REQUEST FOR PROPOSALS
Sealed Bids for District 2 Chip Seal Project for the surfacing of County owned and maintained dirt roads in political District 2 of Jackson County, FL will be received by Jackson County Board of County Commissioners at the Jackson County Purchasing Office located at 2864 Madison Street, Marianna, FL, 32448 until 2:00 p.m. CST on Wednesday, December 1, 2021, at which time the bids received will be publicly opened and read.
The project consists of grading, road base, chip seal, pavement markings, and grassing of the following roadways:
1.Mill Rd (8007’x 20’)
2.Bethlehem-Dirt Part (4786’x 20’)
3. Christy Lane-East Side (1640’x 20’)
4. Mill Rd (2) West of 231 to county line (7868’x 20’)
5. Gum Creek Rd-SR 77 (2550’x 20’)
6.Barron Rd from SR 273 to first curve (1245’x 20’)
A Mandatory Pre-Bid Meeting will be held on 11/15/2021 central time at the Jackson County Emergency Operations Center located at 2819 Panhandle Rd, Marianna, FL 32446. Potential bidders are required to attend. The deadline for receipt of questions will be 11/22/2021. Questions must be submitted in writing to Nicole Bradley, Procurement Officer (email: [email protected]) with a copy to the Engineering Technician, Steve Adkison (email: [email protected]).
Specifications and General Conditions may be obtained from our web page at http://www.jacksoncountyfl.gov/ services/purchasing or by emailing the Jackson County Procurement Officer at [email protected].
A Performance Bond in the amount of 100% and a Labor and Material Payment Bond in the amount of 100% will be required of the successful Bidder.
A Bid Bond payable to Jackson County for an amount not less than five percent (5%) of the amount of the bid shall be filed with the proposal. The Bid Bond to be prepared on the forms specified and signed by a Bonding company authorized to do business in the State of Florida.
All contractors and their subcontractors shall have adequate references showing performance of this type of work. Bidders may be required to submit detailed information regarding the staff that they propose for this project. The Contractor shall be capable of meeting all the requirements of the specifications at the time of the bid.
Bidders shall be contractors who are normally engaged in construction and shall be licensed as may be required
under existing Federal, State, and County laws. Only bids from qualified Contractors will be considered.
No Bid shall be withdrawn for a period of sixty (60) days after scheduled time for the receipt of bids. The Owner reserves the right to waive any or all irregularities and informalities and to reject any or all bids.

Dove Rest (GDO19-00028)- Request for an additional one-year extension to an existing Development Agreement for Dove Rest RV and Mobile Home Park. The Development Agreement is to add 100 RV units and two mobile homes to the existing site plan. This site is located at 1973 Dove Rest Drive in unincorporated Jackson County.
Waste Management (GDO19-00025)- Request for extension of an existing Development Agreement for Waste Management until May 2022. The Development Agreement is to install one leachate evaporator and three future leachate evaporators. This site is located approximately 2,473 feet west of the Springhill Landfill entrance off of Hwy 273 in unincorporated Jackson County.
