Each bid must be accompanied by a bid bond, or a cashier’s check, made payable to the City of Marianna, in the sum of 5% of the base bid as a guarantee and with an agreement that the bidder will not revoke or cancel his bid or withdraw from the competition for a period of sixty (60) days after the opening of bids, and that in the event the contract is awarded to the bidder, they will within ten (10) consecutive days after it is submitted, enter into written contract with the City of Marianna in accordance with the accepted bid. The cost of the bond will be included as part of the bidder’s base-bid proposal.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Marianna.
REQUEST FOR
RELEASE OF FUNDS
On or about August 8, 2023, the City of Marianna will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to mitigate severe weather impacts that cause utility damage and impede primary accessibility to Jackson Hospital, located at 4250 Hospital Drive, by constructing a resilient critical access roadway corridor from the intersection of US 90 and Smith Street then proceeding north to Jackson Hospital. The estimated total cost of the project is $3,861,600.00 with $3,731,600.00 in HUD funds, $125,000 in Rural Infrastructure Funds, and $5,000 from local funds for permitting fees; DEO agreement #MT143.
FINDING OF NO
SIGNIFICANT IMPACT
The City of Marianna has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Marianna City Hall, 2895 Jefferson Street and may be examined or copied weekdays 9:00 A.M to3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Marianna. All comments must be received August 7, 2023. Comments will be considered prior to the City of Marianna requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Marianna certifies to the Florida Department of Economic Opportunity and HUD that William Long in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Marianna to use the CDBG funds.
OBJECTIONS TO
RELEASE OF FUNDS
DEO will accept objections to its release of funds and the City of Marianna certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Marianna; (b) the City of Marianna has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Marianna to verify the actual last day of the objection period.

Notice of Permit Decision
The Department of Environmental Protection gives notice of permit activity by FL Solar D3, LLC, Attn: Samir Verstyn, 800 Brickell Ave, Suite 100, Miami, Florida 33131-2944 pertaining to Self-Certification for Stormwater Management System in Uplands Serving Less Than 10 Acres of Total Project Area and Less Than 2 Acres of Impervious Surfaces to construct a stormwater management system associated with the development of a solar plant facility on an approximately 2.55-acre area and is not part of a larger common plan, development or sale.
The activities authorized by this permit are located in Parcel ID: 004-1S-7W-10603-002, Hoecake Road and Old Post Road, Bristol, Florida 32321, in Section 4, Township 1 South, Range 7 West, in Liberty County, at latitude 30° 25’ 48.2459,” longitude -84° 56’ 53.3342.”
The development will consist of 0.15 total impervious surface area.

The Department’s permitting decision shall become final unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. The procedures for petitioning for a hearing are set forth below.
A person whose substantial interests are affected by the Department’s permitting decision may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. A petition that does not dispute the material facts on which the Department’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C.
Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Department’s final action may be different from the position taken by it in this notice. Persons whose substantial interests will be affected by any such final decision of the Department have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above.
Mediation is not available in this proceeding.
Any party to this order has the right to seek judicial review of it under Section 120.68, F.S., by filing a notice of appeal under rule 9.110 of the Florida Rules of Appellate Procedure with the clerk of the Department in the Office of General Counsel, Mail Station 35, 3900 Commonwealth Boulevard, Tallahassee, Florida 32399-3000, and by filing a copy of the notice of appeal accompanied by the applicable filing fees with the appropriate district court of appeal. The City of Graceville is seeking civil engineering services relating to the Construction Engineering and Inspection of improvements for the Brown Street Resurfacing and Drainage Improvement Project. The scope of this project will include the CEI to complete infrastructure improvements and resurfacing of Brown Street beginning at State Road 77 South to State Road 77 North within the City Limits of Florida as identified in the City’s Local Agency Participation contract with the Florida Department of Transportation (FDOT). Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work.

Notice of Permit Decision
The Department of Environmental Protection gives notice of permit decision provided to FL Solar D3, LLC, Attn: Craig Fischer, 800 Brickell Ave, Suite 100, Miami, Florida 33131-2944 to confirm the Generic Permit for Stormwater Discharge from Large and Small Construction Activities covers the stormwater discharge associated with the development of a solar plant facility on an approximately 2.55-acre area and is not part of a larger common plan, development or sale.
The activities associated with this decision are located in Parcel ID: 004-1S-7W-10603-002, Hoecake Road and Old Post Road, Bristol, Florida 32321, in Section 4, Township 1 South, Range 7 West, in Liberty County, at latitude 30° 25’ 48.2459,” longitude -84° 56’ 53.3342.”
The development will consist of 0.15 total impervious surface area.
The application and permit file are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at Department of Environmental Protection, Northwest District, 160 W. Government Street, Suite 308, Pensacola, FL 32502-5740.
The Department’s permitting decision shall become final unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. The procedures for petitioning for a hearing are set forth below.
A person whose substantial interests are affected by the Department’s permitting decision may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. The petition must contain the information set forth below and must be filed (received) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000 or via electronic correspondence at [email protected].
Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), F.S., must be filed within fourteen days of publication of the notice or receipt of the written notice, whichever occurs first. The petitioner shall mail a copy of the petition to the applicant at the address indicated above at the time of filing. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C.
A petition that disputes the material facts on which the Department’s action is based must contain the following information:
(a) The name and address of each agency affected and each agency’s file or identification number, if known;
(b) The name, address, any e-mail address, any facsimile number, and telephone number of the petitioner, if the petitioner is not represented by an attorney or a qualified representative; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination;
(c) A statement of when and how the petitioner received notice of the agency decision;
(d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate;
(e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action;
(f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and
(g) A statement of the relief sought by the petitioner, stating precisely the action petitioner wishes the agency to take with respect to the agency’s proposed action.
A petition that does not dispute the material facts on which the Department’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C.
Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Department’s final action may be different from the position taken by it in this notice. Persons whose substantial interests will be affected by any such final decision of the Department have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above.
Mediation is not available in this proceeding.
Any party to this order has the right to seek judicial review of it under Section 120.68, F.S., by filing a notice of appeal under rule 9.110 of the Florida Rules of Appellate Procedure with the clerk of the Department in the Office of General Counsel, Mail Station 35, 3900 Commonwealth Boulevard, Tallahassee, Florida 32399-3000, and by filing a copy of the notice of appeal accompanied by the applicable filing fees with the appropriate district court of appeal. The Jackson County Board of County Commissioners is seeking qualified professional consultants for Architectural Design & Engineering services to assist the County with the development of a complete set of design plans and bid documents for the replacement of the roof for the building formally known as “Madison’s” Restaurant, located at 2881 Madison Street, Marianna, FL 32446. It is the intent of the County to select and negotiate a contract with one (1) firm to perform these services as stated.

REQUEST FOR PROPOSALS FOR CDBG-DR GRANT ADMINISTRATION
CITY OF GRACEVILLE
DEO AGREEMENT #M0172
The City of Graceville hereby requests proposals from qualified individuals or firms to provide administrative services for a Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) in the Disaster Recovery category. The City has been awarded CDBG-DR DEO Agreement No. M0172 in the amount of $1,1547,728.00 for the FFY 2022 funding cycle; therefore, procurement and contracting will follow CDBG regulations.
The funding has been approved to harden the sanitary sewer system throughout the city. The city was awarded $1,154,728 in CDBG DR funding to harden the City ‘s Portable Water System. Following the events of Hurricane Michael, the City was without power for eight days. During this time, one of the City’s three potable water wells was not equipped with an emergency generator and was therefore inoperable. Another well was equipped with an outdated emergency generator that failed in the immediate aftermath of the storm. This left the city dependent on one portable well equipped with an aging generator. One potable water well with limited electrical dependability left residents and City employees in a vulnerable position while attempting to recover in the immediate aftermath.
With a low to moderate (LMI) of over 73% this project qualified as a LMI national objective and has no leverage funds. This project will take place at various sites throughout the city and is considered a city-wide project.
Administrative services will include complete management and reporting for the project with separate tracking for each funding source. A scope of work outlining the tasks to be performed and a proposed cost must be included in the proposal.
The evaluation criteria that will be utilized in the selection of a grant administrator are as follows:

  1. The staff’s number of years of experience with administering projects through the State of Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  2. The number of years of experience of the firm’s management group with the State of Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  3. Proposed approach to administration of the grant (requires an outline of the proposed tasks to be performed). 20 pts.
  4. Number of favorable client reference letters dated 2011 or later provided from other communities. Please note, only one (1) letter per community will be accepted. 20 pts.
  5. The quality of the response from the client references provided from other communities. 15 pts.
  6. Fee or proposed fee basis. 5 pts.
    In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie.
    Proposals for CDBG-DR Administrative Services should include a fee for the services and an explanation or a basis for the fees proposed. Fees shall be lump sum for CDBG-DR services.
    Respondents are required to submit one (1) original and five (5) copies, and an electronic copy in a sealed envelope marked “SEALED PROPOSAL FOR CDBG-DR GRANT ADMINSTRATION M0172”. Proposals must be received by 10:00 A.M CST. on Tuesday, August 22, 2023, at the City of Graceville City Hall, Attention: Misty D. Contracts funded in whole or in part through other funding sources such as the Florida Rural Infrastructure Fund may be entered into from this solicitation.
Engineering Services for this project will include surveying, design, permit preparation, bidding, construction administration, and resident observation services.
Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.
The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations governing the CDBG Program as well as other grant programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts.
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts.
  6. Ability to become Quickly Familiar with Local Conditions; 10 pts.
  7. References: All CDBG projects for last three (3) years for which you are responsible; 10 pts.
    In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.
    Negotiation will begin with the firm ranked highest based upon the final rankings.
    Respondents are required to submit one (1) original and five (5) copies, and an electronic copy in a sealed envelope marked “SEALED PROPOSAL FOR CDBG-DR ENGINEERING SERVICES, Grant Agreement number M00172”.
