These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Jackson County Board of County Commissioners.
REQUEST FOR
RELEASE OF FUNDS
On or about April 12, 2023, the Jackson County Board of County Commissioners will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to rehabilitate Jackson Hospital’s HVAC system and associated components on the third floor which will allow each patient room to have fixed, individualized positive and negative air pressure capabilities. Additionally, electrical work will be performed to install individualized controls in each room and fixed filtration systems will be installed at the entry point to each room to act as fail safes in the event that pressure control is lost. HUD funding is estimated at $2,879,000 and Jackson Hospital is contributing $9,000 toward engineering services and monitoring. Jackson Hospital is located at 4250 Hospital Drive, Marianna, FL 32446.
FINDING OF NO
SIGNIFICANT IMPACT
The Jackson County Board of County Commissioners has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Jackson County Board of County Commissioners City Hall and may be examined or copied weekdays 9:00 A.M to 3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Jackson County Board of County Commissioners. All comments must be received by April 10, 2023. Comments will be considered prior to the Jackson County Board of County Commissioners requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The Jackson County Board of County Commissioners certifies to the Florida Department of Economic Opportunity and HUD that Wilanne Daniels in her capacity as County Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Jackson County Board of County Commissioners to use the CDBG funds.
OBJECTIONS TO
RELEASE OF FUNDS
DEO will accept objections to its release of funds and the Jackson County Board of County Commissioners certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Jackson County Board of County Commissioners; (b) the Jackson County Board of County Commissioners has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the Jackson County Board of County Commissioners to verify the actual last day of the objection period.

NOTICE TO BIDDERS
Notice is hereby given that the City of Marianna City Commission will receive sealed bids at City Hall, 2895 Jefferson Street, Marianna, Florida 32446 (office: 850-482-4353) until 2:00 PM local time on Tuesday, April 25, 2023, for the CONCRETE APRON REHABILITATION-PHASE 2 project at Marianna Municipal Airport. All bids will be publicly opened and read aloud. Bids must be submitted in a sealed envelope clearly marked “BID ENCLOSED: CONCRETE APRON REHABILITATION-PHASE 2, MARIANNA MUNICIPAL AIRPORT.” The project generally includes, but is not necessarily limited to the following tasks:
The project can generally be described: replace damaged concrete pavement, repair concrete cracks, and remove and replace concrete joint sealant.
The time of completion for the work is anticipated to be up to 120 calendar days to achieve Substantial Completion. Exact time requirements are defined in the Instructions to Bidders.
On and after March 23, 2023, Bid Documents will be available electronically and may be obtained by contacting John Collins, P.E., AVCON INC, 320 Bayshore Drive, Suite A, Niceville Florida, 32578, 850-678-0050, [email protected]. A complete examination and understanding of the drawings and specifications contained in the Bid Documents is necessary in order for the Bidder to properly submit a Bid. The Bid Documents also include a detailed set of Instructions to Bidders. All Bids shall be prepared in accordance with the Instructions to Bidders. The failure to comply with any requirement contained in the Bid Documents may result in the rejection of the Bid as non- responsive or a finding that the Bidder is not qualified for this Project.
A non-mandatory PreBid Conference will be conducted at the Terminal Building of the Marianna Municipal Airport at 3689 Industrial Park Drive, Marianna, Florida 32446 on Thursday, April 6, 2023 at 11:00 a.m. local time (CDT). Questions relating to the Project Documents will be answered at that time. Attendance by prospective prime contractors is strongly recommended.
A Bid Security in the amount of five percent (5%) of the sum of the Total Bid Price will be required for this Project. Exact Bid Guarantee period requirements are defined in the Instructions to Bidders.
