This is to give notice that the Town of Sneads under Part 58 has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under Part 58 (grant #M0110).
The proposed project is intended to conduct townwide wastewater transmission system restoration and repair. The proposed project consists of repairs to town lift stations, the town Waste-Water Treatment Facility, and Sewer Force Main. Less than 10.5 acres of Floodplains and less than 2.5 acres of Wetlands may be disturbed.
The Town of Sneads has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) The proposed repairs of the system should be constructed in the floodplains/wetlands because it is within already disturbed utility rights-of-way, (ii) Alternatives considered are to (1) Reduce the work to half the amount of repairs to the lift stations but then they may continue to malfunction, (2) Reduce the linear feet of new force main pipe, but that will not solve the problems with inflow and infiltration, and (3) move the project outside the floodplain but deviations to the proposed route could create disturbances in locations not already disturbed by existing utilities and could be impractical for construction, operation, and maintenance of the system. The Town has also considered the No Action alternative and determined that no action on the project would leave the present problems with the system unresolved, which has the potential to create significant impacts on the natural environment.
The Town of Sneads has reevaluated the alternatives to building in the floodplain/wetland and has determined that the only and best alternative is to continue with the project as presently planned and located. As much as practicable, project plans will be designed to reduce the number of floodplains and/or wetlands disturbed. During the construction phase, all activity relevant to the sewer line will be constructed subsurface and silt fencing will be erected around the project area to mitigate erosion and contamination. All permits from environmental regulatory agencies will be obtained for the project. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request Monday through Friday, from 9:00 A.M. to 3:00 P.M. at Town Hall, 2028 Third Avenue, Sneads, FL 32460.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

The City of Graceville hereby requests proposals from qualified individuals or firms to provide administrative services for a Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) in the Disaster Recovery category. The City has been awarded CDBG-DR DEO Agreement No. M0172 in the amount of $1,1547,728.00 for the FFY 2022 funding cycle; therefore, procurement and contracting will follow CDBG regulations.
The funding has been approved to harden the sanitary sewer system throughout the city. The city was awarded $1,154,728 in CDBG DR funding to harden the City ‘s Portable Water System. Following the events of Hurricane Michael, the City was without power for eight days. During this time, one of the City’s three potable water wells was not equipped with an emergency generator and was therefore inoperable. Another well was equipped with an outdated emergency generator that failed in the immediate aftermath of the storm. This left the city dependent on one portable well equipped with an aging generator. One potable water well with limited electrical dependability left residents and City employees in a vulnerable position while attempting to recover in the immediate aftermath.
With a low to moderate (LMI) of over 73% this project qualified as a LMI national objective and has no leverage funds. This project will take place at various sites throughout the city and is considered a city-wide project.

Administrative services will include complete management and reporting for the project with separate tracking for each funding source. A scope of work outlining the tasks to be performed and a proposed cost must be included in the proposal.

The evaluation criteria that will be utilized in the selection of a grant administrator are as follows:

  1. The staff’s number of years of experience with administering
    projects through the State of Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  2. The number of years of experience of the firm’s management group with the State of Florida Community Development Block Grant-Disaster Recovery (CDBG-DR) program. 20 pts.
  3. Proposed approach to administration of the grant (requires
    an outline of the proposed tasks to be performed). 20 pts.
  4. Number of favorable client reference letters dated 2011 or
    later provided from other communities. Please note, only
    one (1) letter per community will be accepted. 20 pts.
  5. The quality of the response from the client references
    provided from other communities. 15 pts.
  6. Fee or proposed fee basis. 5 pts.

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie.

Proposals for CDBG-DR Administrative Services should include a fee for the services and an explanation or a basis for the fees proposed. Fees shall be lump sum for CDBG-DR services.

The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Knowledge of State and Federal Regulations governing
    the CDBG Program as well as other grant
    programs; 20 pts.
  2. Experience with CDBG Funded Projects; 20 pts.
  3. Experience with municipal engineering projects; 10 pts.
  4. Management and Staffing; 10 pts.
  5. Approach to Task; 20 pts.
  6. Ability to become Quickly Familiar with Local Conditions;
    10 pts.
  7. References: All CDBG projects for last three (3)
    years for which you are responsible; 10 pts.

HURRICANE HOUSING RECOVERY PROGRAM (HHRP)
A Pre-Bid Conference for stick-built and manufactured homes (both new construction & rehabilitation projects) will be held on Wednesday, May 10th, 2023, at 9:30AM CST / 10:30AM EST at the Jackson County Administration Office, Conference Room, located at 2864 Madison Street, Marianna, Florida. Bid sheets and specifications will be available at this meeting. Bid packages will be given only to authorized representatives of construction companies attending the pre-bid conference who arrive on-time. All contractors will be pre-qualified with all license/ insurance requirements at the pre-bid conference before walk-throughs of the properties. All current licenses, liability insurance, worker’s compensation insurance/exemption, and W9 must be included in the BID package submittal. Liability insurance and all licensures must be in force at the time of the pre-bid conference. Any person claiming to be worker’s compensation exempt shall be subject to an on-the-job inspection for proof of exemption and license of all workers on job site. Certificate of Liability Insurance must have Jackson County Board of County Commissioners listed on it. It is the responsibility of the Contractor to purchase all permits deemed necessary.
