REQUEST FOR PROPOSALS
The Town of Campbellton, Florida, requests bid proposals from qualified individuals or firms to provide audit services for the Town for FY 2022, renewable up to 10 years at the discretion of the Audit Committee and the Town Council.
Duties include assisting with GASB#34 Accounting and Reporting System and the audit of any Federal or State Grants, which the Town may have during the extended period. Both general and fee earning accounts are included.

This is to give notice that the City of Marianna under Part 58 has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under Part 58 (grant #M0011).
The proposed project is intended to conduct citywide wastewater transmission system restoration and repair focusing on Inflow and Infiltration (I&I) to repair the lasting damages from Hurricane Michael and to harden against future disasters. The proposed project consists of repairs to various city lift stations (Hill Crest, West End, Jail, Cedar, Kelson, Plant, West Manor, Riverview, Booker) and sewer pipelines as well as construction of necessary infrastructure to assist with I&I reduction (Mashburn Rd, Penn Ave, ditch line south of Schwenche Dr). Approximately 20 acres of Floodplains and 8 acres of Wetlands may be disturbed; however, the project will consist of subsurface activities.
The City of Marianna has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) The proposed route of the system should be constructed in the floodplains/wetlands because it follows the existing footprint and topography of the site location and is within already disturbed utility rights-of-way, (ii) Alternatives considered are to (1) Reduce the work to half the amount of pipes to minimize impacts but then pipes that are not functioning fully will create a bottle neck in the system, (2) Reduce the number of lift stations to be upgraded, but that will not solve the problems with inflow and infiltration, and (3) move the project outside the floodplain but deviations to the proposed route could create disturbances in locations not already disturbed by existing utilities and could be impractical for construction, operation, and maintenance of the system. The City has also considered the No Action alternative and determined that no action on the project would leave the present problems with the system unresolved which has the potential to create significant impacts on the natural environment downgradient.
City of Marianna has reevaluated the alternatives to building in the floodplain/wetland and has determined that the only and best alternative is to continue with the project as presently planned and located. As much as practicable, project plans will be designed to reduce the number of floodplains and/or wetlands disturbed. During the construction phase, all activity relevant to the sewer line will be constructed subsurface and silt fencing will be erected around the project area to mitigate erosion and contamination. All permits from environmental regulatory agencies will be obtained for the project. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request Monday through Friday, from 9:00 A.M. to 3:00 P.M. at City Hall, 2895 Jefferson Street, Marianna, FL 32446.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.
