This is to give notice that the City of Cottondale has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant Coronavirus (CDBG-CV) program under subgrant agreement number 22CV-S15.
Service Area (SA) 1 – Cottondale Community Center fo Citizens’ Covid Health Services 03P Medical Facility: During the COVID-19 pandemic, residents of Cottondale, Jackson County, the State of Florida, and the United States have been forced to shift how they see their doctors, work, play, exercise, shop, travel, and move through their communities. Many residents in rural communities have chronic health conditions. This, coupled with limited access to healthcare, has placed limitations on these residents’ ability to safely receive COVID-19 vaccines and testing locally. Providing these medical opportunities locally is a key factor in slowing the spread of the virus by providing deterring vaccines and identifying those who do test positive, so they can quarantine and prevent the spread to family members, co-workers and friends.
The City of Cottondale was awarded $1,426,659 in CDBG-CV assistance to rehabilitate the City’s Community Center for use as a local COVID-19 testing and vaccination site, which will contribute to the City’s ongoing efforts to reduce the spread of the Coronavirus. The rehabilitation will include expansion of the west side of the building to provide additional space for these activities, installation of necessary handicap accessibility, renovation of the restrooms and ensuring they are handicap accessible, replacing the existing roof and installation of a new HVAC system. The CDBG-CV assistance will additionally be utilized to acquire a small parcel of property adjacent to the Community Center on the west side of the center to allow for the expansion and to accommodate the development of a handicap accessible parking lot to serve the facility.
The Community Center is located at 2666 Front Street within the city limits of Cottondale, Florida. The City proposes to acquire the parcel of property to the immediate west of Community Center (2662 Front Street), which is not in a wetland or the 100-year floodplain. The adjoining property to the immediate east of the Community Center is a telephone service property that is located in part in the 100-year floodplain. Because the 100-year floodplain extends to the western most boundary of the telephone company property and may potentially exceed the boundary on to the Community Center property, this Final Floodplain Notice is being published.
The beneficiaries for the Community Center construction activity in SA #1 are the 852 persons residing in the 378 households within the City of Cottondale. A portion of the activities in Service Area #1 may be carried out within a floodplain. Approximately .01 acres of land located within a 100-year floodplain may be affected by the construction area.

These activities will have no significant impact on the environment for the following reason:
The proposed project will rehabilitate an existing 3,969 square-foot city-owned community center and acquire a parcel to the west of the community center to expand the building and construct handicap parking for the facility. No portion of the project parcels are within a wetland or the 100-year floodplain, however, the eastern property up to the boundary line is in the 100-year flood plain. The City of Cottondale has evaluated the potential of completing this project on a site not adjacent to the 100-year floodplain and determined that to do so would require moving the existing building to the newly acquired parcel to the west, which is not located adjacent to the 100-year floodplain and is not in a wetland. The relocation of the existing structure would exceed the budget and would likely delay the project’s construction and completion. A second option would be to select an alternative site to locate the facility. This would require full building construction as well as additional acquisition, adhering to the Uniform Relocation Act, which would redirect additional grant funds to property acquisition, which would increase costs beyond the budget and would delay the project’s construction and completion timeframe. Finally, the City considered the option of simply not moving forward with the project. This option would leave the City’s residents and low-to moderate income persons without a local location for Covid 19 testing and vaccinations to assist in reducing the spread of the disease.
The City concluded that while portions of the proposed project site are located adjacent to the 100-year floodplain, the best and most expeditious approach to addressing the Covid 19 needs of the community, is to rehabilitate the facility as initially proposed. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
Although the adjacent parcel to the east of the proposed project site is located in a floodplain, the City believes that the current location of the proposed improvements cannot be undertaken in any other location due to the scope of the project and the fact that location allows for an expeditious implementation of the project providing the necessary aid to the residents sooner. There is, therefore, no practicable alternative than to continue with the project as proposed. The City will work with their engineering/architectural firms to establish, to the extent that is reasonably possible, a design approach for the project that minimizes work in or impacts to the 100-year floodplain areas.
The proposed improvements conform to applicable floodplain and wetlands protection standards. The proposed action will not affect natural or beneficial floodplain and/or wetland values, and residents of the community will benefit from the project.
There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.  Commenters are encouraged to offer alternative sites outside of the floodplains and or wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and or wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and or wetlands, it must inform those who may be put at greater or continued risk.

Services to be provided include electrical designs, specifications and/or drawings, installation of automatic transfer switches, fuel tanks, wiring, conduits, and concrete pads. All generators shall have a FDEP package fuel containment system and sound attenuation weather resistant enclosure. The generator(s) shall be protected against a 500-year flood event by implementing specific activities (such as elevation) or by locating the generator(s) outside the Special Flood Hazard Area (SFHA) and shall be protected against wind with a rated enclosure based on its location requirements.
