Final Notice and Public Explanation of a Proposed Activity in the

100-Year Floodplain and Wetland

This is to give notice that the Town of Alford has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under grant no. 22DB-OP-02-41-02-N01.

The proposed project is located on the north side of Park Avenue and is to improve the existing water system which serves the entire town population and will include approximately 5,300 LF of new 10” waterline, valves, 10 fire hydrants, and other appurtenant components necessary. The only area of disturbance will be the underground area of the bore to install the waterline, approximately less than 1 acre of wetland.

Town of Alford has evaluated potential for alternatives to building in the [floodplain/wetland] and has determined that it has no practicable alternative due to the scope of the project and alternative would produce far greater environmental impacts. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request at the time and location delineated in the last paragraph of this notice for receipt of comments.

The waterline location is the most direct route and least impacting to the environment. The route uses existing utility and roadway rights of way. The waterline will be directionally bored under two crossdrain culvert locations west of the railroad to avoid wetland impact. The third potential wetland impact area is inside FDOT roadside ditch subject to Federal ACOE Nationwide exemptions for utility lines and State of Florida exemption for FDOT ditch maintenance. The installed underground utility will not have permanent physical impact to adjacent wetlands or floodplain. No additional mitigation action is indicated. Construction will comply with Federal, State and local regulations.

There are three primary purposes for this notice. First, people who may be affected by activities in [floodplains/wetlands] and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

The Jackson County Board of County Commissioners is seeking a qualified company/firm to provide design/build services to develop a multi-use trail system at Eastshore Park, located in Marianna, FL. The trail system shall feature trails optimized for mountain biking and hiking. The awarded firm shall review the preliminary trail design and adjust where appropriate to develop an environmentally conscious mountain biking and hiking trail system. The trail system shall be constructed with the intent of mitigating erosion, lessening environmental impacts, and increasing the user experience. The awarded contractor is expected to used best practices and follow the International Mountain Bicycling Association (IMBA) guidelines.
