NOTICE OF PUBLIC HEARING IS HEREBY GIVEN BY THE JACKSON COUNTY HOUSING GRANTS OFFICE OF ITS INTENT TO CONDUCT A PUBLIC HEARING ON THE AFFORDABLE HOUSING ADVISORY COMMITTEE’S 2020 INCENTIVE STRATEGIES RECOMMENDATION REPORT.

The Public hearing will be held Thursday, November 19, 2020 at 4:00 p.m. in the Board of County Commission Meeting Room of the Jackson County Administration Building at 2864 Madison Street, Marianna, Florida.  The documents may be inspected at the Jackson County Housing Grants Office at 4979 Healthy Way, Suite B, Marianna, FL, 32446. Persons wishing to comment may do so in person at the public hearing, via Zoom or in writing to the Jackson County Housing Grants Office.

As a recipient of State Housing Initiative Partnership funds Jackson County established an affordable housing advisory committee in August of 2008 as required by the Florida Statute section 420.9076. The Affordable Housing Advisory Committee (AHAC) is responsible for reviewing policies, land development regulations, the Comprehensive Plan Policy, and other aspects of the County’s policies and procedures that affect the cost of housing. In addition, the AHAC is responsible for making recommendations to encourage affordable housing.

The AHAC is required to annually submit an incentive report that includes recommendations by the committee, as well as comments on the implementation of incentives in at least eleven distinct areas.  This public hearing is for comments on the final report which will be presented to the Jackson County Board of County Commissioners at the upcoming December 8, 2020 meeting.

Copies of the plans and specifications may be obtained at the office of CDG Engineers & Associates, Inc., 170 East Main Street; Dothan, Alabama 36301, upon receipt of a non-refundable deposit of $75.00 for each set. 

All Bids must be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, address, and name of the project.  Envelopes containing bids must be delivered to The City of Cottondale, 2659 Front Street, Cottondale, Florida 32431 and addressed as follows: “Cottondale CDBG Water Main Improvements.”

All contractors preparing bids shall submit with the bid documents evidence of a current Florida General Contractor’s or Underground Utility License, evidence (with original seal of the State of Florida) of proper registration with the Florida Secretary of State as a foreign corporation, and a Certificate of Good Standing as a Foreign Corporation from the State of Florida Department of Revenue.  Additionally, all contractors preparing bids shall submit, with the bid documents, evidence of the proper licensure of all subcontractors.  Subcontractor licensure shall be in accordance with the subcontractors designated scope of work.  Bids submitted by any contractor without these documents included will be rejected.

The Owner reserves the right to reject any or all bids and to waive any informalities, or to reject any or all bids, and to award the contract to the lowest, responsible, responsive bidder.  All bidders shall submit, upon request, a list of projects successfully completed in the last 3 years, having at a minimum the same scope of work and approximate construction cost as specified in this project.  All bidders must comply with requirements of the Contractor’s Licensing Law of the State of Florida and be certified for the type of work on which the proposal is submitted.  Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.  The successful bidder will be required to submit 100% performance and payment bonds.

All bidders must comply with the President’s Executive Order Number 11246 which prohibits discrimination in employment regarding race, creed, color, sex or national origin.  All bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Workhours Act.

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.  This project is financed in part by CDBG Project No. 17DB-OL-02-41-02-N 21.

PUBLIC NOTICE

The City of Cottondale is applying for Disaster Recovery Initiative funding in the amount of four million three hundred forty-seven thousand three hundred fifty-one dollars ($4,347,351.00) provided by the U.S. Department of Housing and Urban Development (HUD) to assist the State of Florida in recovering from the effects of Hurricane Michael the 2018 Storm Event.  This funding will be administered by the Florida Department of Economic Opportunity (DEO) and can only be used for selected activities that are directly related to the disaster or for disaster mitigation.  Activities that are typically eligible for funding under the Community Development Block Grant (CDBG) Program are eligible projects if no other funding is available to meet the need.  Applications are due in DEO no later than November 30, 2020. 

The City of Cottondale intends to submit an application which will include the following activities:

A public hearing to provide citizens an opportunity to comment on the application will be held on Thursday, November 19, 2020 at 5:30 p.m. or as soon thereafter as possible at the City of Cottondale City Hall Meeting Room, located at 2659 Front Street, Cottondale, Florida. 

A draft copy of the application will be available for review at the Cottondale City Hall at that time and will remain available until it is replaced with the final copy of the application submitted to DEO.  A final copy of the application will be made available at City of Cottondale City Hall, Monday through Friday between the hours of 7:00 a.m. and 3:30 p.m. no more than five (5) working days after November 30, 2020.   The application will be submitted to DEO on or before the application due date of November 30, 2020.  To obtain additional information concerning the application and the public hearing, contact Ms. Theresa Brannen, City Clerk, City of Cottondale, 2659 Front Street, Cottondale, Florida, 32431.  Telephone (850) 352-4361.

REQUEST FOR BIDS

November 10, 2020

The Town of Grand Ridge, Florida (the “Town”), seeks sealed bids from private businesses, individuals or non-profit organizations interested in leasing approximately 454.44 +/- acres of vacant land located in Jackson County, Florida at 1716 Hwy 69 and being identified as Parcel ID# 03-3N-08-0000-0030-0000 and commonly known as the Town of Grand Ridge, Florida wastewater spray field. The Town is seeking an initial five-year lease agreement, which may be renewable for additional 5-year terms.  The proposed lease shall include the right to grow, harvest, cut, bail and haul away hay growing upon the property, plant crops upon any cleared lands not currently established for hay operations, graze livestock upon the property and shall include exclusive hunting rights on the property.  In addition, the proposed lease shall require compliance by the bidder with all FDEP requirements/conditions pertaining to the property as well as additional requirements and conditions deemed advisable to protect the Town’s interest in its property and to maintain any operating permits required by FDEP or other applicable governing agencies pertaining to the use of such property. The lease shall require the bidder to maintain the pH and nitrogen levels of the soil within the allowable limits of the Town’s operating permits and shall require the planting of a cover crop by means of a no till drill during that portion of the year when grass becomes dormant.  The Town will retain any and all rights to timber growing upon the property including the right to enter upon the property, and to re-plant timber, or cut and harvest any and all timber.  The Town will maintain the perimeter fencing around the property during the term of the lease.  Any installation of interior fencing and maintenance thereof shall be the sole responsibility of the successful bidder.  Any equipment required for the operation of the property by the bidder shall be supplied by the bidder and all equipment owned by the Town shall remain solely with the Town and are specifically excluded from the proposed lease.

2. Proposed total annual rent that the bidder is willing to pay for the lease rights.

Failure to provide the above information will result in disqualification of your bid.

All bids must be sealed in an envelope with “BID FOR SPRAYFIELD LEASE” on the front of the envelope, and received in the above mentioned office, or at the Grand Ridge Town Hall, Grand Ridge, Florida, no later than 2:00 P.M., Central Standard Time, on the 19th day of November, 2020.  Bids will be reviewed by the Town Council on November 19, 2020, at 6:05 P. M., and ranked according to the highest bid for such lease rights.  The Town will negotiate with the highest ranked bidder and if unable to negotiate a lease satisfactory to the Town and such highest ranked bidder, the Town reserves the right to negotiate with the next highest bidder.  The top three ranked bidders will be notified of their ranking following the November 19th, 2020 meeting.

The Town of Grand Ridge reserves the right to accept or reject any or all bids, reserves the right to waive any defect or informality in any bid, and to award the bid to the firm who, in the Town Council’s sole opinion, submits the best bid.
