CITY OF GRACEVILLE
DEO AGREEMENT #M0172
The City of Graceville hereby requests proposals from qualified individuals or firms to provide administrative services for a Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) in the Disaster Recovery category. The City has been awarded CDBG-DR DEO Agreement No. M0172 in the amount of $1,1547,728.00 for the FFY 2022 funding cycle; therefore, procurement and contracting will follow CDBG regulations.
The funding has been approved to harden the sanitary sewer system throughout the city. The city was awarded $1,154,728 in CDBG DR funding to harden the City ‘s Portable Water System. Following the events of Hurricane Michael, the City was without power for eight days. During this time, one of the City’s three potable water wells was not equipped with an emergency generator and was therefore inoperable. Another well was equipped with an outdated emergency generator that failed in the immediate aftermath of the storm. This left the city dependent on one portable well equipped with an aging generator. One potable water well with limited electrical dependability left residents and City employees in a vulnerable position while attempting to recover in the immediate aftermath.
With a low to moderate (LMI) of over 73% this project qualified as a LMI national objective and has no leverage funds. This project will take place at various sites throughout the city and is considered a city-wide project.
Administrative services will include complete management and reporting for the project with separate tracking for each funding source. A scope of work outlining the tasks to be performed and a proposed cost must be included in the proposal.
The evaluation criteria that will be utilized in the selection of a grant administrator are as follows:

  1. The staff’s number of years of experience with administering projects through the State of Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  2. The number of years of experience of the firm’s management group with the State of Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  3. Proposed approach to administration of the grant (requires an outline of the proposed tasks to be performed). 20 pts.
  4. Number of favorable client reference letters dated 2011 or later provided from other communities. Please note, only one (1) letter per community will be accepted. 20 pts.
  5. The quality of the response from the client references provided from other communities. 15 pts.
  6. Fee or proposed fee basis. 5 pts.
    In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie.
    Proposals for CDBG-DR Administrative Services should include a fee for the services and an explanation or a basis for the fees proposed. Fees shall be lump sum for CDBG-DR services.
    Respondents are required to submit one (1) original and five (5) copies, and an electronic copy in a sealed envelope marked “SEALED PROPOSAL FOR CDBG-DR GRANT ADMINSTRATION M0172”. The City of Graceville hereby requests proposals from qualified individuals or firms to provide engineering services for a Florida Community Development Block Grant-DR (CDBG-DR) project in the Disaster category.
The City has been awarded Florida CDBG-DR DEO agreement #M0172 in the amount of $1,154,728, therefore, procurement, and contracting will follow CDBG regulations.

Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.
The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations governing the CDBG Program as well as other grant programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts.
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts.
  6. Ability to become Quickly Familiar with Local Conditions; 10 pts.
  7. References: All CDBG projects for last three (3) years for which you are responsible; 10 pts.
    In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.
    Negotiation will begin with the firm ranked highest based upon the final rankings.

The activity is funded by the Florida Commerce Community Development Block Grant (CDBG) program under Grant #M0042. As these structures still stand and pose a threat to public safety and degrade the visual aspect of downtown Cottondale, they are to be removed to grade, stabilized, and restored to a development-ready state. One of these parcels lies in areas mapped by FEMA as being in the 100-yr floodplain. The approximate area of impact is 0.52 acres. Existing structures in this flood plain area are to be totally removed. The proposed project is located at 3165 Main Street, Cottondale, FL. The City of Cottondale has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: One alternative would be to remove the specific component property from the grant that will have wetland impacts. This option would leave in place one of the most visible of the several buildings slated for demolition and maintain the unsafe and unsavory eyesore on the City’s main thoroughfare. This is an untenable condition. It will be the City’s intent to abide with all pertinent permitting issues with respect to the demolition and any future development on the affected property. The City of Cottondale has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative due to the scope of the project. • Alternative 1 – no impact, would eliminate from the project’s scope the properties at 3059 and 3165 N Main Street and possibly the property at 3166 N Main Street. These properties constitute approximately fifty percent of the building frontage that is blighted, and beyond permittable reconstruction. The elimination of these would render the point of this project ineffective. • Alternative 2 – Eliminating any one of these floodplain impacted structures would similarly leave an unrepairable structure on the immediate frontage of North Main Street in the public eye and inhibit reinvestment in the City’s business district. • Alternative 3 – Maintain the proposed scope of work with all identified properties participating in the Downtown Revitalization Plan funded by the CDBG grant.. Service Area (SA) #1 – Sanitary Sewer Hardening and Resiliency Service Area:
03J Sewer Line Replacement: The Town of Grand Ridge’s Sanitary Sewer Collection System is dependent on nineteen (19) aging lift stations to pump effluent away from homes and businesses in Grand Ridge and to the Wastewater Treatment Plant (WWTP). The pumps and electrical components in these lift stations are nearing the end of their useful life expectancy. Replacement parts for these lift stations are becoming increasingly difficult to obtain. None of the nineteen (19) Sanitary Sewer lift stations are currently equipped with emergency electrical generators or SCADA communications.
The Town of Grand Ridge will utilize $7,508,451.00 in CDBG Disaster Recovery assistance, under Round Two of the Rebuild Florida General Infrastructure Repair Program, to harden and equip its Sanitary Sewer System to be resilient and remain fully operational during future hurricanes, significant storm events and other disasters causing the loss of power to the Town’s critical sanitary sewer infrastructure facilities. This project will ensure the health, safety, and welfare for the residents of the Town of Grand Ridge, as well as for the essential Town staff working toward recovery in the aftermath of such events.
The Town will utilize its CDBG Disaster Recovery assistance to address the inadequacies of the Sanitary Sewer System by installing nineteen (19) new fixed by-pass pumps/emergency electrical generators at the Sanitary Sewer Lift Stations and an additional by-pass pump /emergency electrical generator at the WWTP. By rehabilitating all nineteen (19) of the same Sanitary Sewer Lift Stations, replacing the necessary components that include but are not limited to the aging pumps, controls, and linings, and by rehabilitating the equipment at the Wastewater Treatment Plant that was impacted by Hurricane Michael. Additionally, the Town will utilize its CDBG Disaster Recovery assistance to install a sanitary sewer system-wide SCADA system that will allow the Public Works staff to remotely monitor and operate the Sanitary Sewer System without placing themselves in danger during and in the aftermath of natural disasters and other unanticipated events.
The beneficiaries for the Flood and Drainage construction activity in SA #1 are the 929 persons residing in the 397 households within Service Area #1. A random sample service area door to door survey of the Town’s sanitary sewer customers Service Area was conducted. The results are the area is 75.89% Low and Moderate income (LMI). The project, if constructed, will greatly enhance the quality of life for the LMI households being served by the Town’s sanitary sewer system.
The wastewater treatment plant is not located in a floodplain or a wetland. While a number of the 19 lift stations are in close proximity to a flood zone, none are located within the 100-year flood plain. A portion of the proposed activities in Service Area #1 will be carried out within a wetland. Approximately .05 acres of land located within a Palustrine Forested Deciduous Semi Permanently Flooded Wetland (PF06F) wetland will be included in the construction area for Lift Station Number Two which is located at the southernmost end of Shadow Bay Drive.

Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.
