The Jackson County Board of County Commissioners is seeking proposals from responsible and qualified firms to develop housing units on an approximately 290-acre property South of Pooser Rd in Marianna, FL. Applicants must demonstrate the requisite knowledge, experience, technical expertise, and organizational and financial capacity to perform the services requested under this RFP. The proposal shall be responsive, consistent with the technical format outlined and the appropriate form(s) completed.
Submittals must include the following:

- Firm qualifications and capabilities
- Qualifications, resumes, certifications, and licenses of proposed personnel
- Technical Proposal/Project Approach
- Evidence of firm license(s), registration, & proof of professional liability insurance

The Department of Homeland Security’s Federal Emergency Management Agency has issued a preliminary Flood Insurance Rate Map (FIRM), and where applicable, Flood Insurance Study (FIS) report, reflecting proposed flood hazard determinations within Jackson County, Florida and Incorporated Areas. These flood hazard determinations may include the addition or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. Technical information or comments are solicited on the proposed flood hazard determinations shown on the preliminary FIRM and/or FIS report for Jackson County, Florida and Incorporated Areas. These flood hazard determinations are the basis for the floodplain management measures that your community is required to either adopt or show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program. However, before these determinations are effective for floodplain management purposes, you will be provided an opportunity to appeal the proposed information. Notice is hereby given that the City of Marianna City Commission will receive sealed bids at City Hall, 2895 Jefferson Street, Marianna, Florida 32446 (office: 850-482-4353) until 2:00 PM local time on Tuesday, April 26, 2022 , for the CONCRETE APRON REHABILITATION project at Marianna Municipal Airport. All bids will be publicly opened and read aloud. Bids must be submitted in a sealed envelope clearly marked “BID ENCLOSED: CONCRETE APRON REHABILITATION, MARIANNA MUNICIPAL AIRPORT.” The project generally includes, but is not necessarily limited to the following tasks:
This intent of this project is to replace damaged concrete pavement, repair concrete cracks, and remove and replace concrete joint sealant.
Beginning on Thursday, March 24, 2022, bidding documents may be examined at City Hall, 2895 Jefferson Street, Marianna, Florida 32446. Digital copies of the above documents may be obtained from the office of AVCON, INC., 320 Bayshore Drive, Suite A, Niceville, Florida 32578 (office: 850-678-0050). Hard copies of the above documents may be provided at cost. Questions relating to the Bid Documents shall be submitted to the Engineer no later than Tuesday, April 12, 2022.
Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Florida. Bid security shall be made payable to the City of Marianna. The successful bidder must be able to furnish a 100% Performance Bond and a 100% Labor and Materials Payment Bond and shall begin execution of this contract within five (5) calendar days following the date of the Notice to Proceed. The City of Marianna has established a Disadvantaged Business Enterprise (DBE) goal for this project. The DBE participation goal for this project is 5% and compliance requirements are listed in the bidding documents.
The successful contract will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804). The successful contractor must comply with the Occupational Safety and Health Act, the Contract Work Hours and Safety Standards Act (CWHSSA), Title VI of the Civil Rights Act of 1964 and Executive Order 11246.
A non-mandatory Pre Bid Conference will be conducted at the Terminal Building of the Marianna Municipal Airport at 3689 Industrial Park Drive, Marianna, Florida 32446 on Tuesday, April 5, 2022 at 10:00 a.m. local time (CDT). Questions relating to the Project Documents will be answered at that time. Attendance by prospective prime contractors is strongly recommended.
