The Marianna City Commission is seeking sealed proposals from interested and qualified General Contractor(s) in the State of Florida, and under the laws of the State of Florida. These services should be efficient and economical; adhere to industry standards and best practices; to provide preconstruction and complete construction services on an “as Needed Basis”. It is the intent of the City to select and negotiate an agreement with one or more firms to perform these services required by the City for various construction, utilities, and other types of City projects. The selected firms shall serve as the City of Marianna’s General Contractor and Inspection Services consultant for projects as they are assigned. The City desires a firm that has proven ability and is capable of designing and administering construction contracts; inspecting construction work and activities; ensuring completion of construction as required by, City of Marianna, Federal, and State standards, plans and specifications; meeting permitting and other applicable agency requirements; invoicing timely and accurately; and handling all EEO, Wages, DBE and OJT filing, should they be required interviewing and other requirements in a timely and responsible manner.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Town of Sneads.
REQUEST FOR
RELEASE OF FUNDS
On or about June 2, 2023, the Town of Sneads will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to conduct targeted restorative work on nine (9) critical roadways as well as integrated drainage improvements throughout the Town to address damage incurred during Hurricane Michael and the recovery efforts that followed. Construction areas include Ditty Avenue, O’Hara Avenue, D’Alemberte Street, Ridgewood Avenue, Cemetery Avenue, Church Street, Joseph Street, Hawley Street, and Dairy Road. HUD funding is estimated at $1,907,925. The Town of Sneads has also pledged $1,000 in-kind funds toward construction costs. CDBG Agreement #M0113.
FINDING OF NO
SIGNIFICANT IMPACT
The Town of Sneads has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Sneads Town Hall, 2028 Third Avenue and may be examined or copied weekdays 9:00 A.M to 3:00 P.M. by contacting Danielle Guy at Town Hall or via email at danielle@sneadsfl.com.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Sneads Town Manager, Lee Garner, at PO Drawer 159, Sneads, FL 32460 or via email to sneadsmgr@sneadsfl.com. All comments must be received by May 31, 2023. Comments will be considered prior to the Town of Sneads requesting a release of funds. Comments should specify which “Notice” they are addressing.
RELEASE OF FUNDS
The Town of Sneads certifies to the Florida Department of Economic Opportunity and HUD that Lee Garner in his capacity as Town Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Sneads to use the CDBG funds.
OBJECTIONS TO
RELEASE OF FUNDS
DEO will accept objections to its release of funds and the Town of Sneads certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Sneads; (b) the Town of Sneads has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the Town of Sneads to verify the actual last day of the objection period.
