These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Marianna.
REQUEST FOR RELEASE
OF FUNDS
On or about September 9, 2022, the City of Marianna will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to complete commercial revitalization recovery support to private businesses and public corridors critically damaged during Hurricane Michael. Use of CDBG-DR/HR funds (Agreement #M0047) in the amount of $7,368,342.00 will include acquisition, demolition of dilapidated structure(s), reconstruction of historic building(s) and direct assistance to seven businesses. The Downtown CRA is leveraging $50,000 toward construction costs.
FINDING OF NO SIGNIFICANT IMPACT
The City of Marianna has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Marianna City Hall, 2895 Jefferson Street, Marianna, FL 32446 and may be examined or copied weekdays 8:00 A.M to 4:00 P.M. CT.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Marianna. All comments must be received by September 7, 2022. Comments will be considered prior to the City of Marianna requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Marianna certifies to the Florida Department of Economic Opportunity and HUD that Jim Dean in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Marianna to use the CDBG funds.
OBJECTIONS TO RELEASE
OF FUNDS
DEO will accept objections to its release of funds and the City of Marianna certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Marianna; (b) the City of Marianna has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Marianna to verify the actual last day of the objection period.

The project includes expanding the capacity of the Caney Stormwater Pond by deepening the pond, the installation of stormwater piping to carry the stormwater collected in the Caney Stormwater Pond Drainage Basin into Caney Pond, and the expansion of a discharge channel to carry the excess stormwater from Caney Pond into the DOT Stormwater Collection System along Highway 231. Caney Pond is located between Elliot Drive on the east, Ganey Landing Road on the west, Broad Street on the north and Gilbert Lane on the south. Caney Pond is a naturally formed pond.
The Recipient will utilize CDBG assistance to construct approximately 890 Linear Feet (LF) of storm drain piping and 60 LF of steel encased storm drain pipe to be installed under the railway, and will include the installation of 28 headwalls and two storm drainage piping junction boxes. Additionally, the project will excavate approximately 110,000 cubic yards from Caney Pond and approximately 31,200 cubic yards from existing channels to increase capacity of the storm water systems retention areas, which currently do not adequately provide storm water drainage during significant rain events. During significant rain events, the Caney Pond storm water drainage basin floods on a regular basis.
The Caney Pond Drainage Basin Service Area is bound by Miss Mae Lane, Hickory Street, and Pippin Drive on the North, Railroad Street on the south, the eastern end of Buttercup Lane on the east, and the rear property line of the homes on the west side of Parrish Street and Purvis Street on the west. Stormwater drainage piping improvements would be constructed along all of West Street, portions of Front Street, under the existing railroad and along existing drainage easement between Front Street to Highway 231. Between Highway 231 and Magnolia Street the stormwater would pass through an existing drainageway maintain by the Florida Department of Transportation (DOT). The stormwater would continue flowing down the existing drainageway between Magnolia Street until it entered Caney Pond. An overflow structure will be constructed at the northeast corner of Caney Pond and the overflow will continuing northward through an existing drainage channel which will be expanded, terminating in the DOT stormwater drainage piping system located within the Highway 231 right-of-way. The entire Caney Pond Drainage Basin Service Area is located in Jackson County a HUD designated most impacted and distressed County.
The beneficiaries for the Flood and Drainage construction activity in SA #1 are the 414 persons residing in the 205 households within Service Area #1. A portion of the activities in Service Area #1 may be carried out within a floodplain and/or wetland. Approximately 17.65 acres of land located within a 100-year floodplain and/or wetland may be included in the construction area.
A random sample door to door survey of the Caney Pond Drainage Basin Service Area was conducted. The results are the area is 67.15% Low and Moderate income (LMI). The project, if constructed, will greatly enhance the quality of life for the LMI households residing in the Caney Pond Drainage Basin Service Area.

The Town of Grand Ridge will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetland and the potential impacts on the floodplain and wetland from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
Service Area (SA) #1 – Sanitary Sewer Hardening and Resiliency Service Area:
03J Sewer Line Replacement: The Town of Grand Ridge’s Sanitary Sewer Collection System is dependent on nineteen (19) aging lift stations to pump effluent away from homes and businesses in Grand Ridge and to the Wastewater Treatment Plant (WWTP). The pumps and electrical components in these lift stations are nearing the end of their useful life expectancy. Replacement parts for these lift stations are becoming increasingly difficult to obtain. None of the nineteen (19) Sanitary Sewer lift stations are currently equipped with emergency electrical generators or SCADA communications.
The Town of Grand Ridge will utilize $7,508,451.00 in CDBG Disaster Recovery assistance, under Round Two of the Rebuild Florida General Infrastructure Repair Program, to harden and equip its Sanitary Sewer System to be resilient and remain fully operational during future hurricanes, significant storm events and other disasters causing the loss of power to the Town’s critical sanitary sewer infrastructure facilities. This project will ensure the health, safety and welfare for the residents of Grand Ridge, as well as for the essential Town staff working toward recovery in the aftermath of such events.
The Town will utilize its CDBG Disaster Recovery assistance to address the inadequacies of the Sanitary Sewer System by installing nineteen (19) new fixed by-pass pumps/emergency electrical generators at the Sanitary Sewer Lift Stations and at the WWTP that currently do not have an emergency electrical generator providing emergency electrical power to run the lift stations during power outages, by rehabilitating all nineteen (19) of the same Sanitary Sewer Lift Stations, replacing the necessary components that include but are not limited to the aging pumps, controls, and linings, and by rehabilitating the equipment at the Wastewater Treatment Plant that was impacted by Hurricane Michael. Additionally, the Town will utilize its CDBG Disaster Recovery assistance to install a system-wide SCADA system that will allow the Public Works staff to remotely monitor and operate the Sanitary Sewer System without placing themselves in danger during and in the aftermath of natural disasters and other unanticipated events.
The beneficiaries for the Flood and Drainage construction activity in SA #1 are the 929 persons residing in the 397 households within Service Area #1. A random sample service area door to door survey of the Town’s sanitary sewer customers Service Area was conducted. The results are the area is 75.89% Low and Moderate income (LMI). The project, if constructed, will greatly enhance the quality of life for the LMI households being served by the Town’s sanitary sewer system.
A portion of the activities in Service Area #1 may be carried out within a floodplain and/or wetland. Approximately .05 acres of land located within a Palustrine Forested Deciduous Semi Permanently Flooded Wetland (PF06F) wetland may be included in the construction area for Lift Station number 2 located at the southern most end of Shadow Bay Drive.

This project will consist of the installation of two (2) stationary emergency electrical generators, electrical transfer switches and wiring, associated hardware and software, fuel tanks, site prep and concrete pads at the Potable Water Wells located at the Town Water Treatment Plants along with the installation of a new SCADA telemetry system at all four (4) of the Town’s Potable Water wells.
The Town has been awarded a Florida CDBG-DR DEO agreement #M0119 in the amount of $1,017,050.00, therefore, procurement and contracting will follow CDBG regulations.
Contracts funded in whole or in part through other funding sources such as the Florida Rural Infrastructure Fund may be entered into from this solicitation.
Engineering Services for this project will include bidding, construction administration, and resident observation services.
Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.

The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations governing the
    CDBG Program as well as other grant programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts
  6. Ability to become Quickly Familiar with Local Conditions; 10 pts.
  7. References: All CDBG projects for last three (3)
    years for which you are responsible; 10 pts

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.
Negotiation will begin with the firm ranked highest based upon the final rankings.

The Town of Grand Ridge hereby requests proposals from qualified individuals or firms to provide administrative services for a Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) in the Disaster Recovery category. The Town has been awarded CDBG-DR DEO Agreement No. M0119 in the amount of $1,017,050.00 for the FFY 2022 funding cycle; therefore, procurement and contracting will follow CDBG regulations.
Administrative services will include complete management and reporting for the project with separate tracking for each funding source. A scope of work outlining the tasks to be performed and a proposed cost must be included in the proposal.
