REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES FOR THE TOWN OF GRAND RIDGE FOR A FFY 2022 COMMUNITY DEVELOPMENT BLOCK GRANT – DISASTER RECOVERY PROJECT DEO AGREEMENT #M0119
BID REQUEST 2022-M0119ENG
The Town of Grand Ridge hereby requests proposals from qualified individuals or firms to provide engineering services for a Florida Community Development Block Grant-DR (CDBG-DR) project in the Disaster Recovery category.
This project will consist of the installation of two (2) stationary emergency electrical generators, electrical transfer switches and wiring, associated hardware and software, fuel tanks, site prep and concrete pads at the Potable Water Wells located at the Town Water Treatment Plants along with the installation of a new SCADA telemetry system at all four (4) of the Town’s Potable Water wells.
The Town has been awarded a Florida CDBG-DR DEO agreement #M0119 in the amount of $1,017,050.00, therefore, procurement and contracting will follow CDBG regulations.
Contracts funded in whole or in part through other funding sources such as the Florida Rural Infrastructure Fund may be entered into from this solicitation.
Engineering Services for this project will include bidding, construction administration, and resident observation services.
Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.

The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations governing the
    CDBG Program as well as other grant programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts
  6. Ability to become Quickly Familiar with Local Conditions; 10 pts.
  7. References: All CDBG projects for last three (3)
    years for which you are responsible; 10 pts

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.
Negotiation will begin with the firm ranked highest based upon the final rankings.
Respondents are required to submit one (1) original and five (5) copies in a sealed envelope marked “SEALED PROPOSAL FOR CDBG-DR 2022-M0119ENG”. The Town of Grand Ridge hereby requests proposals from qualified individuals or firms to provide administrative services for a Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) in the Disaster Recovery category. The Town has been awarded CDBG-DR DEO Agreement No. M0119 in the amount of $1,017,050.00 for the FFY 2022 funding cycle; therefore, procurement and contracting will follow CDBG regulations.
Administrative services will include complete management and reporting for the project with separate tracking for each funding source. A scope of work outlining the tasks to be performed and a proposed cost must be included in the proposal.
The evaluation criteria that will be utilized in the selection of a grant administrator are as follows:

  1. The staff’s number of years of experience with administering
    projects through the State of Florida Community Development
    Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  2. The number of years of experience of the firm’s management
    group with the State of Florida Community Development
    Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  3. Proposed approach to administration of the grant (requires
    an outline of the proposed tasks to be performed). 20 pts.
  4. Number of favorable client reference letters dated 2011 or
    later provided from other communities. Please note, only
    one (1) letter per community will be accepted. 20 pts.
  5. The quality of the response from the client references
    provided from other communities. 15 pts.
  6. Fee or proposed fee basis. 5 pts.

This proposed project directly addresses the post Hurricane Michael commercial decay by saving existing businesses and restoring an empty commercial space to bring back immediate employment opportunities. The revitalization of the downtown area is a critical priority to ensure the town can continue its recovery from the devastation left from Hurricane Michael. Four businesses will be receiving direct assistance from the project, but the indirect benefits to the entire town’s residents and businesses will be immeasurable. Estimated total cost of the project is $425,407.77; CDBG-DR grant agreement #M0046. The specific locations of this project are 5406 10th Street, 5408 10th Street, 5413 10th Street and 5417 10th Street Malone FL 32445.
