These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Campbellton.
REQUEST FOR
RELEASE OF FUNDS
On or about March 15, 2023 the Town of Campbellton, Florida will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to make improvements to its stormwater infrastructure (grant # M0114). The total cost Project activities will include, but not be limited to, the construction of stormwater management facilities, installation and replacement of drainage pipes and culverts, and ditch stabilization and widening. The proposed project activities will occur at SR 2, Wilmington Court, Osceola Ave, New Bethel Rd, Rail Street, and Quarters Court. The estimated costs associated with this grant project is $$2,999,625 and includes $2,998,625.00 in HUD funds and $1,000 of Town Leverage toward construction costs.
FINDING OF NO
SIGNIFICANT IMPACT
The Town of Campbellton has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Town of Campbellton Town Hall, 2345 Highway 2, Campbellton, FL 32426 and may be examined or copied weekdays 8:00 A.M to 3:00 P.M. CT.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Campbellton via U.S.P.S. at PO Box 38, Campbellton, FL 32426, Attn: Helen Rhynes, or via email to [email protected]. All comments must be received by March 14, 2023. Comments will be considered prior to the Town of Campbellton requesting a release of funds. Comments should specify which “Notice” they are addressing.
RELEASE OF FUNDS
The Town of Campbellton certifies to the Florida Department of Economic Opportunity and HUD that Douglas Cotton in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Campbellton to use the CDBG funds.
OBJECTIONS TO
RELEASE OF FUNDS
DEO will accept objections to its release of funds and the Town of Campbellton certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Campbellton; (b) the Town of Campbellton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Alford.
REQUEST FOR
RELEASE OF FUNDS
On or about March 15, 2023, the Town of Alford will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to construct a critical wastewater treatment facility to service the residential and commercial population to assist in the elimination of health/safety issues associated with the use of the existing OSTD systems with a high failure rate which was exacerbated by Hurricane Michael. Funding awarded through the CDBG-DR Program (Agreement #M0108) in the amount of $13,879,500 will be used for engineering/design and construction of this facility.
FINDING OF NO
SIGNIFICANT IMPACT
The Town of Alford has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Alford Town Hall – 1768 Georgia St. – Alford, FL 32420 and may be examined or copied weekdays 9:00 A.M to 3:00 P.M. The Town of Alford certifies to the Florida Department of Economic Opportunity and HUD that George Gay in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Alford to use the CDBG funds.

DEO will accept objections to its release of funds and the Town of Alford certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the Town of Alford; (b) the Town of Alford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the Town of Alford to verify the actual last day of the objection period.
