These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Campbellton.
REQUEST FOR
RELEASE OF FUNDS
On or about April 25, 2023 the Town of Campbellton, Florida will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to acquire and demolish dilapidated buildings, and construct a community park. The estimated costs associated with this grant project is $500,300, which includes $1,000 of Town Leverage toward construction costs.
FINDING OF NO
SIGNIFICANT IMPACT
The Town of Campbellton has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Campbellton Town Hall, 2345 Highway 2, Campbellton, FL 32426 and may be examined or copied on weekdays from 8:00 A.M to 3:00 P.M. CT.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Campbellton via U.S.P.S. at PO Box 38, Campbellton, FL 32426, Attn: Helen Rhynes, or via email to [email protected]. All comments must be received by April 24, 2023. Comments will be considered prior to the Town of Campbellton requesting a release of funds. Comments should specify which “Notice” they are addressing.
RELEASE OF FUNDS
The Town of Campbellton certifies to the Florida Department of Economic Opportunity and HUD that Douglas Cotton in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Campbellton to use the CDBG funds.

DEO will accept objections to its release of funds and the Town of Campbellton certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Campbellton; (b) the Town of Campbellton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. On or about April 17, 2023, the Jackson County Board of County Commissioners will submit a request to the Florida Department of Economic Opportunity for the release of Community Development Block Grant Disaster Recovery (CDBG-DR) Hometown Revitalization Program funds under the Supplemental Appropriations for Disaster Relief Act, 2018 Public Law (P.L.) P.L. 115-254, approved October 5, 2018, and the Additional Supplemental Appropriations for Disaster Relief Act, 2019 P.L. 116-20 (together referred to as the 2018 and 2019 Appropriations Acts), to undertake a project known as Madison’s Restaurant Rehabilitation for the purpose of rehabilitating the old Madison’s Restaurant and making it operational for commercial use. Estimated funding total is $415,688.00. The proposed activities will occur at 2881 Madison Street, Marianna, FL 32446. The activities proposed include Removing any failed existing roof assembly, installing a structural roof deck to the building, installing a cover-board via mechanical attachment or adhesive, installing roof material to the roof deck assembly, raise equipment curbs as needed, installing new edge metals, and installing new gutters and downspouts. This project and associated activities are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Jackson County Board of County Commissioners, 2864 Madison Street, Marianna, FL 32448 and may be examined or copied weekdays 7:30 A.M to 4:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Jackson County Board of County Commissioners. All comments received by April 14, 2023, will be considered by the Jackson County Board of County Commissioners prior to authorizing submission of a request for release of funds.

NOTICE IS HEREBY GIVEN BY THE JACKSON COUNTY PLANNING COMMISSION OF ITS INTENT TO CONDUCT A PUBLIC HEARING TO REVIEW THE FOLLOWING AND OTHER BUSINESS:
Freedom Springs Temporary Use Permit (2023046) – A request for approval of a Temporary Use Permit for a Triathlon Event on July 1, 2023 at Blue Springs Park and surrounding vicinity in unincorporated Jackson County.
The public hearing will be held April 17, 2023 at 6:00 p.m. in the Board of County Commission Meeting Room of the Jackson County Administration Building at 2864 Madison Street, Marianna, Florida. The documents may be inspected at the Jackson County Community Development Department at 4979-B Healthy Way, Marianna, FL, 32446. Persons wishing to comment may do so in person at the public hearing or in writing to the Jackson County Community Development Department.
