The School Board of Jackson County, Florida, gives notice of its intent to amend the following Board Policies: Board Policy 7101; Board Policy 3430.4; Board Policy 4430.04.
Hard copies of the proposed policies revisions can be reviewed at the Jackson County School Board Office or can be emailed upon request.
Purpose and Effect: The purpose is to update the policies so that they will be consistent with current legislation. The effect is that the policies will be current and consistent with state and federal guidelines.

On or about May 26, 2023 the Town Of Malone will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) of 1974, as amended, to undertake a project known as Downtown Business Revitalization Project for the purpose of directly addressing the post Hurricane Michael commercial Decay by saving existing business and restoring empty commercial space to bring back immediate employment opportunities. The revitalization of the downtown area is a critical priority to ensure the town can continue its recovery from the devastation left from Hurricane Michael. Estimated HUD funding of the project is $424,407.77 and in-kind funding of $1,000.00 from the Town of Malone for a total estimated project of $425,407.77; CDBG-DR grant agreement # M0046. The specific locations of the project are 5406 10th Street, 5408 10th Street, 5413 10th Street, and 5417 10th Street Malone FL 32445.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements or alternative. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Malone Town Hall 5187 9th Avenue Malone FL 32445 and may be examined or copied weekdays _9_A.M to _4_P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Linda Wilson, Town Clerk via email at [email protected] or mail to the Town of Malone, 5182 9th Ave Malone, FL 32445. All comments received by May 25, 2023, will be considered by the Town of Malone prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The Town of Malone certifies to Florida Department of Economic Opportunity that Brenda Welch in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Florida DEO approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Malone to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
DEO will accept objections to its release of fund and the Town of Malone certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Malone; (b) the Town of Malone has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Florida DEO; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Economic Opportunity at 107 East Madison Street, Tallahassee, FL 32399-6508 MSC 400. Potential objectors should contact DEO to verify the actual last day of the objection period.
