Combined Town of Malone Fair Housing and EEO Notice

This is to give notice that the City of Marianna has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under (grant #M0011).
The proposed project is intended to conduct citywide wastewater transmission system restoration and repair focusing on Inflow and Infiltration (I&I) to repair the lasting damages from Hurricane Michael and to harden against future disasters. The proposed project consists of repairs to various city lift stations (Hill Crest, West End, Jail, Cedar, Kelson, Plant, West Manor, Riverview, Booker) and sewer pipelines as well as construction of necessary infrastructure to assist with I&I reduction (Mashburn Rd, Penn Ave, ditch line south of Schwenche Dr). Less than 20 acres of Floodplains and less than 8 acres of Wetlands may be disturbed; however, the project will consist of subsurface activities.
City of Marianna has considered but discovered no practicable alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values as rehabilitation of the existing system should occur within its existing footprint and proposed gravity collection mains should follow existing topography. Deviations to the proposed routes could create disturbances in locations not already disturbed by existing utilities or be impractical for construction, operation, and maintenance of the system. Compliance will be maintained with all state and local floodplain/wetland protection procedures. No LOMRs or LOMAs from FEMA are applicable.
City of Marianna has reevaluated the alternatives to building in the floodplain/wetland and has determined that it has no practicable alternative due to the scope of the project. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

Sealed Bids for the construction of the Tara Estates Subdivision Sewer Extension will be received by the City of Marianna at the office of Nikki Mayberry, Administrative Assistant, located at City Hall, 2895 Jefferson Street, Marianna, FL, 32446 until 2:00 p.m. local time on October 18, 2022. The project consists of approximately 2116 LF of 8” PVC gravity sewer main, 12 associated manholes, 22 gravity sewer or low-pressure/ gravity hybrid sewer services, 1,073 LF of PVC 4” force main, 1 valve, 1 air/vac valve replacement, 1 lift station, and roadway/driveway directional bores within the right-of-way. On lot services will consist of 3250 LF of 4” PVC gravity sewer services. There are estimated to be 14 residential service connections which include a gravity or low-pressure/ gravity hybrid sewer connection to the existing residence, abandonment of the existing septic tank, septic tank disconnections, and site restoration.
