m. in the Board of County Commission Meeting Room of the Jackson County Administration Building at 2864 Madison Street, Marianna, Florida. The documents may be inspected at the Jackson County Housing Grants Office at 4979 Healthy Way, Suite B, Marianna, FL, 32446. Persons wishing to comment may do so in person at the public hearing, via Zoom or in writing to the Jackson County Housing Grants Office.
As a recipient of State Housing Initiative Partnership funds Jackson County established an affordable housing advisory committee in August of 2008 as required by the Florida Statute section 420.9076. The Affordable Housing Advisory Committee (AHAC) is responsible for reviewing policies, land development regulations, the Comprehensive Plan Policy, and other aspects of the County’s policies and procedures that affect the cost of housing. In addition, the AHAC is responsible for making recommendations to encourage affordable housing.

The AHAC is required to annually submit an incentive report that includes recommendations by the committee, as well as comments on the implementation of incentives in at least eleven distinct areas. This public hearing is for comments on the final report which will be presented to the Jackson County Board of County Commissioners at the upcoming December 13, 2022, meeting at 8:00 a.m.

REQUEST FOR
RELEASE OF FUNDS
On or about November 28, 2022 the Town of Campbellton, Florida will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to acquire and demolish dilapidated buildings, and construct a community park. The estimated costs associated with this grant project is $500,300, which includes $1,000 of Town Leverage toward construction costs.
FINDING OF NO
SIGNIFICANT IMPACT
The Town of Campbellton has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Campbellton Town Hall, 2345 Highway 2, Campbellton, FL 32426 and may be examined or copied weekdays 8:00 A.M to 3:00 P.M. CT.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Campbellton via U.S.P.S. at PO Box 38, Campbellton, FL 32426, Attn: Helen Rhynes, or via email to [email protected]. All comments must be received by November 23, 2022. Comments will be considered prior to the Town of Campbellton requesting a release of funds. Comments should specify which “Notice” they are addressing.
RELEASE OF FUNDS
The Town of Campbellton certifies to the Florida Department of Economic Opportunity and HUD that Douglas Cotton in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Campbellton to use the CDBG funds.

RELEASE OF FUNDS
DEO will accept objections to its release of funds and the Town of Campbellton certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Campbellton; (b) the Town of Campbellton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Jackson County is soliciting proposals from experienced vendors who can provide and execute a strategy for comprehensive data collection survey and analysis to determine the current status of broadband service throughout Jackson County, as well as pre-engineering of a broadband network and a feasibility study regarding the financial viability of such a network.
