JACKSON COUNTY 2ND PUBLIC HEARING NOTICE
Jackson County is applying to the Florida Department of Economic Opportunity (DEO) for a grant under the Economic Development category in the amount of $620,222.00 from the Small Cities Community Development Block Grant (CDBG) Program FFY2014.  If for any reason the project is not funded under this specified year’s funding, the application will be reapplied under the FFY2015 funding.  For each activity that is proposed, at least 51% of the funds must benefit low and moderate income persons.  The activities, dollar amounts, and estimated percentage benefit to low and moderate income (LMI) persons for which the County is applying are:

The project entails construction of the following infrastructure in support of a new medical facility:

Street Improvements
New Access Roadway and Intersection Improvements:  Jackson County shall construct a new public access roadway from US 90 at the intersection of SR 71 north approximately 1150 L.F.  These improvements shall include roadway pavement, street lighting, sidewalk, curbing, signage/pavement markings and a public bus stop for the local public transit system that will serve the facility.  Intersection improvements include but not limited to roadway pavement, construction of an approximate 300 L.F. turnlane on US 90, curbing, mast arm and signalization, electrical, and pavement/markings.  These improvements shall occur within the intersection and within a 500 foot area in each travel direction.

Natural Gas
Jackson County is proposing to construct improvements to the existing natural gas transmission system to serve the proposed site. Natural Gas Lines will be extended 1250 L.F. to the east from current terminations on the south side of US 90 near Commercial Park Drive to the proposed development site.  This will include natural gas lines, directional bore under highway, valves, meters, and appurtenant components.

Flood and Drainage Improvements
Construction of new public stormwater facilities that will serve the new facility and the new roadway improvements.  This facility will be located just to the east of the proposed development on the north side of US 90, on dedicated public stormwater retention easements

Additional infrastructure required for the project and shall be funded through non-CDBG funding include:

Water Line and Sewer Improvements
Jackson County is proposing to construct improvements to the existing central waterlines and sewer system to supply services to the proposed site. 2200 L.F. of Waterlines and 850 LF of Sewer lines will be extended from current terminations just to the west of the proposed facility on the north side of US 90 in the vicinity of Commercial Park Drive, to the proposed development site, this includes the waterlines extending approximately 800 LF east of the proposed development site on the north side of US 90 reconnecting into the existing system. This will include valves, meters, fire hydrant assembly, waterlines, sewer lines, manholes, and appurtenant components.

The County plans not to displace any persons as a result of the planned CDBG funded activities.

The public hearing to receive citizen’s views concerning the community’s economic and community development application will be held at the Jackson County Administration Meeting Room, 2864 Madison Street, Marianna, Florida, on January 12, 2016 at 9:00 AM (CT) or soon thereafter.  For information concerning the public hearing contact the Office of the County Administrator, 2864 Madison Street, Marianna, Florida, (850) 482-9633.  A draft copy of the application will be available for review on January 5, 2016 on business days from 9:00AM to 3:00PM at the Office of the County Administrator.  Persons wanting to submit written comments on the application should send them to Pamela Pichard, Interim County Administrator by email at

1.    Other Government (federal, state, and local) assistance to the project in the form of a gift, grant, loan, guarantee, insurance payment, rebate, subsidy, credit, tax benefit, or any other form of direct or indirect benefit by source and amount;
2.    The identities and pecuniary interests of all developers, contractors, or consultants involved in the application for assistance or in the planning or development of the project or activity;
3.    The identities and pecuniary interests of any other persons with the pecuniary interest in the project that can reasonably be expected to exceed $50,000 or 10% of the grant request (whichever is lower);
4.    For those developers, contractors, consultants, property owners, or others listed in two (2) or three (3) above which are corporations, or other entities, the identification and pecuniary interests by corporation or entity of each officer, director, principal stockholder, or other official of the entity;
5.    The expected sources of all funds to be provided to the project by each of the providers of those funds and the amount provided; and
6.    The expected users of all funds by activity and amount.
