PUBLIC NOTICE

Notice is hereby given to all property owners, taxpayers and citizens of the City of Marianna, Florida that the Marianna City Commission has determined violations of the Marianna City Code exist on the following properties, which constitute a nuisance:

Property located at 4232 Oak Street, further identified by Tax ID #04-4N-10-0157-0030-0010; and

Property located at 2863 Barnes Street, further identified by Tax ID #04-4N-10-0040-0050-0020.

Violations include the excess accumulation of untended growth of plant life; an unfit/unsafe dwelling or structure; and conditions which are detrimental to the property of others and could cause diminution of property values (Marianna City Code, Sec.22-28 (a) and (b)). The City of Marianna has determined the costs of restoration to be more than 50% of the structures’ replacement value or repairs to bring the structure into compliance. Therefore, the owners of said property are hereby instructed to obtain a demolition permit, and remove the structures and clean up the property within 30 days of this notice.

Failure to comply will result in the City of Marianna vacating, demolishing, and removing or otherwise abating the nuisance in accordance with this order and Marianna City Code, Sec.22-28. The expense of such performance by the City of Marianna will be charged against the real property described above and the assessment, when made, will constitute a lien upon the property by the City of Marianna.

Final Notice and Public Explanation of a Proposed Activity in the
100-Year Floodplain and Wetland

This is to give notice that the Town of Greenwood has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential affect that its activity in the floodplain and/or wetland will have on the environment.

The Town of Greenwood intends to undertake a project to be funded by a Florida Small Cities Community Development Block Grant (CDBG).  The proposed project includes:

Replace all the existing potable water distribution system service laterals in the service area with new three-quarter inch (3/4”) PVC water laterals including new radio read water meters, meter boxes, curb stops and backflow preventers.  The primary project also includes funding for an automatic meter reader data collector, software and hardware required to read the water meters and develop the water bills for disbursement.  Approximately two hundred fifty (250) water service laterals will be replaced.  The total linear feet of service laterals being replaced is 6,565 LF.  As an unmet need, in Service Area #2, if funds are available, approximately three thousand nine-hundred (3,900’) linear feet of existing substandard water lines located along State Road 71 will be replaced with six inch (6”) PVC water lines.
It has been determined that no practicable alternative other than to proceed with the work is available.  This activity will have no significant impact on the environment for the following reason:

A portion of the project may be located in a floodplain.  The Town does not anticipate any additional impervious surface within the floodplain will be created by the project. If additional impervious surface is created by the project, drainage improvements to compensate for the additional impervious surface that will be created.
 
Although a portion of the project may be located in the 100-year floodplain and/or wetland, the improvements cannot be undertaken in any other location due to the scope of the project.  There is, therefore no practicable alternative than to continue with the project.

The proposed improvements conform to applicable floodplain protection standards.  The proposed action will not affect natural or beneficial floodplain values, and residents of the community will benefit from the project.  The proposed project involves the following Activities:

Activities:

Service Area #1 – Town of Greenwood Water Service Laterals Replacement Service Area:

03J – Water Lines Replacement – The replacement of all of the existing potable water distribution system service laterals in Service Area #1 with new three-quarter inch (3/4”) PVC water laterals including new radio read water meters, curb stops and backflow preventers.  The project also includes funding for an automatic meter reader data collector, software and hardware required to read the water meters and develop the water bills for disbursement.

The streets in which the water laterals will be replaced in Service Area #1 are as follows:

The replacement of the existing water laterals along State Road 71 between a point fifteen hundred feet south of Smith Street on the south to Braves Boulevard on the north, a distance of approximately 9,075 linear feet;
The replacement of the existing water laterals along Basswood Road between Basswood Road’s intersection with State Road 71 on the south and proceeding northeast along Basswood Road approximately three thousand (3,000”) linear feet; 
The replacement of the existing water laterals along County Road 162 between State Road 71 on the east and Tulsa Lane on the west, a distance of approximately 5,000 linear feet;
The replacement of the existing water laterals along Smith Street between State Road 71 on the east and Marcus Drive on the west, a distance of approximately 2,300 linear feet;
The replacement of the existing water laterals along Barkley Street between Peanut Street on the north and the end of Barkley Street on the south, a distance of approximately 3,000 linear feet;
The replacement of the existing water laterals along Vereen Street between Smith Street on the north and the end of Vereen Street on the south, a distance of approximately 635 linear feet;
The replacement of the existing water laterals along Vereen Street between CR 162 on the North and Smith Street on the south, a distance of approximately 1,065 linear feet;
The replacement of the existing water laterals along Applewhite Street between County Road 162 on the north and Smith Street on the south, a distance of approximately 1,000 linear feet;
The replacement of the existing water laterals along Marcus Drive between the northwest end of Marcus Drive and the Southwest end of Marcus Drive, a distance of approximately 1,800 linear feet;
The replacement of the existing water laterals along Russell Street between Marcus Drive on the east and the western end of Russell Street on the west, a distance of approximately 600 linear feet;
The replacement of the existing water laterals along Allen Street between County Road 162 on the south and the end of Allen Street on the north, a distance of approximately 2,900 linear feet;
The replacement of the existing water laterals along Vereen Street between County Road 162 on the north and Smith Street on the south, a distance of approximately 1,035 linear feet;
The replacement of the existing water laterals along James Street between Allen Street on the east and Wynn Street on the west, a distance of approximately 700 linear feet;
The replacement of the existing water laterals along Wynn Street between James Street on the north and Knapp Street on the south, a distance of approximately 450 linear feet;
The replacement of the existing water laterals along Knapp Street between Allen Street on the east and the end of Knapp Street on the northwest, a distance of approximately 1,700 linear feet;
The replacement of the existing water laterals along Peanut Street between State Road 71 on the east and Allen Street on the west, a distance of approximately 1,400 linear feet;
The replacement of the existing water laterals along Abernathy Street between State Road 71 on the east and Barkley Street on the west, a distance of approximately 750 linear feet;
The replacement of the existing water laterals along Davis Street between Peanut Street on the north and County Road 162 on the south, a distance of approximately 750 linear feet;
The replacement of the existing water laterals along Braves Boulevard between State Road 71 on the east and Oakland Circle on the southwest, a distance of approximately 950 linear feet; and

03J – Water Line Replacement Activity – If funds are available, this activity involves the replacement of the existing substandard water lines in Service Area #2 with six inch (6”) PVC water lines.  Approximately three thousand nine-hundred (3,900’) linear feet of replacement potable water lines will be installed.  The installation of the new water lines will include all components, including fire hydrants and shut off valves required for a complete installation.

The scope of work to be carried out in Service Area #2 is as follows:
 
The replacement of the existing water line along State Road 71 between a point fifteen hundred feet (1,500’) north of Basswood Road on the north, and Peanut Street on the south, approximately three thousand nine hundred linear feet (3,900’) of existing water line will be replaced;
 All of the water lines being replaced in Service Area #2 are connected to the Towns potable water distribution system.
