Ten (10) copies of sealed proposals marked “Solid Waste Collection/Disposal Services, Attention: Connie Lea Butts, Town Manager” must be received by 2 pm (CST) on Monday, April 3, 2017 at the office of the Town Manager, Sneads City Hall, 2028 Third Avenue, Sneads, FL 32460. Immediately following the deadline all proposals will be opened and read publicly in the Sneads City Hall Council Meeting Room.

 

The Proposal Packet can be obtained at no charge from the Sneads City Hall located at 2028 Third Avenue, Sneads, FL 32460. For additional information, you may contact Town Manager, Connie Lea Butts, at 850-593-6636.

 

 

 

Each proposal must be accompanied by a Bid Bond or cashier’s check payable to the Town of Sneads for five percent (5%) of the required $1,000,000 (one million dollars) Performance Bond.

 

 

 

The Town of Sneads reserves the right to waive informalities or to reject any or all proposals. Award will be made on the basis of the cost and qualifications/reputation of the proposer. The Town of Sneads will not be obligated to award the contract to the lowest proposer.

Title: Calculation of Methodology for STREET PAVING SPECIAL ASSESSMENTS

 

 

 

Description: The Town of Alford, Florida, Town Council is seeking formal, sealed proposals from qualified consulting and engineering firms to provide consulting services for the purpose of preparing a rate study and calculation of Street Paving Special Assessments to fund all or any portion of a Street Paving Project and creating a methodology for allocating such assessments by and among the various property owners within the Town of Alford that may be benefited by said project as indicated within the context of this solicitation. Additionally, upon determination of the amount and methodology for allocating the Street Paving Special Assessments the Town intends to utilize the Uniform Method of Collecting Non-Ad Valorem Special Assessments as provided in Section 197.3632, Florida Statutes, for collection of the same. Any responsive proposer shall be knowledgeable of the public notice, non-ad valorem assessment roll certification, and collection process required pursuant to Section 197.3632. Responsive proposers shall be capable of performing all applicable public notice requirements pursuant to section 197.3632, including the mailing of first class notices to affected property owners. Upon the determination of the project cost and methodology for allocating such Street Paving Special Assessments, the responsive proposer shall also be responsible for preparing the certified non-ad valorem assessment roll and transmitting such roll, on compatible electronic medium, to the tax assessing and collecting authorities for Jackson County, Florida, on behalf of the Town pursuant to Section 197.3632.
