These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Marianna.
REQUEST FOR RELEASE OF FUNDS
On or about February 20, 2024 the City of Marianna will submit a request to the Florida Department of Commerce (FC) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to make improvements to two of their existing water tanks. The first water tank is located near the intersection of US 90 and Penn Avenue, south of US 90 and west of Penn Avenue. The second tank is centrally located between Franklin, Bertram, Jackson, and Davey Streets, south of US 90. Improvements shall include cleaning, painting, metal replacement, piping repair, repair or replacement of electrical and control systems, repair or replacement of high service pump systems, repairs to control building, repair to the Supervisory Control and Data Acquisition (SCADA) system, and other needs identified during design, possibly including additional connecter piping if failing pipes are identified during construction. The estimated funding includes $30,000 in city funds and $700,000 in HUD funds through the CDBG-Neighborhood Revitalization program.
FINDING OF NO SIGNIFICANT IMPACT
The City of Marianna has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Marianna City Hall, 2895 Jefferson Street, Marianna, Florida 32446 and may be examined or copied weekdays 9:00 A.M to 3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City Manager’s office at 2895 Jefferson Street, Marianna, FL 32446 or via email at [email protected]. All comments must be received by February 15, 2024. Comments will be considered prior to the City of Marianna requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Marianna certifies to the Florida Department of Commerce (FC) and HUD that Wiliam H. Long in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Marianna to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
FloridaCommerce will accept objections to its release of funds and the City of Marianna certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Marianna; (b) the City of Marianna has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Marianna to verify the actual last day of the objection period.

City of Graceville Sanitary Sewer
Collection System Lining Project:
The City of Graceville has been awarded $4,441,751.00 of Community Development Block Grant – Disaster Recovery (CDBG-DR) funding to address infiltration and inflow of storm water in the City’s Sanitary Sewer Collection System. During the events of Hurricane Michael, the increase in stormwater entering the sanitary sewer collection system as a result of infiltration due to sanitary sewer failing pipe joints and leaking manholes overwhelmed the City’s Sanitary Sewer Collection System and Treatment Plant. In the days immediately following the storm, the City experienced a 42.6% increase in effluent passing through the System which caused the City to exceed its allowable permitted inflow and treatment capacity. The excessive increase in effluent strained the already aging system. The inundation of stormwater caused pipe joints to destabilize, and inflow and infiltration entered the sanitary sewer collection system through the unstable joints, detached lateral piping, leaking manholes, resulting in failing street pavement. When the stormwater overwhelmed the system, the City experienced raw sewage and backup and further damage to the sanitary sewer collection system lines.
This project will make Sanitary Sewer Line point repairs and seal up to 200 deficient Sanitary Sewer Laterals, and line or replace up to 100 deficient manholes. The City identified these laterals and manholes as breaches in the system using smoke testing and CCTV review. These repairs will increase the City’s resiliency in future storm events by reducing the increase of effluent and reducing the rise of system failure.
A portion of the City’s proposed Sanitary Sewer Lining Project may be constructed in up to 551.42 acres of the 100-year-floodplain and may be within up to 340.69 acres of wetland. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and/or wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and/or wetlands, it must inform those who may be put at greater or continued risk.
While it is not anticipated, as a result of the proposed project, a minimal amount of additional impervious areas may be created in the Project Area included in this project.  In the case where new impervious surfaces are being created, storm drainage improvements will be included in the design and construction of the project to offset the impact of the additional impervious surfaces being created.

Sewer Lines Hardening Project
The City of Cottondale has been awarded One Million Four Hundred Ninety-Nine Two Hundred Twenty-Eight Dollars and Zero Cents ($1,499,228.00) for the Northwest Sanitary Sewer Lines Hardening Project. During Hurricane Michael, the sanitary sewer lines, manholes and lift station comprising the Northwest Cottondale sanitary sewer collection system suffered direct damage and in combination with the age of the infrastructure, resulted in significant inflow and infiltration (I & I). The significant amount of rainfall resulting from Hurricane Michael saturated the ground surrounding these sanitary sewer lines resulting in pipe joint damage and pipe joint degradation, resulting in ground water, sand, and debris to leak into the system and wastewater/sewage to leak out. One lift station in the area was forced to greatly exceed its pumping capacity, due to the infiltration from the excessive rainfall and the presence of sand and other debris, and now is prematurely at the end of its useful life.
The City of Cottondale’s proposed project will replace 3,550 LF of existing sanitary sewer lines, rehabilitate 1,500 LF of existing sanitary sewer lines, rehabilitate one (1) existing sanitary sewer lift station, including the installation of one (1) emergency electrical generator. The project additionally will replace 16 existing sanitary sewer manholes, rehabilitate six (6) existing sanitary sewer manholes, reconnect laterals, and replace approximately 6,650 square yards of existing paving along West Street, Front Street, McKinnon Street, McClain Street, North Street, and Adams Street in the Northwest section of the City of Cottondale.
The proposed project area is located in the northwest section of the City and is bound on the east by West Street, on the south by Front Street, on the north by North Street and on the west by Parrish Street.
A portion of the construction may be carried out within approximately 2.65 acres of land located within a Flood Zone A floodplain and is not within a wetland.

STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) and HURRICANE HOUSING RECOVERY PROGRAM (HHRP)
A Pre-Bid Conference for the rehabilitation of stick-built homes will be held on Friday, February 9th, 2024, at 9:30AM CST / 10:30AM EST at the Jackson County Administration Office’s Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on-time. Contractors shall be pre-qualified with all license/insurance requirements before pre-bid conference (walk-through). All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the bid package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.
After a brief meeting at the Jackson County Administration Office, group mandatory walk-throughs for the properties will be held. Any contractor not remaining with the group and failing to be present at each property within a reasonable amount of time will not be permitted to bid. No contractor is permitted to view the property after the walk-through or contact the property owner individually unless otherwise given permission by SHIP/HHRP Administrators.
Sealed bids for the properties will be opened at the Jackson County Administration Office’s Conference Room located at 2864 Madison Street, Marianna, Florida, on Friday, March 1st, 2024 at 12:30PM CST / 1:30PM EST.
