Jackson County Kirkland Borrow Pit #2 (2022441) – A request for a General Development Order for a new 22.7 acre borrow pit to extract clean dirt. The total acreage of parcel 13-6N-09-0000-0110-0000 is 38.23 acres. This request also includes a variance to the Jackson County Code of Ordinances Sec. 42-67(d) to eliminate the required installation and maintenance of a visual landscape buffer. Spring Hill Mobile Home Park (2022440) – A request for a 10-lot mobile home park to be known as Spring Hill Mobile Home Park. Currently the parcel has 4 mobile homes. The applicant is requesting 6 additional homes which makes it a mobile home park. This request also includes a variance to the Jackson County Code of Ordinances Sec. 42-76(b) to eliminate the landscaped buffer requirement. 100-Year Floodplain and Wetland

This is to give notice that the City of Marianna under Part 58 has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under Part 58 (grant #M0105).
The proposed project is intended to conduct citywide stormwater infrastructure rehabilitation and improvements for the repair, replacement, or construction of ditches, curb and gutter, culverts, and other drainage and conveyance structures. The proposed project activities will occur at Sunset Drive, Pebble Hill Road, Jennings Field Park, Dogwood Street, Putnam Street, Noland Street, Park Street, Wynn Street Park, Wilton Street, and College Street. Approximately 26 acres of Floodplains and 3 acres of Wetlands may be disturbed.
The City of Marianna has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) The proposed locations of the improvements should be constructed in the floodplains/wetlands because it is the most advantageous locations and are within already disturbed utility rights-of-way, (ii) Alternatives considered are to (1) Reduce the number of acres for proposed stormwater facilities to minimize impacts but then potential improvements to reduce flooding will also be minimized, (2) Reduce the number of ditches and cross drains to be improved, but the potential improvements to reduce flooding on roadways will also be minimized, and (3) move the project outside the floodplain but deviations to the proposed route could create disturbances in locations not already disturbed by existing utilities and could be impractical for construction and maintenance of stormwater facilities. The City has also considered the No Action alternative and determined that no action on the project would leave the present problems with flooding unresolved which has the potential to create significant impacts on the natural environment downgradient.
City of Marianna has reevaluated the alternatives to building in the floodplain/wetland and has determined that the only and best alternative is to continue with the project as presently planned and located. As much as practicable, project plans will be designed to reduce the number of floodplains and/or wetlands disturbed. During the construction phase, all activity relevant to stormwater management will be mitigated by erecting silt fencing around the project areas to mitigate erosion and contamination. All permits from environmental regulatory agencies will be obtained for the project. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request Monday through Friday, from 9:00 A.M. to 3:00 P.M. at City Hall, 2895 Jefferson Street, Marianna, FL 32446.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

Jackson County School Board is extending an invitation to all prequalified General Contractors for bids to perform all work associated with the Hope School HVAC Renovations, 2958 Cherokee St, Marianna, FL In general, the scope of work includes replacement of all HVAC systems, windows and finishes in 18 classrooms, finishes in 11 classrooms, and associated electrical and general trades as described in the construction documents.
Drawings and specifications will be available from Watford Engineering, Inc., 4452 Clinton St, Marianna, FL. A $100.00 deposit per set will be required payable to Watford Engineering, Inc. Deposit will be refunded upon return of complete usable sets within 2 weeks of bid date. Electronic documents shall be available at no charge.
Bids shall be a lump sum price; segregated bids will not be accepted.
All bids must be clearly marked with the Project Name and Bid Date and must be delivered to the Jackson County School Board Office, 2903 Jefferson Street, Marianna, FL 32446 prior to the Bid Opening which will be held at 2:00 PM Central Time on December 15, 2022 in Board Meeting Room. Bids will be opened and read aloud at that time.
A mandatory Pre-Bid Meeting shall be held for all concerned parties on December 6, 2022 at Hope School at 10:00 AM Central Time in the Main Office. Notification of any changes in meeting time/date will be made only to listed plan holders.
The Owner reserves the right to accept or reject any or all bids and waive technicalities.
