ADOPT / AMEND / REPEAL RULES
The School Board of Jackson County, Florida, gives notice of its intent to adopt / amend / repeal Board Policies. A link to the proposed policies can be found at www.jcsb.org. A list of policies to be repealed can be found at https://jackson.ic-board.com/ at the “Policies and Regs” tab. Hard copies of the proposed policies and the policies to be repealed can be reviewed at the Jackson County School Board Office.
Purpose and Effect: The purpose is to update the policies so that they will be consistent with current legislation and eliminate redundant and obsolete language. The effect is that the policies will be current and consistent with state and federal guidelines.

Summary of Statement of Estimated Regulatory Cost: No statement of estimated regulatory costs has been prepared. Any person who wishes to provide information regarding the statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative, must do so in writing within 21 days of this notice. The proposed policy change is not expected to require legislative ratification
Any affected person may request a public hearing on the proposed policy changes, by making a written request to Cheryl McDaniel, Deputy Superintendent; requests must be received within 21 days from publication of this notice.
Any material pertinent to the issues under consideration submitted to the Superintendent within 21 days after the date of publication of this notice or submitted at the public hearing shall be considered by the Board and made a part of the rulemaking record. Action on the proposed policy change is anticipated to occur at a future School Board meeting, which shall be separately noticed.

The Jackson County Board of County Commissioners is soliciting proposals from qualified Company/firms that can develop affordable rental housing units as well as affordable transitional or supportive housing units. Under this RFQ the County is able to provide funds to assist eligible projects with acquisition, rehabilitation, and new construction projects. Eligible costs may include demolition, reconstruction, and disaster repair of rental units. Funding is intended to be a source of gap financing for projects with 10 or more units.

Submittals must include the following:

  1. Submittal Cover Sheet
  2. Firm qualifications and capabilities
  3. Qualifications, resumes, certifications, and licenses of proposed personnel
  4. Experience/references on similar projects
  5. Evidence of firm license(s), registration, & proof of professional liability insurance
  6. Proposed Project Approach, Timeline, & Methodology
  7. Signed copies as required of Affidavits and Acknowledgements
    Proposers shall be ranked per the following selection criteria:
    • Company/Firm Qualifications and Capabilities

On or about the 28th day of May, 2022 the Jackson County Board of County Commissioners will submit a request to the Florida Department of Economic Opportunity for the release of Community Development Block Grant Disaster Recovery (CDBG-DR)Rebuild Florida General Infrastructure Repair Program funds under the Supplemental Appropriations for Disaster Relief Act, 2018 Public Law , Public Law 115-254, and the Additional Supplemental Appropriations for Disaster Relief Act, 2019, Public Law 116-20 (together referred to as the 2018 and 2019 Appropriations Acts under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the Jackson County Jail Roof Replacement for the purpose of replacing the roof of the Jackson County Correctional Facility at 2737 Penn Ave., Marianna, FL 32448. Total estimated combined costs for this project are $1,429,372.00.
The activities proposed include removing the current roof back to the frame, replacing any damaged wood, installing a new roof, installing new HVAC, and installing new gutters. Jackson County has determined that this project will have no significant impact on the environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Jackson County Board of County Commissioners, 2864 Madison Street, Marianna, FL 32448 and may be examined or copied weekdays 7:30 A.M to 4:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Jackson County Board of County Commissioners. All comments received by May 27, 2022, will be considered by the Jackson County Board of County Commissioners prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The Jackson County Board of County Commissioners certifies to the Florida Department of Economic Opportunity that James Peacock in his capacity as Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Florida Department of Economic Opportunity’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Jackson County Board of County Commissioners to use Program funds.
OBJECTIONS TO RELEASE
OF FUNDS
Florida Department of Economic Opportunity will accept objections to its release of funds and the Jackson County Board of County Commissioners certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Jackson County Board of County Commissioners; (b) the Jackson County Board of County Commissioners has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Florida Department of Economic Opportunity; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Economic Opportunity at Caldwell Building, MSC-400, 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact Florida Department of Economic Opportunity to verify the actual last day of the objection period.
