Pursuant to s. 373.1725, Florida Statutes, the Northwest Florida Water Management District (District) hereby notices its intent to amend Chapter 40A-8, F.A.C., Minimum Flows and Minimum Water Levels, to establish a minimum flow(s) for the Wakulla and Sally Ward Spring System, to comply with Florida Statutes.

The Jackson County Board of County Commissioners is seeking a qualified “Design-Build” Team for the construction of the new Jackson County Road & Bridge Office Building located in Marianna, Florida. The scope of this project is for the construction of fully functional, turnkey ready office building approximately 7,200 sf. in size.
Proposers shall be ranked per the following selection criteria:
**Submittals must be spiral bound and must include the following:
• Letter of Transmittal
• Table of Contents
• Introduction of Firm
• General approach to deliver services
• Project Team and Qualifications
• Experience with Design-Build projects
• Experience with Owner Direct Purchase
• Method of Costing/Estimating Project
• Proof of Errors and Omissions Insurance for Designer
• Proof of Bonding Limit for Builder
• Florida License for Builder
• Florida License(s) for Designer
• Verification of ability to furnish payment and performance bond in the amount of contract and insurance coverage required by Jackson County Board of County Commissioners
• Current work load of Designer and Builder
Proposers shall be ranked per the following selection criteria:
• Similar experience(s) in the State of Florida
• Engineering/Construction experience(s), with similar facilities
• Experience with Design, Permitting
• Experience with Design-Build/Construction Management projects
• Experience of Project Team
• Ability of Firm to deliver project in a timely manner
• Availability to project site(s) (Designer and Builder)
Upon selection of a Design-Build team by Jackson County Board of County Commissioners, the designer/builder shall meet with the owner, tour the proposed site, and assist in evaluating the various building size, function and budget. In as much as it is feasible the team will be required to utilize existing building plans previously designed and prepared by Jackson County. After final review, the Builder shall conduct a final cost breakdown and enter into a contract with Jackson County Board of County Commissioners.
Proposals must be submitted by 2:00 P.M. (local time) on Wednesday, December 9, 2020 at Jackson County Board of County Commissioners, 2864 Madison Street, Marianna, Florida 32448. Proposals will be opened immediately following the deadline at the same location.

Sealed Bids for the construction of the Old Cottondale Road – Roadway Improvement & Water System Improvements will be received by the City of Marianna at the office of the City Clerk located at 2898 Green Street, Marianna, FL, until 2:00 p.m. local time on November 30, 2020 at which time the Bids received will be “publicly” opened and read. The project also includes the abandonment of the existing water main.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis.
