This is to give notice that the Town of Grand Ridge, Florida has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the FloridaCommerce Small Cities Community Development Block Grant – (CDBG-SC) program under subgrant agreement number 23DB-N26.
Service Area #1 Stormwater Drainage – John Thomas Porter Recreational Facility
03I – Flood and Drainage: The Town of Grand Ridge proposes to address stormwater runoff and flooding challenges at John Thomas Porter Recreational Facility by utilizing its Small Cities CDBG Neighborhood Revitalization assistance to install 1,078 linear feet (LF) storm drainage culverts, nine inlets, one mitered end section, two submersible pumps with control panel and restoration of sidewalks and driveways disturbed during construction. John Thomas Porter Recreational Facility is located at 6951 Florida Street in Grand Ridge.
The Town will utilize to address the inadequacies of the drainage in the service area, that includes all the occupied households within the Town of Grand Ridge and the Town’s residents served by the John Thomas Porter Recreational Facility.

The beneficiaries for the Flood and Drainage construction activity in SA #1 are the 1,065 persons residing in the 422 households within Service Area #1. A random sample service area door to door survey of the Town’s beneficiaries in the Service Area was conducted. The results are the area is 69.77% Low and Moderate income (LMI). The project, if constructed, will greatly enhance the quality of life for the LMI households being served by the Town’s John Thomas Porter Recreational Facility is located at 6951 Florida Street in Grand Ridge.
A portion of the activities in Service Area #1 may be carried out within a floodplain and/or wetland. Approximately .20 acres of land located within a Palustrine Shrub-Scrub Deciduous Seasonally Flooded (PSS6C) wetland may be included in the construction area for drainage storm water culverts located adjacent to the baseball fields east northeast of the end of Oak Street.

The beneficiaries of the potable water main project proposed in this SA #4 are the three (3) people residing in the one (1) household within SA #4. A 100% door to door survey of the benecifiaries in the Service Area was conducted. The results are the area is 100.00% Low and Moderate Income (LMI). The project, if constructed, will greatly enhance the quality of life for the LMI households being served in SA # 3 by the Town’s potable water system. No portion of the proposed work in SA #2 is located in the 100-year floodplain or in a wetland.
The proposed project will install much needed stormwater drainage infrastructure for the residents of the Town served by the John Thomas Porter Recreational Facility. A small portion of the proposed infrastructure will reside within a wetland. The Town of Grand Ridge has evaluated the potential of completing this project outside the wetland and determined that to do so would require acquisition of portions of the adjacent property to reroute the project through, which would increase costs well beyond budgetary constraints and would expand project timeframes to an unforeseeable completion date due to conducting acquisitions in compliance with the Uniform Relocation Act. The Town also considered rerouting the project west through the existing baseball field the proposed drainage would serve; however, it was concluded this approach would require substantial reconstruction of the baseball field which likely increase construction costs to more than the current budget. Finally, the Town considered the option of simply not completing the project, would leave the flood and drainage challenges at the Town’s John Thomas Porter Recreational Facility unresolved, which would continue to impact the residents it serves.
The Town concluded that while portions of the proposed drainage project are located in a wetlands, the best approach to addressing the flood and drainage needs of the community is to make improvements to the existing infrastructure as initially proposed. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
Although small portion (.02 acres) of the proposed drainage project in service area number one (1) will be located in a wetland, the Town believes that the current location of the proposed improvements cannot be undertaken in any other location due to the scope of the project and the fact that the proposed scope is designed to better manage the extension and expansion of flooding and to protect properties within the Town. There is, therefore, no practicable alternative than to continue with the project as proposed.
The proposed improvements conform to applicable floodplain and wetlands protection standards. The proposed action will not affect natural or beneficial floodplain and/or wetland values, and residents of the community will benefit from the project.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplains and or wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and or wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and or wetlands, it must inform those who may be put at greater or continued risk.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Graceville.
REQUEST FOR RELEASE OF FUNDS
On or about August 27, 2024, the City of Graceville will submit a request to the Florida Department of Commerce (FloridaCommerce) for the release of Community Development Block Grant – Disaster Recovery (CDBG-DR) funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as #M0172 to make the following improvements:
Activities:
The City of Graceville will utilize its Hurricane Michael Rebuild Florida Community Development Block Grant – Disaster Recovery (CDBG-DR) assistance to harden and equip its potable water system to be resilient and remain fully operational during future storms. The City will do this by addressing the current inadequacies of the City’s Potable Water System by:

  • Installing one (1) new emergency electrical generator at Well Site #3 located at 990 4th Avenue, Graceville, Florida. Well Site #3 currently is not equipped with an emergency electrical generator.
  • Installing two (2) new emergency electrical generators, one at Well Site #6 located at 5215 Cliff Street, Graceville, Florida, and one at Well Site #7 located at 5241 Ezell Road, Graceville, Florida. These two new emergency electrical generators will replace the two existing outdated emergency electrical generators which are no longer reliable and for which the City can no longer obtain replacement parts if the generators need repair.
  • Installing a potable water system-wide SCADA system that will allow the Public Works staff to remotely monitor and operate the Potable Water System without placing themselves in danger during and in the aftermath of disaster events.

    FINDING OF NO SIGNIFICANT IMPACT
    The City of Graceville has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 5348 Cliff Street, Graceville, Florida 32440, and may be examined or copied from 8:00 A.M. to 4:00 P.M. CT Monday through Friday.
    PUBLIC COMMENTS
    Any individual, group, or agency may submit written comments on the ERR to Michelle C. Watkins, City Manager, City of Graceville, P. O. Box 637, Graceville, Florida 32440. Comments may also be submitted via email at [email protected]. All comments must be received by August 26, 2024. Comments will be considered prior to the City of Graceville requesting a release of funds. Comments should specify which notice they are addressing.
    RELEASE OF FUNDS
    The City of Graceville certifies to FloridaCommerce and HUD that Arthur PW Obar, Jr. in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. FloridaCommerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Graceville to use the CDBG funds.
    OBJECTIONS TO RELEASE OF FUNDS
    FloridaCommerce will accept objections to its release of funds and the City of Graceville certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Graceville; (b) the City of Graceville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Commerce, Office of Long-Term Resiliency at 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact the City of Graceville to verify the actual last day of the objection period.

STATE HOUSING INITIATIVES PARTNERSHIP (SHIP)
A Pre-Bid Conference for the rehabilitation of stick-built and construction of stick-built homes will be held on Friday, August 16th, 2024, at 9:30AM CST / 10:30AM EST at the Jackson County Administration Office’s Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on time.
Contractors shall be pre-qualified with all license/insurance requirements before pre-bid conference (walk-through). All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the bid package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.
After a brief meeting at the Jackson County Administration Office, group mandatory walk-throughs for the properties will be held. Any contractor not remaining with the group and failing to be present at each property within a reasonable amount of time will not be permitted to bid. No contractor is permitted to view the property after the walk-through or contact the property owner individually unless otherwise given permission by SHIP/HHRP Administrators.
Sealed bids for the properties will be opened at the Jackson County Administration Office’s Conference Room located at 2864 Madison Street, Marianna, Florida, on Friday, September 6th, 2024 at 12:30PM CST / 1:30PM EST. Bids will be publicly opened and read aloud starting promptly at 12:30PM CST / 1:30PM EST. Plan to arrive early; no bids will be accepted after starting time. If you are unable to attend the bid opening and would like to submit your bid early to be considered at opening, they can be submitted in-person by Friday, September 6th, 2024 at the Jackson County Board of County Commissioners Administration Office.
Bids must be in a sealed envelope marked for SHIP/HHRP and identified by the name of the firm and the date of the bid opening. For bids to be considered, all forms required in the bid packet must be signed in ink and submitted legibly, which includes all itemized costs and total bid cost for each designated property address. YOU ARE HEREBY NOTIFIED that the State of Florida, Department of Children and Families, has filed a Petition to terminate your parental rights and permanently commit the following child for adoption: S.B. born on 7/17/2015. You are hereby commanded to appear on October 11, 2024, at 9:00 AM C.T. before the Honorable Ana Garcia, Circuit Judge at the Jackson Courthouse, 4445 Lafayette St. Marianna, Fl 32446, in person for an ADVISORY HEARING.
FAILURE TO PERSONALLY APPEAR AT THIS ADVISORY HEARING CONSTITUTES CONSENT TO THE TERMINATION OF PARENTAL RIGHTS OF THIS CHILD (OR CHILDREN). IF YOU FAIL TO APPEAR ON THE DATE AND TIME SPECIFIED, YOU MAY LOSE ALL LEGAL RIGHTS AS A PARENT TO THE CHILD OR CHILDREN NAMED IN THIS NOTICE.
