REQUEST FOR PROPOSALS FOR GRACEVILLE VOLUENTEER FIRE DEPARTMENT
The city of Graceville hereby requests proposals from qualified individuals or firms to provide engineering services for engineering, design, and construction inspection of construction of Graceville Fire Department in the area of Prim Avenue, Graceville, Florida 32440.
The city has been awarded through Legislative Appropriation via the State Fire Marshal Office the amount of $2,163,500. Procurement required to follow the Competitive Negotiation Act, Florida Statute 287.055.
Project scope includes but is not limited to required site surveying, development of plans and specifications, and construction inspection.
Engineering Services for this project will include bidding, construction administration, and resident observation services.
Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.
The evaluation criteria that will be utilized in the selection of the engineer are as follows:

  1. Experience with municipal engineering projects;
    20 pts.
  2. Management and Staffing; 20 pts.
  3. Approach to Task; 20 pts.
  4. Ability to become Quickly Familiar with Local Conditions; 20 pts.
  5. References: Construction projects for last three (3) years for which you are responsible; 20 pts.
    Engineering fees will be negotiated after ranking is completed utilizing the Consultants’ Competitive Negotiation Act, Florida Statute 287.055.
    Negotiation will begin with the firm ranked highest based upon the final rankings.

Final Notice and Public Explanation of a Proposed Activity in the 100-Year Floodplain and Wetland

This is to give notice that the Town of Sneads under Part 58 has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under Part 58 (grant #M0010).
The proposed project is intended to conduct town-wide restoration to improve the efficiency of the stormwater system in the Town. The proposed project will occur at 15 sites around the town and shall include new drainage piping, new roadside ditches, restoration and stabilization of existing roadside ditches, stormwater management facilities, replacement of existing cross-drains, and replacement of damaged piping. Construction will occur at Keevers Road, McKeown Mill Road, River Road & Highway 90, Tanana Avenue, Pope Street, 3rd Avenue, Eugenia Street, Roseview Lane, Gorrie Avenue, Hawley Street, Hunter Drive, Oak Avenue & Adams Street, and Oneida Street. Less than 8 acres of Floodplains and less than 2 acres of Wetlands may be disturbed.
The Town of Sneads has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) The proposed route of the system should be constructed in the floodplains/wetlands because it follows the existing footprint and topography of the site location and is within already disturbed utility rights-of-way, (ii) Alternatives considered are to (1) Reduce the work to half the amount of pipes to minimize impacts but then pipes that are not functioning fully will create a bottle neck in the system, (2) Reduce the number of ditches to be stabilized, but that will not solve the problems with flooding, and (3) move the project outside the floodplain but deviations to the proposed route could create disturbances in locations not already disturbed by existing utilities and could be impractical for construction, operation, and maintenance. The town has also considered the No Action alternative and determined that no action on the project would leave the present problems with the system unresolved which has the potential to create significant impacts on the natural environment downgradient.
Town of Sneads has reevaluated the alternatives to building in the floodplain/wetland and has determined that the only and best alternative is to continue with the project as presently planned and located. As much as practicable, project plans will be designed to reduce the number of floodplains and/or wetlands disturbed. During the construction phase silt fencing will be erected around the project areas to mitigate erosion and contamination. All permits from environmental regulatory agencies will be obtained for the project. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request Monday through Friday, from 9:00 A.M. to 3:00 P.M. at Town Hall, 2028 Third Avenue, Sneads, FL 32460.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

The Town of Sneads will be identifying and evaluating practicable alternatives to locating the action in the floodplain/wetland and the potential impacts on the floodplain/wetland from the proposed action, as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
The purpose of the proposed project is to undertake targeted restorative work on its wastewater collection and treatment system. Activities may include, but not be limited to, renovation of the force main line from Lift Station (LS) #2 to the Town’s WWTP, replacement of LS #4, restoration of LS #9 and the WWTP LS, construction of a by-pass at LS #7, repair/replacement of chlorine chamber valves, improvements to the grit removal system, control system upgrades at the WWTP, and SCADA system upgrades throughout the system. Work will also include repair/replacement of landscaping and utilities disturbed during construction, as funds allow. Less than 2.5 acres of Wetlands and less than 10.5 acres of Floodplains may be disturbed.
There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.  Commenters are encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.
