Old Cottondale Road West Water System Improvements
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Old Cottondale Road West Water System Improvements will be received by the City of Marianna at the office of Nikki Mayberry, Administrative Assistant, located at City Hall, 2895 Jefferson Street, Marianna, FL, 32446 until 2:00 p.m. local time on August 31, 2022. Bids received will be “publicly” opened and read in the lobby of City Hall, 2895 Jefferson Street, Marianna, FL 32446.
The project consists of approximately 4590 LF of 12” potable water main with roadway/driveway bores, 588 LF of 6” potable water main with roadway bores, 17 valves, 7 fire hydrants, 21 services extensions to existing meters and site restoration. The project also includes the abandonment of the existing water main in place.
The project is to be financed through the Rural Infrastructure Fund (RIF Grant Agreement Number D0186) administered by the State of Florida Department of Economic Opportunity. All bids must be submitted in triplicate. Any bids received after the specified time and date will not be considered.
The City of Marianna reserves the right to waive any informalities or to reject any or all bids. The City of Marianna is an Equal Opportunity Employer. Each Bidder must deposit with his/her security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable according to the Department of Treasury Circular 570.
Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursday between the hours of 7 a.m. to 5 p.m., as well as Friday between the hours of 7 a.m. to 11 a.m. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.

Sealed Bids for the Jackson County Guardrail Replacement Project (DR-4399) will be received by Jackson County Board of County Commissioners at the Jackson County Purchasing Office located at 2864 Madison Street, Marianna, FL, 32448 until 2:00 p.m. CST on Thursday, August 25, 2022, at which time the bids received will be publicly opened and read.
Repair and replacement work generally include removing existing, damaged guardrail barriers and replacing with a new guardrail barrier including end sections, railing, posts, blocks, and reflective tabs. New barriers shall be replaced like-for-like when possible or according to the latest FDOT standards. Total linear feet of guardrail to be replaced is 2,969.5 LFT. This total guardrail length is divided along various County Roads among the five County Commission Districts:

  2. District 2 – 1,086 ft.
  3. District 3 – 96 ft.
  4. District 4 – 1,062 ft.
  5. District 5 – 294.5 ft.

REQUEST FOR RELEASE OF FUNDS
On or about August 24, 2022 the Town of Campbellton, Florida will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project which will include acquisition of property, demolition of dilapidated buildings, and construction of a community park. The estimated costs associated with this grant project is $500,300, which includes $1,000 of Town Leverage toward construction costs.
FINDING OF NO SIGNIFICANT IMPACT
The Town of Campbellton has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Campbellton Town Hall, 2345 Highway 2, Campbellton, FL 32426 and may be examined or copied weekdays 8:00 A.M to 3:00 P.M. CT.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Campbellton. All comments must be received by August 22, 2022. Comments will be considered prior to the Town of Campbellton requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The Town of Campbellton certifies to the Florida Department of Economic Opportunity and HUD that Douglas Cotton in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Campbellton to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
DEO will accept objections to its release of funds and the Town of Campbellton certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Campbellton; (b) the Town of Campbellton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. PRE-QUALIFICATION OF BIDDERS:

  1. Only those General Contractors and Roofing Contractors that are pre-qualified to provide general construction contracting and roofing contracting to the Jackson County School Board will be eligible to submit contracting bids for this project.
  2. Contractors who have been pre-qualified by Jackson County School Board shall be deemed to be responsible contractors qualified by registration, licenses, experience, and financial position to do the work specified in the contract documents.
  3. Pre-qualifications of general contractors and roofing contractors by the Jackson County School Board does not negate the requirement of bidders to comply with all other requirements set forth in the bid documents.
    Each bid must be accompanied by a bid bond or a cashier’s check, made payable to the Jackson County School Board, Marianna, Florida in the sum of 5% of the base bid as a guarantee and with an agreement that the bidder will not revoke or cancel his bid or withdraw from the competition for a period of thirty (30) days after the opening of bids, and that in the event the contract is awarded to the bidder, he will within ten (10) consecutive days after it is submitted, enter into a written contract with the Jackson County School Board in accordance with the accepted bid. The cost of the bond will be included as part of the bidder’s base-bid proposal.
    The Owner reserves the right to waive informalities in any bid, to reject any or all bids, or to accept any bid and any combination of alternates or separate bid prices that, in their judgment, will be in the best interest of Jackson County School Board.
