These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Town of Sneads.
REQUEST FOR
RELEASE OF FUNDS
On or about March 29, 2023, the Town of Sneads will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to conduct town-wide restoration to improve the efficiency of the stormwater system in the town. The proposed project will occur at 15 sites around the town and shall include new drainage piping, new roadside ditches, restoration and stabilization of existing roadside ditches, stormwater management facilities, replacement of existing cross-drains, and replacement of damaged piping. Construction will occur at Keevers Road, McKeown Mill Road, River Road at US 90, Tanana Avenue, Pope Street, 3rd Avenue, Eugenia Street, Roseview Lane, Gorrie Avenue, Hawley Street, Hunter Drive, Oak Avenue at Adams Street, and Oneida Street. HUD funding is estimated at $4,903,970.64. The Town of Sneads has also pledged $1,000 in-kind funds toward construction costs. CDBG Agreement #M0010.
FINDING OF NO
SIGNIFICANT IMPACT
The Town of Sneads has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Sneads Town Hall, 2028 Third Avenue and may be examined or copied weekdays 9:00 A.M to 3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Sneads Town Manager at PO Drawer 159, Sneads, FL 32460 or via email to [email protected]. All comments must be received by March 28, 2023. Comments will be considered prior to the Town of Sneads requesting a release of funds. Comments should specify which “Notice” they are addressing.
RELEASE OF FUNDS
The Town of Sneads certifies to the Florida Department of Economic Opportunity and HUD that Lee Garner in his capacity as Town Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Sneads to use the CDBG funds.

RELEASE OF FUNDS
DEO will accept objections to its release of funds and the Town of Sneads certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Sneads; (b) the Town of Sneads has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Marianna.
REQUEST FOR
RELEASE OF FUNDS
On or about March 29, 2023, the City of Marianna will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to rehabilitate the Marianna Health and Rehabilitation Center (MHRC) which is owned and operated by the city. The existing HVAC system will be replaced with a new system that will be a combination of rooftop packaged units to serve common areas and individual thru-wall packaged units to serve patient rooms. The rehabilitation activities will also include dedicated outdoor air units, new exhaust systems, the replacement of all of the air distribution ductwork and HVAC controls and required electrical and building modifications needed for the new systems. HUD funding is estimated at $3,996,209. No other funding is applicable to this project. MHRC is located at 4295 5th Avenue, Marianna, FL 32446.
FINDING OF NO
SIGNIFICANT IMPACT
The City of Marianna has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Marianna City Hall and may be examined or copied weekdays 9:00 A.M to 3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Marianna. All comments must be received by March 28, 2023. Comments will be considered prior to the City of Marianna requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Marianna certifies to the Florida Department of Economic Opportunity and HUD that Jim Dean in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Marianna to use the CDBG funds.
OBJECTIONS TO
RELEASE OF FUNDS
DEO will accept objections to its release of funds and the City of Marianna certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Marianna; (b) the City of Marianna has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Marianna to verify the actual last day of the objection period.
