PRE-QUALIFICATION OF BIDDERS:

  1. Only those General Contractors and Roofing Contractors that are pre-qualified to provide general construction contracting and roofing contracting to the Jackson County School Board will be eligible to submit contracting bids for this project.
  2. Contractors who have been pre-qualified by Jackson County School Board shall be deemed to be responsible contractors qualified by registration, licenses, experience, and financial position to do the work specified in the contract documents.
  3. Pre-qualifications of general contractors and roofing contractors by the Jackson County School Board does not negate the requirement of bidders to comply with all other requirements set forth in the bid documents.

Each bid must be accompanied by a bid bond or a cashier’s check, made payable to the Jackson County School Board, Marianna, Florida in the sum of 5% of the base bid as a guarantee and with an agreement that the bidder will not revoke or cancel his bid or withdraw from the competition for a period of thirty (30) days after the opening of bids, and that in the event the contract is awarded to the bidder, he will within ten (10) consecutive days after it is submitted, enter into a written contract with the Jackson County School Board in accordance with the accepted bid. The cost of the bond will be included as part of the bidder’s base-bid proposal.

The Owner reserves the right to waive informalities in any bid, to reject any or all bids, or to accept any bid and any combination of alternates or separate bid prices that, in their judgment, will be in the best interest of Jackson County School Board.

Early Notice for Public Review of a Proposal to Support Activity in the 100-Year Floodplain and Wetland

This is to give notice that City of Marianna has determined that the following proposed action under the Florida Department of Economic Opportunity (DEO) Community Development Block Grant Disaster Recovery (CDBG-DR) program, Wastewater and I/I Improvements (Grant # M0011) is in the 100-year floodplain/wetland. The City of Marianna will be identifying and evaluating practicable alternatives to locating the action in the floodplain/wetland and the potential impacts on the floodplain/wetland from the proposed action, as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

The purpose of the proposed project is to conduct citywide wastewater transmission system restoration and repair focusing on Inflow and Infiltration (I&I) to repair the lasting damages from Hurricane Michael and to harden against future disasters. The proposed project consists of repairs to various city lift stations (Hill Crest, West End, Jail, Cedar, Kelson, Plant, West Manor, Riverview, Booker) and sewer pipelines as well as construction of necessary infrastructure to assist with I&I reduction (Mashburn Rd, Penn Ave, ditch line south of Schwenche Dr). Less than 20 acres of Floodplains and less than 8 acres of Wetlands may be disturbed; however, the project will consist of subsurface activities.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

Request for Proposals for CDBG-DR Grant Administration/Project Delivery, and Engineering Services

The Town of Bascom (Town) requests proposals to provide administration/project delivery, and engineering services for the Town’s CDBG-DR grant M0035 from the Florida DEO in the amount of
$973,116.

The project includes intersection improvement; demolition/acquisition; sidewalk, signage and lighting installation; (3) business frontage improvements, with some street/parking paving.

Administration services shall include, but not be limited to reviewing and developing necessary policies and procedures, coordinating with the funding agency, developing and administering contract(s), tracking and managing program funds in compliance with program guidelines, and providing reports and technical assistance. Project delivery services shall include, but not be limited to the full spectrum of tasks relating to compliance with the Davis-Bacon and related acts, coordinating between the design and environmental/ hazards professionals, soliciting M/WBE/Section 3 vendors for the project, assisting the construction contractor with Section 3 compliance, contract bidding and award, coordinating property acquisition tasks. Engineering services will include environmental review of the project as well as specific review of proposed property to be acquired for the project, design (including survey), permitting, contract bidding, services during construction, inspection services, and any services required to satisfactorily close the project. Proposals may be submitted for administration/project delivery, engineering services or both services. Evaluation and contracts for each for service shall be separate as applicable

Administration and Project Delivery Services proposals shall each be evaluated using the following criteria:

  1. Successful Experience with Florida
    Small Cities CDBG (25 points)
  2. Management and Staff Qualifications,
    Availability (20 points)
  3. Understanding of Local Needs and
    Approach to Project, Proposed Scope (20 points)
  4. Reputation and Client References (25 points)

Engineering Services proposals shall be evaluated using the following criteria:

The bid must conform to Section 287.134 Florida Statutes, on discriminatory vendors. Pursuant to section 287.133(2)(a), F.S., a person or affiliate, as defined in section 287.133(1), F.S., who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity;
