The Jackson County Board of County Commissioners is requesting statements of qualifications from professional consulting firms to develop and complete a countywide Strategic Plan that will establish a formal County mission and vision statement as well as offer a County “road map” indicating where to best allocate resources within the next 5 years. The final Strategic Plan shall align with the mission of the County in terms of quality of life, public health and safety, organizational excellence, fiscal responsibility, innovative infrastructure, and economic vitality. The selected firm will work collaboratively with County personnel to identify priority areas and shall produce a completed Strategic Plan which contains overall countywide as well as department specific goals, objectives, and implementation measures pertaining to the established purpose.
Submitted proposals shall be responsive and consistent with the technical format outlined and include all appropriate form(s) completed as required.
Submittals must include the following:

  2. Firm qualifications and capabilities
  3. Qualifications, resumes, certifications, and licenses of
    proposed personnel
  4. Technical Proposal/Project Approach

Early Notice for Public Review of a Proposal to Support Activity in the 100-Year Floodplain and Wetland

This is to give notice that the Town of Alford has determined that the following proposed action under the Florida Department of Economic Opportunity (DEO) Community Development Block Grant Disaster Recovery (CDBG-DR) program (Grant No. M0108) and the Florida Department of Environmental Protection (Grant No. WG047) is in the 100-year floodplain/wetland. The Town of Alford will be identifying and evaluating practicable alternatives to locating the action in the floodplain/wetland and the potential impacts on the floodplain/wetland from the proposed action, as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
The purpose of the proposed project is to provide public sanitary sewer service to the Town of Alford thus eliminating the on-site sewage and disposal systems which historically have failed resulting in potential groundwater contamination. Wastewater will be transmitted vis USA231 and Kynesville Hwy. to the City of Marianna Wastewater Treatment system. Further, implementation of this project will protect Stump Creek which ultimately drains into the Chipola River, an Outstanding Florida Water Body. Less than 20 acres of floodplain and wetlands will be impacted by the project.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands, and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain/wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.
