NON-AD VALOREM ASSESSMENTS
TOWN OF ALFORD

The Town of Alford, Florida (the “Town”) hereby provides notice, pursuant to section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem special assessments in the incorporated area of the Town, for the cost of providing roadway improvements and maintenance services commencing for the Fiscal Year beginning on October 1, 2017. The Town will consider the adoption of a resolution electing to use the uniform method of collecting such assessments authorized by section 197.3632, Florida Statutes, at a public hearing to be held at 6:00 p.m. on December 13, 2016 in the Alford Community Center, 2562 Park Avenue, Alford, Florida.  Such resolution will state the need for the levy and will contain a legal description of the boundaries of the real property subject to the levy. Copies of the proposed form of resolution, which contains the legal description of the real property subject to the levy, are on file at the Office of the Town Clerk located at 1768 Georgia Street, Alford, Florida.  All interested persons are invited to attend.

The Town of Alford will conduct a public hearing on Tuesday December 13, 2016 at 6:00 p.m. at the Alford Community Center located at 2562 Park Avenue, Alford, FL.  This public hearing will be held to consider adoption of the following ordinance:
AN ORDINANCE ESTABLISHING MUNICIPAL WATER RATES FOR THE TOWN OF ALFORD, FLORIDA; PROVIDING FOR SEVERABILITY, REEALER, AND AN EFFECTIVE DATE.

PUBLIC NOTICE

The Federal Emergency Management Agency (FEMA) and Florida Division of Emergency Management (FDEM) have received the following application for Federal grant funding.  Final notice is hereby given of FEMA’s consideration to provide funding in the form of Hazard Mitigation Grant Program Funds which will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations.  Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains of wetland.  WEO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Location of Proposed Work:
The area affected by this project consists of activities located at Chipola College, City of Marianna, Florida, Section 34, Township 5N, Range 10, (Latitude 30o 47’ 36.89” N; Longitude 85o 13’ 43.12” W), in Jackson County, Florida. 

Proposed Work and Purpose:
The City of Marianna and Chipola College are partnering to utilize an existing stormwater facility at the College campus to capture and treat stormwater drainage that currently runs by the existing facility to empty untreated into the Chipola River. The facility would be expanded from a 1.6-acre facility to roughly 6.75 acres and constructed as a wet pond to provide a permanent pool that will be used to irrigate College grounds.

The Northwest Florida Water Management District has issued permit for the project on November 22, 2016 under Permit # IND-063-17612-1;

The U.S. Army Corps of Engineers:  No permit required.

Project Alternatives:
The alternatives to the project that have been and will be considered are:

1) The proposed alternative which is recommended.
2) Improvement of the existing 1.6-acre pond to address leaching bottom soils. This alternative does not address the bypass stormwater or its pollutant contribution to the Chipola River. This option is not seen as reasonable in ignoring the environmental impact.
3) No action alternative. This option does not forward objectives of the Community, State and national environmental goals, nor offer public benefit.

Comment Period:
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project.  The comment should be made in writing and addressed to the Florida Division of Emergency Management FDEM), Hazard Mitigation Grant Program – HMGP-4177-DR-FL, 2702 Directors Row, Orlando, FL 32809.  These are due within 30 days of this notice.  The state (FDEM) will forward comments to applicable regularity agencies as needed.  Interested persons may submit comments, obtain more detailed information about the proposed action, or request a copy of the findings by contacting:

management system Major modification of an existing stormwater facility to treat additional strormwater run-off that is currently being bypassed to an OFW. The project is located at Prough Drive, Jackson County.

The file containing the application for this permit is available for inspection Monday through Friday (except for legal holidays), 8:00 a.m. to 5:00 p.m. at the Northwest Florida Water Management District’s ERP Office, Carr Building, Suite 225 3800 Commonwealth Blvd., Tallahassee, FL 32399.

A person whose substantial interests are affected by the District permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57 F.S., or may choose to pursue mediation as an alternative remedy under Section 120.573, Florida Statutes, and Rules 28-106.111 and 28-106.401-404, Florida Administrative Code.
